On December 6, Mr. NMĐ. (46 years old, cadastral officer of Phuoc Tan ward, Bien Hoa city, Dong Nai province) submitted a complaint to the ward People's Committee and the ward police about being threatened to kill and blackmailed.

The reason is related to compensation and support when the state reclaims land to clear the site for the Bien Hoa - Vung Tau expressway project.

According to the petition, at around 9:00 p.m. on December 4, a man named Th. (An Hoa ward, Bien Hoa city) rode a motorbike to Mr. D.'s house in Vuon Dua neighborhood, Phuoc Tan ward, and kicked the door open, cursing and blackmailing him. There, Mr. Th. threatened to kill Mr. D. and his family if he did not pay.

According to Mr. D., the reason Mr. Th. threatened was related to land plot number 548 on map sheet number 57 (Vuon Dua neighborhood) being recovered for compensation and resettlement support at the Bien Hoa - Vung Tau expressway project.

Mr. Th. had land and constructions cleared to carry out this project, but according to the regulations, he was not allowed to separate the house compensation records, was not compensated for the house according to the desired level, and was not considered for resettlement.

Mr. Th. went to the Ward People's Committee to meet Mr. D. to submit a complaint and was explained that according to the regulations, it could not be resolved. Mr. D. clearly stated that the clearance area of ​​Vuon Dua neighborhood was not under Mr. D.'s responsibility and that he did not owe any money to Mr. Th.

Since 2023, Mr. D., a former specialist of the Bien Hoa City Land Fund Development Center, has been assigned to the People's Committee of Phuoc Tan Ward to support the site clearance work for the Bien Hoa - Vung Tau Expressway project through Phuoc Tan Ward. In August 2024, Mr. D. was officially assigned by the People's Committee to work at the People's Committee of Phuoc Tan Ward in charge of land administration.

Last June, Mr. Huynh Thanh Phuong, Chairman of the Farmers' Association of Phuoc Tan Ward, Bien Hoa City, was threatened to be killed by a stranger, so he reported it to his superiors and the Bien Hoa City Police.
