Speaking at the 20th Nghe An Provincial Party Congress, term 2025-2030, held on the morning of October 2, Head of the Central Internal Affairs Commission Phan Dinh Trac said that after 40 years of renovation, our country's foundation, potential, position and international prestige have been raised to a new level.

The revolution in streamlining the political system's organizational apparatus and the Party's recent strategic decisions have created a historic opportunity, a turning point for the country's breakthrough development in the new era, a great opportunity for Nghe An and other provinces in the coming term.

The Head of the Central Internal Affairs Commission asked delegates to discuss and clarify opportunities, advantages, difficulties, and challenges, and reach high consensus on directions, tasks, and breakthroughs to be determined to achieve the goals set by the congress.

Mr. Phan Dinh Trac suggested that Nghe An province must strongly innovate its thinking and actions, boldly stepping out of the old development inertia. To do so, the province must clearly identify what and where the new driving force and resources for growth are.

The most decisive factor to turn the Congress Resolution into reality is people, associated with the organizational apparatus, first of all the leaders and managers at all levels. Therefore, Mr. Phan Dinh Trac suggested that Nghe An province focus on building a truly clean, strong and exemplary Party and political system in all aspects, this is a key task.

The Head of the Central Internal Affairs Commission noted the issue of strengthening power control, resolutely and persistently promoting the prevention and fight against corruption, waste, and negativity, following the direction of General Secretary To Lam.

In particular, Nghe An needs to shift the focus of anti-corruption, waste and negativity work to prevention, proactive identification, forecasting, warning, detection and handling of violations appropriately, early and from afar, not allowing small violations to accumulate into major ones.

A new, central task of this term, according to the Head of the Central Internal Affairs Commission, is to focus on leadership and direction so that the two-level government model at the local level operates smoothly, effectively and efficiently; is truly honest, close to the people, and improves the quality of service to the people; the new apparatus must be better than the old one; all legitimate requests of the people must be handled and resolved from the grassroots level.

The current requirement is to strongly shift the thinking and working style of the political system from "administrative management" to "serving and creating development"; "from administrative orders" to "listening, understanding and accompanying" the people and businesses; with the motto "locality decides, locality acts, locality is responsible".

The Head of the Central Internal Affairs Committee noted that the Nghe An Provincial Party Committee needs to closely monitor, accurately and fully identify and promptly resolve or propose to competent authorities to resolve "bottlenecks" and inadequacies in the operation of the commune-level political system, especially in terms of staffing, arrangement of professional and technical staff, digital transformation infrastructure, and headquarters.

He suggested that Nghe An province study and build comprehensively developed commune cluster centers suitable to local characteristics.

In addition, the province needs to strengthen inspection, supervision, guidance, and training to ensure that the commune-level political system operates smoothly, effectively, and efficiently, serving people and businesses without interruption, stagnation, or omission of tasks, but must improve every day and be measured by the satisfaction of people and businesses.

According to the Head of the Central Internal Affairs Commission, the Party Congress and the revolution in organizational restructuring are opportunities to review, evaluate, and rearrange the staff, especially leaders and managers at all levels.
