Resolution 71-NQ/TW: Paving the way for the aspiration of a strong Vietnam - Part 2: Creating a solid foundation for general education

Resolution 71-NQ/TW of the Politburo not only identifies education and training as the top national policy, deciding the future of the nation, but also clearly states the tasks of the entire sector: "Innovating education, forming a generation of people who are both talented, compassionate and resilient" as General Secretary To Lam advised at the opening ceremony of the 2025-2026 school year.

General education is a solid foundation, where knowledge is nurtured, personality and capacity are formed for the young generation from the first steps. The review and adjustment of the 2018 General Education Program, innovation in teaching methods, testing, assessment, etc. all aim to build a practical, fair, modern and integrated education system, preparing Vietnam to enter the era of knowledge and creativity.

* For a real education

Recently, on September 15, the Government issued an Action Program to implement Resolution 71-NQ/TW on breakthroughs in education and training development, which clearly stated solutions that need to be implemented immediately. These include solutions to urgently review and evaluate the implementation of the General Education Program for appropriate adjustments; make English the second language in schools; comprehensive digital transformation, popularization and strong application of digital technology and artificial intelligence in education and training; strengthen comprehensive education of morality, intelligence, physical fitness and aesthetics, and form a system of values ​​for Vietnamese people in the new era.

Referring to the issue of "ensuring the provision of a unified set of textbooks nationwide" towards free textbooks for high school students by 2030, Dr. Ton Quang Cuong, Head of the Faculty of Educational Technology, University of Education - Vietnam National University, Hanoi shared that this is a constructive policy. Providing a unified set of textbooks nationwide for free helps standardize basic content, creating uniformity and consistency according to the general education program framework across the country, avoiding the situation of resource dispersion "in some places, in some places, lacking" and creating a burden for families and students.

From the school's perspective, Ms. Bui Thuy Linh, Principal of Thach Ban High School (Long Bien Ward, Hanoi) said that, in addition to textbooks, the school needs to focus on training and improving the capacity of the teaching staff, helping teachers master the content and teaching methods according to the new orientation. At the same time, the school also focuses on promoting teachers' creativity, encouraging teachers to be flexible in teaching methods to inspire students' passion for learning, develop independent thinking and self-study ability.

Emphasizing the role of innovation in teaching and learning methods, Dr. Nguyen Tung Lam, Vice President of the Vietnam Association of Educational Psychology, Chairman of the Education Council of Dinh Tien Hoang High School (Hanoi) shared: The quality of general education lies in the innovation of teachers' teaching methods and students' learning methods. According to him, in the learning process, teachers need to know how to combine textbooks with many other sources of documents, linking lessons with practice, with artificial intelligence technology and the requirements of the digital age. In addition, students themselves also need to proactively seek out and refer to additional sources of documents to broaden their knowledge, instead of relying on only one book.

In order to build a practical education, comprehensively develop skills, qualities, and creative thinking for students, Resolution 71-NQ/TW also clearly states the tasks and solutions: "Strongly shift to modern, active educational methods, enhance self-study, creative experience, guide students to promote independent thinking and problem-solving ability; continue to innovate assessment methods, ensure honest assessment of learning and teaching results; synchronously implement solutions to overcome the widespread situation of extra teaching and learning".

According to Minister of Education and Training Nguyen Kim Son, "extra classes can consolidate knowledge, but bring little value to human development." The profound consequences of the widespread situation of extra classes require continued drastic correction. Therefore, in the 2025-2026 school year, the Ministry of Education and Training will continue to direct and urge localities to issue regulations on managing extra classes to strengthen the responsibility of the government, while requiring educational institutions to effectively implement the General Education Program.

* Equip yourself with the skills to become a global citizen

In Resolution 71, one of the tasks and breakthrough solutions is the requirement for foreign language proficiency, digital transformation and application of artificial intelligence in education.

Mr. Pham Duc Phuoc, Principal of Ly Tu Trong Pedagogical Practice Secondary School (Kon Tum, Quang Ngai) said: In Resolution 71, students are the center of innovation. The Resolution aims to streamline, differentiate, and flexibly program, creating conditions for students to develop according to their abilities and strengths, avoiding the pressure of cramming. Through new educational models such as STEM, experience, and career orientation, students are equipped with life skills, practical thinking, problem-solving ability, linking learning with practice, learning to master life. Policies on digital transformation of education, enhancing foreign languages, online learning, and international exchanges also help students access modern learning environments and integrate early with the world.

Professor, Doctor of Science Nguyen Dinh Duc, former Chairman of the Board of Directors of the University of Technology - Vietnam National University, Hanoi also shared: Making English the second language, as well as digital transformation and using AI as a tool to support teaching, learning and research in schools in Vietnam is extremely necessary for education to develop in a modern and integrated direction. Equipped with these provisions right from the years sitting in school chairs to university lecture halls, along with a foundation of STEM knowledge, the young generation of Vietnam will have very good competitiveness, with the opportunity to work in any environment, domestically or in global, multinational corporations.

Along with that, general education not only imparts knowledge, but also needs to nurture personality - train the body - cultivate the soul, arouse civic spirit, sense of discipline and social responsibility.

Implementing Directive No. 17/CT-TTg dated June 6, 2025 of the Prime Minister on teaching 2 sessions/day, the Ministry of Education and Training has also directed schools to develop educational plans clearly showing the plan to mobilize and use resources to implement in qualified places. The goal of teaching 2 sessions/day is to improve the quality of comprehensive education in ethics - intelligence - physical fitness - aesthetics, build a healthy, safe and beneficial educational environment, meeting the requirements of the new general education program.

The second school year is the time to organize supplementary educational activities, develop capacity, nurture excellent students, tutor students who have not met the requirements of the General Education Program, life skills education, financial education, art education, physical education, STEM/STEAM, career guidance, artificial intelligence, foreign languages... according to the orientation of comprehensive development suitable for students' psychology at each level of education.

Sharing at the opening ceremony of the new school year 2025-2026, Minister of Education and Training Nguyen Kim Son affirmed: Currently, the whole country has over 52,000 schools, enough learning space for 26 million students, of which 65% of general schools meet standards, many schools are spacious and modern. We have a force of 1.6 million well-trained teachers, among them are elite groups that are not inferior to any teaching force in the world. The whole country has completed universal education from 5-year-old kindergarten to the end of junior high school. The quality of general education has been gradually improved. Vietnam is internationally recognized as a group of countries with good general education in the world.

However, compared to the world's leading advanced education systems, the education sector still has a lot to strive for and do better... Therefore, the Minister emphasized: The entire sector needs to start implementing Resolution 71 of the Politburo from the first days of the new school year; immediately carry out review, self-examination, self-correction, clearly recognize and resolutely overcome the remaining limitations.

Every step of educational innovation today contributes to realizing the great goal of having a modern, equitable and high-quality national education system by 2045.
