MONDACULT 2025: Making culture a pillar of global sustainable development

From September 29 to October 1, in Barcelona (Spain), the World Conference on Cultural Policy and Sustainable Development (MONDIACULT 2025) chaired by UNESCO took place.

The Vietnamese delegation was led by Minister of Culture, Sports and Tourism Nguyen Van Hung. Attending the delegation were Ambassador, Head of the Permanent Delegation of Vietnam to UNESCO Nguyen Thi Van Anh; Director of the Vietnam Institute of Culture, Arts, Sports and Tourism Nguyen Thi Thu Phuong and Director of the Department of International Cooperation Nguyen Phuong Hoa.

The opening ceremony took place on September 29 with the participation of Spanish Prime Minister Pedro Sanchez; UNESCO Assistant Director-General for Culture Ernesto Renato Ottone; Spanish Foreign Minister Jose Manuel Albares Bueno; Spanish Culture Minister Ernest Urtasun; President of the Catalonia Region Salvador Illa along with ministers, heads of delegations from 165 countries, representatives of international organizations, research institutes, universities, professional associations, experts and private partners.

Speaking at the opening ceremony, Spanish Prime Minister Pedro Sanchez emphasized that culture plays a strategic role in global sustainable development. Culture not only contributes to solving challenges such as climate change, conflict, and war, but also serves as a bridge for dialogue, peace, and friendship between nations and peoples. With the active and effective support of science, technology, and artificial intelligence, culture will contribute to realizing global efforts, ensuring human dignity, promoting freedom of creativity, freedom of expression, and promoting cultural values ​​as precious assets for future generations.

On behalf of the Director-General of UNESCO, Assistant Director-General of UNESCO Ernesto Renato Ottone emphasized: MONDACULT 2025 is one of the most important global forums on culture. Culture plays a role in healing the consequences of war and conflict, protecting, preserving and promoting the heritage of humanity. Cultural rights need to be included in global development policies with an important role like basic human rights.

With the message “No future without culture”, the MONDACULT 2025 conference affirmed that culture is both a human right, a global public good and a pillar for building just, peaceful, inclusive and sustainable societies. The participating ministers unanimously called for culture to become an independent goal in the United Nations development framework after 2030 instead of just an integrated factor as before.

The conference focuses on six key areas of global cultural policy in the coming period, including cultural rights; culture and digital transformation; culture and education; cultural economy; culture and climate action; culture, heritage and crisis. Two new areas have been added compared to MONDACULT 2022: culture and peace, culture and artificial intelligence. In particular, the development of a global cultural index framework is considered an important step forward, linking culture directly with security, technology and data issues.

During the ministerial discussion session with the theme “Culture - a catalyst for sustainable development: Promoting practice-based policies in the policy-making process”, Minister Nguyen Van Hung emphasized: The Party and State of Vietnam always pay special attention to the cause of cultural and human development, putting culture on par with economics and politics, considering this as the focus of the national development strategy. Vietnam prioritizes policy-making based on data, indicators and practical assessment to meet the requirements of deep integration.

Sharing Vietnam's experience from the world cultural and natural heritage Trang An (Ninh Binh), Minister Nguyen Van Hung said that, based on scientific research and specific data, Vietnam has issued appropriate policies, making Trang An a model of sustainable development, combining heritage conservation with high-quality tourism. This process has the direct participation of the community, especially women, ensuring that all subjects benefit from this process.

Vietnam's experience was highly appreciated by the ministers. Panama's Minister of Culture considered Trang An a model of successful combination of heritage conservation and tourism development. Panama will study and apply it in practice.

Within the framework of the MONDACULT 2025 conference, on October 1, Minister Nguyen Van Hung participated in a discussion session on cultural economy.

Previously, on September 29, Director of the Department of International Cooperation Nguyen Phuong Hoa represented Vietnam to attend a discussion organized by the International Federation of Arts Councils and Cultural Agencies (IFACCA) in coordination with the Spanish Ministry of Culture with the theme: "Sustainable paths to orient the future of culture and art: Dialogue with public agencies".
