Mr. Chênh has a very convincing way of mobilizing the masses. He chose to propagate in the Mong language so that people would know about the Party's policies and guidelines, the Party's and State's policies and laws. He encouraged people not to participate in illegal religious organizations, to maintain security and order in the locality; to donate land for rural roads, he set an example first, and the people in the village followed.

He encouraged people to grow grass to raise buffalo and cows for fattening. People in Tien Toc agreed, believed in his words and followed his actions, joining hands to develop the economy and build a cultural life. For many years, Tien Toc village has had no drug addiction or petty theft, and the solidarity of the village has been strengthened and tightened.

In Khang Nhat commune, Son Duong district, for more than 10 years as a prestigious person of Bo Ho village, Ms. Hoang Thi Uyen has always been trusted and respected by local people. In 2018, to set an example in building new rural areas, Ms. Uyen voluntarily donated 354 square meters of land to build a cultural house. Following her, the villagers contributed nearly 200 million VND in money and working days. By the end of 2020, the cultural house of Bo Ho village was completed and put into use in the joy and excitement of all the people in the village.

Concerned about the economic difficulties faced by the villagers, after carefully studying the economic experience from study trips and listening to the thoughts and aspirations of the villagers, Ms. Uyen and the village party cell discussed and mobilized the villagers to plant forests as raw materials for paper production, green tea, and raise buffaloes and cows for breeding.

Ms. Uyen and the party members in the cell both set an example and went to each household to mobilize people, holding their hands and guiding them until they understood and mastered the method. Ms. Uyen established 3 economic production groups to support and connect to help each other in production, especially the poor households. From a poor village, up to now, Bo Ho has risen from the household economy, the average income per capita of the whole village reached over 43 million VND/year.
