People aged 75 and over without pensions will receive social pension benefits from July 1, 2025.

This Decree details and guides the implementation of the subjects and conditions for receiving social pension benefits; social pension levels; procedures for implementing social pension benefits; support for funeral expenses; funding and implementation of social pension benefits payment.

According to the Decree, Vietnamese citizens are entitled to social pension benefits when they meet the following conditions: being 75 years old or older (a); not receiving monthly pension or social insurance benefits, or receiving monthly pension or social insurance benefits lower than the pension benefits prescribed in this Decree (b); having a written request to receive social pension benefits (c). In the case of poor households or near-poor households, they only need to be 70 to under 75 years old and meet the conditions in points b and c above.

The monthly social pension benefit is 500,000 VND/month.

In case of concurrently being eligible for monthly social allowance, the allowance will be higher.

Depending on socio -economic conditions, the ability to balance the budget and mobilize social resources, the Provincial People's Committee shall submit to the People's Council at the same level a decision to provide additional support for social pension beneficiaries.

The person requesting social pension benefits shall submit a written request for social pension benefits according to Form No. 01 issued with this Decree directly or via postal organization or online to the Chairman of the People's Committee at the commune level.

Within 10 working days from the date of receiving the request for social pension benefits, the Chairman of the People's Committee at the commune level shall organize the review, verification and standardization of relevant information of the person requesting social pension benefits with the national database on population, decide and pay social pension benefits to the person requesting in accordance with the law.

The period of receiving monthly social pension benefits is calculated from the month the commune-level People's Committee Chairman signs the decision.

In case the applicant is not eligible for social pension benefits, the Chairman of the Commune People's Committee shall respond in writing, stating the reasons.

In case a person receiving social pension benefits changes his/her place of residence and requests to receive social pension benefits at his/her new place of residence, the Chairman of the People's Committee of the commune where he/she previously resides shall decide to stop paying social pension benefits at the locality and shall send a written document with the applicant's relevant documents to the Chairman of the People's Committee of the commune where he/she newly resides. The Chairman of the People's Committee of the commune where he/she newly resides shall, based on the applicant's relevant documents, consider and decide to continue providing social pension benefits and make social pension payments from the month of cessation of payment at the old place of residence.

In case a person receiving social pension benefits dies or is no longer eligible for social pension benefits, the Chairman of the Commune People's Committee shall decide to stop receiving social pension benefits. The time for stopping receiving social pension benefits begins in the month following the month in which the person dies or is no longer eligible for social pension benefits.

This Decree takes effect from July 1, 2025.
