After only a few hours, Ms. Lan Anh received the results of the electronic version of the administrative procedure in her personal account and the paper version right at the Tuan Chau Ward Public Administration Service Center.
Ms. Nguyen Thi Lan Anh shared: I often have to handle administrative procedures, many of which are under the authority of the provincial level. Handling administrative procedures "without boundaries" helps people save a lot of time, costs, and effort. In addition, the staff guides enthusiastically, cares closely, and resolves quickly.
In order to apply digital transformation in handling administrative procedures, recently, the Provincial Public Administration Service Center has coordinated with the Department of Science and Technology,FPT IS Company Limited to review, adjust and supplement the functions and features of the Provincial Administrative Procedure Handling Information System to meet practical needs; provide complete forms, file components, adjust internal procedures for handling electronic configuration procedures; review machinery, equipment, install, instruct software to get queue numbers, arrange computers, add thermal printers, add information display screens...
At the same time, many solutions were deployed to support businesses and people in handling administrative procedures such as: Arranging staff to receive documents on behalf of some departments, branches, and specialized offices; organizing document reception in areas far from the center on Mondays and Thursdays every week; transporting original results to people for free in island communes; organizing 22 propaganda, training, and guidance classes for 1,678 officials and civil servants...
To date, the number of "non-territorial" administrative procedures at the public administrative service centers in the whole province is 1,874 procedures (reaching 91.2%), of which 1,635 procedures are at the provincial level and 239 procedures are at the commune level. In addition, the number of administrative procedures providing online public services is 1,977 procedures (reaching 96.2%); of which 1,441 are fully online public services (1,282 procedures at the provincial level and 119 procedures at the commune level), 563 are partially online public services (394 procedures at the provincial level and 142 procedures at the commune level). In addition, 100% of administrative procedures have been updated to the National Public Service Portal.
Along with the application of digital transformation in handling administrative procedures, the Provincial Public Administration Service Center and the communes, wards and special zones have proactively deployed cashless payment solutions. Accordingly, all fees and charges at all public administration service centers apply electronic payment.
At the same time, departments, branches and localities have coordinated with telecommunications enterprises to provide 5,598 digital signatures free of charge to people, bringing the total number of digital signatures issued to 58,962, thereby creating maximum convenience for people to complete, submit and resolve administrative procedures on the National Public Service Portal.
Director of the Provincial Public Administration Service Center Nguyen Hai Van said: In the coming time, the center will continue to advise on building an online public service agency model, improving the efficiency of handling non-administrative procedures, guiding the digitization of records, results of handling procedures and returning electronic results. At the same time, improve the efficiency of reusing digitized data in handling procedures; deploy the group of interconnected public services "Birth registration - Permanent residence registration - Issuance of health insurance cards for children under 6 years old" and "Death registration - Deletion of permanent residence registration - Funeral allowance, support for funeral expenses". The center will coordinate to urgently propose the issuance of regulations on exploitation, use and operation of the Procedure Handling Information System; urge departments, branches and sectors to propose the application of a zero-fee policy in implementing online public services; Promote the application of new technology, information technology, and artificial intelligence in the work of solving, managing, and operating unit operations .
