Fees for issuing license plates for cars and motorbikes

Pursuant to Circular 229/2016/TT-BTC, the fee collection rate for issuing license plates for cars and motorbikes in 2023 is implemented according to the following Fee Collection Table:

Based on the fee collection level for new registration certificate with license plate, the People's Councils of Hanoi and Ho Chi Minh City issue specific collection levels suitable to the actual situation in the locality.

Organizations and individuals currently residing in an area must pay vehicle registration and license plate fees according to the prescribed rates corresponding to that area. If they are organizations, they must pay fees according to the address of their headquarters stated in their business registration. If they are individuals, they must pay fees according to the address of their permanent residence registration.

For cars and motorbikes used by the Police for security purposes registered in Area I or registered at the Traffic Police Department, the fee rate in Area I shall apply. For new registration certificates with license plates, the minimum fee rate in Section I of this Fee Rate Table shall apply.

In which, Region I includes Hanoi and Ho Chi Minh City; Region II includes centrally-run cities (except Hanoi and Ho Chi Minh City), provincial cities and towns; Region III includes other areas besides Region I and Region II mentioned above.

The following cases are exempt from license plate fees for cars and motorbikes, including:

- Diplomatic missions, consular offices, representative offices of international organizations belonging to the United Nations system.

- Diplomatic officers, consular officers, technical administrative staff of foreign diplomatic missions and consular offices, members of international organizations of the United Nations system and their family members who are not Vietnamese citizens or do not permanently reside in Vietnam are granted diplomatic identity cards, official identity cards or consular certificates by the Ministry of Foreign Affairs of Vietnam or local foreign affairs agencies authorized by the Ministry of Foreign Affairs.

In this case, when registering a vehicle, the registrant must present to the registration agency a diplomatic identity card (red) or official identity card (yellow) as prescribed by the Ministry of Foreign Affairs.

- Other foreign organizations and individuals (representative agencies of intergovernmental international organizations outside the United Nations system, representative agencies of non-governmental organizations, delegations of international organizations, members of other agencies and organizations) are not subject to the above exemptions, but are exempted from paying or do not have to pay registration and license plate fees according to international treaties to which Vietnam is a member or agreements between the Vietnamese Government and foreign governments. In this case, organizations and individuals must provide the registration agency with:

+ Application for exemption from registration and license plate fees, signed, full name and stamped (if organization).

+ A copy of the agreement or contract between the Vietnamese Government and a foreign Government in Vietnamese (certified by a State Notary or signed, full name and stamped by the program or project owner).

Fees for issuing license plates for specialized motorbikes

(1) Fee collection level for issuing license plates for specialized motorbikes before August 1, 2023

The fee for issuing license plates for specialized motorbikes before August 1, 2023 shall be applied according to the provisions of Circular 188/2016/TT-BTC, specifically as follows:
