In early January 2024, at group 7, Bat Xat town (Bat Xat district), a house fire broke out. As soon as it was discovered, households in the fire prevention and fighting inter-household group pressed the fire alarm and used the equipped hand-held fire extinguishers to promptly extinguish the fire.

Mr. Nguyen Van Hanh, Chairman of Bat Xat Town People's Committee, said: The fire did not cause much property damage. This is the result of the establishment of a fire safety inter-family group. Based on the practical results, in recent times, Bat Xat Town has stepped up propaganda among the people and established 4 models of fire safety inter-family groups, arranged 5 models of public fire fighting points; regularly maintained 14 civil defense teams on fire prevention and rescue.


Mr. Ho Khanh Phuong, a member of the Inter-family Fire Safety Group 4, Bat Xat town, said that the households in the group strongly agreed with the establishment and equipment of fire prevention equipment in residential areas. This not only helps households connect in fire prevention, but also ensures security and order.
Coc Leu is a ward with favorable economic conditions in Lao Cai city, with a large population, so ensuring fire safety is implemented synchronously by all levels and sectors, in which the establishment and implementation of activities of the inter-household fire safety team is maintained regularly. Ms. Nguyen Thi Lan, Head of the Inter-household Fire Safety Team of Team 28, Coc Leu Ward, shared that initially, when being propagated, households in the area felt hesitant because they had to spend time on training, practicing and investing in fire fighting equipment. But after seeing the benefits of participating in the inter-household fire safety team, households in the area volunteered to participate. All households installed lights and fire alarms, equipping each household with an average of 2 or more fire extinguishers.

Lieutenant Colonel Hoang Van Binh, Deputy Head of Coc Leu Ward Police, said that fire prevention and fighting work in the ward has received special attention from the locality, in which the ward has established 39 inter-family fire safety teams and 2 public firefighting models. Notably, in early April 2024, the ward police coordinated to establish a model for safe electricity management in residential areas around Coc Leu market.
Implementing Plan No. 273/KH-BCA-C07 of the Ministry of Public Security on strengthening fire prevention, fire fighting and rescue (PCCC and CNCH) for residential areas, households, houses for living combined with production and business, Lao Cai City Police have advised and implemented it resolutely and effectively. Up to now, the city has built 235 models of inter-family fire safety teams, 77 models of public fire fighting points and 4 other fire safety models such as fire safety temporary detention houses; model of fire safety in rural residential areas, An San village, Coc San commune; model of joint rescue and rescue in residential areas of Da 2 village - Cong Truong 5 village, Cam Duong commune; model of propaganda, management and use of electricity to ensure fire safety...
Each model of fire safety inter-household group at the facility is established, consisting of 5 to 15 households (houses for residence, houses for residence combined with production and business, adjacent to each other). Each household is equipped with at least 1 portable fire extinguisher and 1 demolition tool (crowbar, pliers, hammer, axe...); install 1 fire alarm bell on the 1st floor, 2 fire alarm buttons (1 button inside the house and 1 button outside the house). The fire alarm buttons and bells of the households in the group are linked together, when pressing any button, all the bells of the households ring together.

Lieutenant Colonel Le Thi Tam, Deputy Head of Lao Cai City Police, said that the model of inter-family fire safety teams has brought about effectiveness in fire prevention and rescue work in residential areas, and has received attention from local Party committees and authorities, and people have agreed to support and voluntarily participated. The model has helped raise people's awareness and interest in ensuring fire prevention and rescue safety; enhance responsibility for complying with legal regulations on fire prevention and rescue and effectively implement the "4 on-site" motto in fire prevention and rescue work. Thereby, people can master knowledge and know how to apply fire prevention and rescue skills, support each other in handling fire and explosion situations, promptly handle and extinguish fire and explosion incidents when they first arise, minimizing damage to people and property.
Fire safety inter-family teams are like extended arms of the professional fire fighting force to promptly alert, prepare equipment, quickly mobilize people to participate in fire fighting, seize the "golden moment", be ready to fight and rescue when a fire or explosion occurs in a residential area.
According to statistics from the Fire Prevention and Rescue Police Department, the Provincial Police, up to now, the whole province has had 511 models of inter-family fire safety groups, 197 models of public fire fighting points, 115 models of fire safety residential areas and fire safety schools. From the above achievements, in the coming time, the models will continue to be maintained and expanded to further improve the effectiveness of fire prevention in residential areas and residential groups, especially in the hot season with high risk of fire and explosion.
