Accordingly, to ensure the safety of fishermen and boats, the Chairman of the Provincial People's Committee - Head of the Provincial Civil Defense Command requested the Chairman of the People's Committee - Head of the Civil Defense Command of coastal communes and wards; the Provincial Border Guard Command; Head of the Department of Fisheries and Fisheries Control and Heads of relevant units to urgently implement the following contents: Prohibiting all types of boats and means of transport from going to sea from 5:00 a.m. on September 27. Boats operating at sea must return to shore to anchor to ensure safety before 9:00 a.m. on the same day.
Use all means and measures to inform ships at sea about the storm's developments, guide and call on ships to return to safe shelters or escape from dangerous areas. Provide guidance on anchoring ships at shelters (including tourist ships and transport ships); organize the relocation and anchoring of aquaculture cages and floating houses to ensure safety; regularly report implementation results to the Provincial People's Committee.
Previously, on September 25, the People's Committee of Nghe An province issued urgent dispatch No. 10192/UBND-NN on allowing ships and boats to go to sea. However, each sea trip requires a period of 5 to nearly 10 days. Thanks to proactively grasping information about storm Bualoi, which will enter the East Sea from the night of September 26, early morning of September 27 and is likely to make landfall in the North, most fishermen have stopped going to sea for offshore fishing vessels and boats. Only a few ships and boats operating in the offshore area (near the shore), with a short fishing period (from 1 to 2 days) are still operating.
Mr. Thai Ba Thanh, a fisherman in Quyet Thang hamlet, Dien Chau commune, Nghe An province, said: In compliance with the sea ban order of Nghe An Provincial People's Committee to prevent storm No. 9 - Ragasa, since September 24, he has anchored his boat at a very sheltered anchorage area on Dien Kim river along with many boats of fishermen in the commune. In addition to anchoring carefully and implementing measures to reduce shock to avoid damage to the boat when colliding with other boats when there are strong winds and big waves in the anchorage area, he also tied the cockpit door of the boat, collected fishing gear and brought it ashore.
In the afternoon and evening of September 26, coastal border stations (under the Nghe An Provincial Border Guard Command) such as Dien Thanh Border Station, Quynh Phuong Border Station, Quynh Thuan Border Station... deployed forces to coordinate with border stations stationed at waterways, seaports, local authorities and forces to focus on informing, calling, and guiding vehicles to safe anchorage and storm shelters.
Currently, all vessels operating at sea have grasped information about the location and direction of storm No. 10 Bualoi and are moving to safe places to avoid the storm; at the same time, regularly maintain contact and connect with relatives, families, the Fisheries Union and functional forces.
Nghe An province has 82 km of coastline with 6 large estuaries. The whole province currently has a total of nearly 2,900 vehicles with about 13,000 workers.
