Expanding the scope of compulsory social insurance participation: A solution to fill the social security gap

From July 1, the Social Insurance Law 2024 officially took effect with the new point of expanding the subjects required to participate in social insurance. This created a turning point to help cover and better protect the rights of workers and contribute to ensuring social security for all people.

Additional insurance benefits

According to the new regulations of the Law on Social Insurance (SI) 2024, Ms. Le Thi Cat Tuong (Thanh Khe ward, owner of a motorbike spare parts business) is subject to compulsory SI. Ms. Tuong said that this is a regulation that benefits workers and meets the expectations of many people.

Although she has to deduct a portion of her monthly income to pay compulsory social insurance, she feels secure because she enjoys long-term benefits such as pension, sick leave, and maternity leave. Not only that, the payment method is quite flexible, she can choose to pay monthly, quarterly, or semi-annually.

Not only business owners with business registration, many other cases are also subject to compulsory social insurance participation. According to Director of Social Insurance Region XXII Nguyen Tri Dai, the Social Insurance Law 2024 stipulates cases of compulsory social insurance participation, including: non-professional workers in villages and residential groups; part-time workers; business managers; managers and operators of cooperatives who do not receive salaries; people who work under agreements not called labor contracts, but in fact still work, receive salaries and are under the management, operation and supervision of one party.

Accordingly, compulsory social insurance participants can choose to pay monthly, every 3 months or every 6 months.

To bring the policy into life, the Social Insurance of Region XXII has stepped up communication and propaganda. Recently, Thanh Khe - Lien Chieu Social Insurance organized a training conference for subjects in the scope of expanding compulsory social insurance participation; Bac Tra My - Nam Tra My Social Insurance coordinated with Bac Tra My Regional Medical Center to organize a festival to propagate, consult and answer questions about social insurance and health insurance policies with the goal of raising awareness, creating consensus in the community and mobilizing people to participate in voluntary social insurance, family health insurance, etc.

Deputy Director of Thanh Khe - Lien Chieu Social Insurance Le Lanh said that the implementation of the new policy includes two steps: direct notification to individuals and units and training to help units clearly understand their responsibilities, obligations, and rights when participating in compulsory social insurance.

In addition, local social insurance agencies are currently actively reviewing, paying and updating social insurance participation obligations based on data from Vietnam Social Insurance to ensure publicity and transparency.

Contribute to ensuring social security

According to Mr. Nguyen Tri Dai, expanding the scope of participation not only helps fill the gap in social security but also strengthens the sustainability of the social insurance fund, ensuring a stable source of payment for retirement, death, sickness, maternity, etc.

In addition, the 2024 Social Insurance Law supplements social pension benefits, reduces the minimum pension eligibility from 20 years to 15 years, expands maternity benefits for voluntary social insurance participants, and strengthens sanctions against evasion and late payment of social insurance.

Right from the beginning of the year, the unit built a detailed communication plan, implementing a variety of forms: direct dialogue, community conferences, digital communication and coordinating with local press agencies.

Along with expanding the scope of the subject, the Social Insurance sector has promoted the modernization of business processes. Currently, 100% of procedures and records are deployed electronically, completely replacing traditional documents. Employees and businesses can declare and report increases and decreases in labor online, and at the same time look up and monitor benefits via the VssID application. For small units that have not yet conducted electronic transactions, the sector still maintains receiving records online and via public post, creating the most favorable conditions.

To achieve the goal of covering 42% of the workforce with social insurance by the end of 2025, the Social Insurance of Region XXII plans to attract about 587,000 people to participate in compulsory social insurance and 79,000 people to participate in voluntary social insurance.

“We believe that with specific, practical steps and the support of the whole society, this goal is completely feasible, contributing to affirming the pivotal role of social insurance in the national social security system,” said Mr. Nguyen Tri Dai.
