On August 20, the Hanoi Department of Education and Training held a conference to summarize the 2024-2025 school year, deploy tasks for the 2025-2026 school year and launch an emulation movement to celebrate the 80th anniversary of the founding of the Ministry of National Education (now the Ministry of Education and Training). Attending the conference, Deputy Minister of Education and Training Pham Ngoc Thuong acknowledged and congratulated the comprehensive achievements of the Hanoi Education and Training sector in the past school year.

The 2025-2026 school year is the first year the country applies the two-level local government model, so the Deputy Minister emphasized the need to innovate appropriate education management methods.

“We must change the method of education management, from administrative management to creative and motivating management. Administration is giving orders, assigning targets and orders are imposing. Creative management is giving direction, giving initiative and we must change to this management method,” Mr. Thuong said. He believes that it is necessary to empower schools, instead of pre-inspection as before, we should switch to post-inspection.

Besides, it is necessary to continue taking care of the team of managers and teachers because they are the force that determines the quality of education and training.

The Deputy Minister of Education and Training also noted the need to strengthen “real teaching, real learning”, and minimize the emphasis on scores and achievements. “In education or any field, there must be quantification, with scores, but they must be real scores, not just for achievements,” said Mr. Thuong.

In addition, it is necessary to do a good job of coordination between family, school and society. "We remember when implementing Circular 29, regulations on extra teaching, extra learning and the requirement of self-study spirit of students... Students who do not deserve to study extra, do not need to study extra, then do not force them to study extra, but guide them to form other abilities and qualities such as playing sports , performing arts...", the Deputy Minister shared.

Deputy Minister Pham Ngoc Thuong said: “Three weeks ago, I asked a principal in Hanoi if implementing Circular 29 would reduce teachers' income? The principal replied: "It has reduced a lot, but we will implement it seriously."

After that, I texted her back that, in reality, the reduction is a reduction in income that does not belong to us. So, that is not a reduction. Or we can say that we reduce or lose income that does not belong to us. Let's do more for our students, for our colleagues. Let's do more for a more substantial and fair education."

According to Mr. Thuong, what we aim for in terms of sustainability and quality is not just comparing with 34 provinces and cities or being the top in the country, but also comparing within the region and the world.

Sharing the same view, Mr. Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee, shared that he was very concerned when he learned that a ward in the area, which had lacked schools for many years, now had the conditions to build, but planned to build two primary schools next to each other at the same time.

“I asked why and was told that we did it to strive to meet standards. I said that we should reconsider,” Mr. Phong said. He expressed his agreement with the viewpoint of Deputy Minister of Education and Training Pham Ngoc Thuong, that is, we should not trade off students’ rights for insubstantial achievements.
