'Creative spark' in urban underground works

Mr. Hoang Phuong is affectionately called by his colleagues as "the one who ignites the fire of creativity" in the innovation movement at FECON. Notably, Mr. Luu Hoang Phuong is one of 10 individuals honored as "Outstanding Capital Citizens in 2025" on the occasion of the 71st anniversary of the Capital Liberation Day (October 10, 1954 - October 10, 2025).

Learning never stops

Joining FECON in 2014, engineer Luu Hoang Phuong has been involved in large-scale infrastructure projects across the country for more than 11 years. With a passion for technology and a spirit of continuous learning, he quickly asserted his position as an expert in the field of urban underground construction - a field known as "the most difficult of the difficult" in the construction industry.

As Construction Engineering Team Leader, he is not only the site operator but also directly participates in research, proposes solutions and pioneers in applying new technologies.

"In infrastructure construction, every meter of tunnel and every section of sewer is a challenge. But from those challenges, we find opportunities to innovate and create, to bring greater value to the project and to the business," Mr. Phuong shared.

Since 2023, engineer Luu Hoang Phuong has been responsible for developing tunnel construction methods using TBM machines, building progress and supervising operations at the Hanoi Metro Line 3 project - one of the key traffic projects in the capital. The valuable experience accumulated from the previous Ho Chi Minh City Metro Line 1 project has helped him and the FECON team come up with many optimal solutions, ensuring progress, quality, safety, and at the same time saving costs for the project.

Notably, Mr. Luu Hoang Phuong is the author and co-author of 12 technical initiatives, many of which have brought economic efficiency of up to tens of billions of VND. Some typical imprints can be mentioned as: Construction of branch sewers using horizontal directional drilling method (HDD) at Yen Xa wastewater treatment project, helping to shorten time, limit impact on the environment and people's lives, demonstrating the unit's commitment to sustainable infrastructure development; Mr. Phuong's TBM sliding solution through Station S10 and S11 at Metro Line 3 project helped to utilize the old sliding system, shorten progress and save nearly 50 billion VND, clearly demonstrating creativity and high practical efficiency.

Not only outstanding in construction, engineer Luu Hoang Phuong is also a person with a profound research mindset. He has published two articles in the international scientific journal Springer, and an article in the Newsletter of the Vietnam Society of Soil Mechanics and Engineering Geology, both revolving around TBM technology - a relatively new field in Vietnam. These works not only affirm his professional capacity but also show his vision beyond the enterprise, making practical contributions to the treasure trove of knowledge in the country's construction industry.

Many prestigious awards and titles

Throughout his journey of tireless creative work, engineer Luu Hoang Phuong has been awarded many prestigious awards and titles, at the enterprise, city and national levels: Second Prize of the FECON Innovation Competition in 2020; Prospective Award in 2021 and 2023; Certificate of Outstanding Individual in the "1 Million Initiatives" program of the Vietnam General Confederation of Labor; Certificate of Merit for "Creative Initiatives among Workers, Civil Servants and Laborers of the Capital" of the Hanoi People's Committee (2024); Title of "Good People, Good Deeds" of the Hanoi People's Committee (2025); First Prize of the F-IDEAS FECON Innovation Competition 2024-2025.

According to Ms. Phung Nguyet Ha, Chairman of the Trade Union of FECON Joint Stock Company, the innovation movement at the company is always focused on strong development, with rewards of up to 50 million VND for breakthrough ideas. Mr. Luu Hoang Phuong is a shining example, inspiring and creating a positive competitive atmosphere throughout the company. His love for the profession, patience and desire for innovation have ignited the spirit of creativity in every officer, engineer and worker.

In his relationship with colleagues, engineer Luu Hoang Phuong is not only a talented team leader but also a dedicated teacher, always ready to share knowledge and experience with the young generation of engineers entering the profession, especially in the challenging and risky field of underground construction.

He also actively participates in social activities, such as blood donation and charity programs. The image of a skilled and compassionate engineer has made him a beloved and respected figure in the company.

Looking back at his remarkable contributions in the construction field, engineer Luu Hoang Phuong is not only a leading underground tunnel construction expert but also a symbol of the spirit of constant innovation and creativity, true to the motto: "Every worker is a source of initiative".
