At the announcement ceremony for the implementation of electronic medical records this morning, September 29, Dr. Nguyen Cong Huu - Director of E Hospital affirmed: Digitalizing medical records not only helps reduce the amount of paperwork and administrative procedures, but also creates a more transparent, accurate and safe medical examination and treatment environment. Through electronic medical records, the entire treatment history, test results, diagnostic imaging and prescriptions of patients are stored centrally, easily retrieved, while ensuring confidentiality according to legal regulations.

E Hospital will deploy electronic medical records in parallel to completely replace paper medical records from now until the end of November 2025, in order to overcome all obstacles and difficulties in the implementation process. The Information Technology Department is on duty 24/7 to work with departments to resolve difficulties during implementation in departments and functional offices.
To implement electronic medical records throughout the hospital, Hospital E has upgraded its information technology transmission line dozens of times. Deploying electronic medical records at Hospital E includes inpatient medical records, outpatient medical records and other types of medical records according to regulations of the Ministry of Health .

“Electronic medical records help doctors quickly access medical history, promptly update test results and diagnostic imaging results to make timely treatment decisions, contributing to improving the quality of medical examination and treatment,” said Dr. Huu.
The Director of Hospital E hopes that after applying electronic medical records, it will promote the successful digital transformation at the hospital, moving towards building a smart hospital project including financial software, staff organization software... to help the hospital's operations run smoothly, quickly, ensuring publicity, transparency, strictness, and avoiding loss.
Also this afternoon, the Central Ear, Nose and Throat Hospital officially announced the implementation of electronic medical records. Associate Professor, Dr. Pham Tuan Canh, Director of the Hospital, emphasized: "Implementing electronic medical records is an inevitable trend of the Vietnamese health sector in the current period, in line with the orientation of national digital transformation and smart health sector. This is a solution that brings practical benefits to patients, medical staff and society, contributing to improving the quality of medical examination and treatment, saving time and costs, while enhancing the transparency and security of medical information."
With the EMR system, all patient information such as treatment history, test results, diagnostic imaging and prescriptions are stored centrally, easy to look up and guaranteed safe and secure according to legal regulations.
Implementing the direction of the Ministry of Health, in recent times, the Central Ear, Nose and Throat Hospital has invested in upgrading its information technology infrastructure, server rooms, and data storage systems; at the same time, deploying hospital management software (HIS, LIS, PACS) that meets HL7 CDA data interconnection standards, digital signatures, electronic signatures, and information security assurance according to regulations. Many medical record forms have been digitized, digital signatures and electronic authentication have been deployed, moving towards completely eliminating paper medical records.
In recent times, many hospitals across the country have accelerated the appraisal of electronic medical records. Many localities have completed 100% of medical examination and treatment facilities and announced the implementation of electronic medical records. For example, in Lao Cai , 100% of medical examination and treatment facilities in the area have completed the appraisal and announced the implementation of electronic medical records, exceeding the progress and targets set by the Government, the Ministry of Health and the Lao Cai Department of Health.
Hue City has also just announced the completion of the implementation of electronic medical records across the city's health system, reaching the finish line 12 days ahead of schedule. After the implementation period, up to now, 100% of medical examination and treatment facilities under the Hue City Department of Health have completed the implementation of electronic medical records, demonstrating a breakthrough in the digital transformation roadmap for health care.
One of the leading localities, a bright spot in the implementation of electronic medical records is Bac Ninh province. Up to now, 100% of medical facilities with beds (including 15 provincial hospitals, 17 medical centers and 23 private hospitals) in the province have been assessed by specialized agencies and qualified to implement electronic medical records.

According to Dr. Nguyen Cong Huu, with the implementation of electronic medical records, instead of having to bring many different types of documents such as: Citizen ID card, health insurance card... every time they go to the doctor, they now only need to use their smartphone to register for an online examination or their citizen ID card to register for an examination at the automatic number machine.

The medical examination and treatment process is stored in electronic medical records, cashless payment and online refunds are made automatically at clinics to ensure publicity, transparency, strictness, and to avoid loss.
Publicly disclose daily drugs and consumables, receive results online, patients proactively look up medical records, discharge papers, surgery forms, follow-up appointment papers... right on the hospital's App.
“Previously, it was difficult to grasp all the medical records of patients being treated in the department. All patient data such as: X-rays, test results, medical records were all on paper. Every morning, nurses had to compile medical orders to create a summary form, which took a lot of time and was prone to errors.
For electronic medical records, all medical orders are digitized, nurses only need to open their phones or tablets to be able to do it. Electronic medical records help shorten the time, so that doctors and nurses can spend more time taking care of patients," shared the Director of Hospital E.
When implementing electronic medical records, doctors can look up patient history, test results and diagnostic images with just a few clicks on the computer. The entire treatment process is accurately stored and easily retrieved for medical consultation.
According to Associate Professor, Dr. Tran Kiem Hao, Director of the Hue City Department of Health, the implementation of electronic medical records is a strategic step in the roadmap for digital transformation of healthcare, concretizing Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation and national digital transformation.

The results achieved are a launching pad for the health sector to continue to make breakthroughs, affirming the pioneering role of a centrally-run city in the field of digital health. In particular, it is a breakthrough solution, contributing significantly to the protection, care and improvement of people's health in the new context.
"This is also an important step in implementing the Health Sector Development Strategy to 2030, with a vision to 2045, contributing to realizing the goal of turning Hue City into a specialized medical center in Southeast Asia," said Associate Professor, Dr. Tran Kiem Hao.
