"Unlocking" land procedures

From July 1, 2025, a major change in land procedures officially took effect. Accordingly, Decree No. 151/2025 / ND-CP on the division of authority of local authorities at two levels has clearly stipulated that many land procedures are transferred to the People's Committee at the commune level for settlement. This regulation contributes to significantly shortening the time and simplifying the process of land procedures.

Easy, convenient

At the Nong Tien Ward Public Administration Service Center on the morning of July 10, the working atmosphere was very lively. At the land records reception door, there were 2 staff members always on duty to support the people. Ms. Tran Thuong Huyen, Trang Da 6 Residential Group, Nong Tien Ward, has nearly 600 square meters of land for perennial crops and wants to convert the land use purpose to residential land for housing. Ms. Huyen excitedly said: "The staff guided me enthusiastically, easy to understand, easy to implement. I am very satisfied."

The satisfaction of the people when land issues are resolved right at the locality is easy to see. Mr. Nguyen Van Tai, Deo Hoa village, Yen Son commune could not hide his excitement when the land officer enthusiastically guided him, helping him complete the procedure of removing the red book mortgage registration quickly. Mr. Tai shared: "I did not fully understand the necessary documents, but fortunately, with the guidance of the officer, the procedure of applying for a Certificate of Land Use Rights was very convenient, without having to go through many stages of making documents from the commune to the district as before."

Similarly, at the Ha Giang 1 Ward Public Administration Service Center, Mr. Mao Quyet Thang, Vice Chairman of the Ward People's Committee and Director of the Center, said that the staff at the information desk are always ready to assist people in completing paperwork, ensuring a smooth process. From July 1 to 11, the Center processed more than 60 files, including more than 20 land files.

Mr. Trinh Van Binh, Ha Thanh Residential Group, Ha Giang 1 Ward, when coming to do the procedures for the first time to issue a red book, also expressed his satisfaction: "In the past, every time I did procedures related to land, I was often afraid of the cumbersome process, complicated paperwork and having to go back and forth many times. However, now, thanks to being resolved right at the commune level, the procedures have become simpler and more convenient."

Solving bottlenecks

The decentralization of land use right certificates to the commune level is bringing many advantages to the people, but the first days of implementation inevitably encountered certain difficulties.

Mr. Sin Van Tien, a cadastral officer of Trung Son commune, shared the challenges he is facing: “The commune cadres’ qualifications are still limited and they are not really specialized in land procedures. In particular, measuring and drawing maps is a new task because it was previously undertaken by the district-level Land Registration Office, and we do not have enough necessary tools.”

Faced with these difficulties, Mr. Pham Manh Duyet, Director of the Department of Agriculture and Environment of Tuyen Quang province, shared: “Recently, we have established a zalo group to provide specific guidance documents to the communes. In addition, we have also asked the communes to report on difficulties and obstacles so that in the near future we can open training courses and provide in-depth guidance for the commune-level cadastral staff. This is a key solution to improve capacity, ensure that staff have a firm grasp of the process and are proficient in using support tools.”

The decentralization of land use right certificates to the commune level is creating positive signals, realizing the aspiration for an effective and people-friendly administration.
