The Lao Cai Provincial Literature and Arts Association was established from the merger of the Lao Cai Provincial Literature and Arts Association and the Yen Bai Provincial Literature and Arts Association. Over the past time, the Association has paid attention to and created favorable conditions for its members to have a favorable creative environment. Thanks to that, many literary, musical, fine art, and photographic works have been born, vividly reflecting the social life, the beauty of Lao Cai people and nature in the renovation process.
As a common home, a place to foster creativity for artists and writers, every year, the Lao Cai Provincial Literature and Arts Association organizes, connects with other provinces or coordinates with the Vietnam Literature and Arts Association to organize many creative camps in localities.
Not only for members, the creative camps also extend to gifted students, creating opportunities for them to show their talents. In addition, the Association has organized many fine arts and poetry writing competitions, attracting a large number of members, artists and literature lovers to participate.

Ms. Tran Thi Minh, member of the Literature Association, Lao Cai Province Literature and Arts Association, shared: "Participating in writing camps and going on field trips to localities helps us broaden our vision, approach many aspects of life, reflect difficult situations, and tell very real stories."
According to Ms. Minh, it is the real-life experiences that have helped Lao Cai artists gain more life experience and improve their outlook on life, making their works more mature, profound and closer to the public.
Currently, the Lao Cai Provincial Literature and Arts Association has 290 members, belonging to 9 majors: prose, poetry, fine arts, photography, architecture, folk culture, music , dance - performance, cinema - television.
Members are working and living in many localities and occupations in the province. Many people at the grassroots level grasp new issues arising in life, thereby creating profound literary and artistic works, contributing the voice of artists to current events.
All good quality works of members are published in publications of the Lao Cai Provincial Literature and Arts Association and newspapers and magazines, thereby contributing to spreading spiritual values in society.


The Editorial Board of Lao Cai Literature and Arts Magazine also plays an important role in motivating, encouraging, orienting, and creating favorable conditions for members to create.
Over the years, Lao Cai Literature and Arts Magazine has been an important channel to introduce and disseminate the works of artists.
Formed from the merger of Phansipang Magazine and Yen Bai Literature and Arts Magazine, Lao Cai Literature and Arts Magazine currently publishes 2 issues/month, each issue has 90-100 pages, distributing 1,000 copies to provinces and cities nationwide, provincial departments, branches, cultural post offices, and schools in the area.
In parallel with the magazine, the Lao Cai Provincial Literature and Arts Association also publishes two supplementary publications, including: Lao Cai Highland Literature and Arts Magazine (published every 2 months, 38 - 44 pages, 350 copies distributed to departments, branches, sectors and ethnic boarding schools); Lao Cai Literature and Arts electronic page (expected to be upgraded to Lao Cai Literature and Arts electronic magazine).

Ms. Hoang Kim Yen - Deputy Head of the Editorial - Technical and Technology Department, Provincial Literature and Arts Association said: "In addition to selecting and editing works, the Editorial Board also guides and encourages members to create. For example, when preparing the issue to welcome the Provincial Party Congress, the Editorial Board directly discussed with the author to suggest topics and encourage creations related to the development of the province. At the same time, the editor also edits with the author so that each published work is of the highest quality."
It can be affirmed that thanks to these efforts, literary and artistic activities in Lao Cai not only develop strongly, but also affirm the important role of artists in social life.
At the same time, the Department of Culture, Sports and Tourism of the province also coordinates with departments, branches and sectors to advise the Provincial Party Committee, People's Council and People's Committee to deploy many mechanisms and policies on literature and arts; organize guidance and inspection of activities in the field of literature and arts.
The Department has advised on the implementation of Resolution No. 23 of the Politburo on building and developing literature and arts in the new situation; along with programs, plans, and resolutions of the Provincial Party Committee, People's Committee, and Provincial People's Council on literature and arts awards. Development work is carried out in accordance with the Party's guidelines, policies, and laws of the State, creating favorable conditions for organizations and individuals to carry out creative activities, while ensuring compliance with the law.

The Department also coordinates with the Provincial Literature and Arts Association and relevant agencies to create conditions for artists to participate in field trips, creative camps, competitions, art performances, exhibitions, displays, etc., contributing to improving the quality of creations and meeting the public's enjoyment needs.
Ms. Sung Hong Mai - Deputy Director of the Department of Culture, Sports and Tourism of the province said: "In the coming time, the Department will continue to coordinate with the Association of Literature and Arts and related sectors to advise the Provincial Party Committee, People's Council, and Provincial People's Committee to effectively implement the directives, resolutions, and programs of the Central and local governments on the development of literature and arts. At the same time, we will focus on strengthening cooperation and association to improve the quality of activities, encourage artists to create many new works, meeting the requirements of the current period".
Thanks to the joint efforts of the Vietnam Association of Literature and Arts and the Department of Culture, Sports and Tourism, literary and artistic creation activities in Lao Cai are increasingly developing, contributing to preserving and spreading spiritual and cultural values, serving the public, and affirming the position of artists in social life.
