To ensure the safety of people's lives and property, the Vietnam Maritime and Waterways Administration requests the Traffic Safety Committees of provinces and centrally-run cities to direct functional forces, local authorities and relevant units to strengthen inspection and supervision of compliance with safety regulations at ports, wharves and water vehicles.
In particular, pay special attention to the provision and use of life jackets and life-saving buoyancy devices; resolutely do not allow passenger vehicles to operate in bad weather or when safety conditions are not met. At the same time, check, monitor and do not allow unsafe or unlicensed terminals to operate.
The Maritime and Waterways Sub-Departments and the Departments of Construction managing national inland waterways are required to continuously monitor weather developments, hydrological regimes, clearance of river crossings, route and channel conditions, and promptly notify traffic restrictions when necessary.
At the same time, urge inland waterway maintenance units to proactively have plans to ensure safety or recall and preserve buoys, signals and accessories in advance of unusual flood developments, as well as promptly re-deploy buoy and signal systems immediately after floods.
In addition, inspect and urge units to prepare and deploy plans for natural disaster prevention and search and rescue, traffic regulation and guidance, anti-collision, ensuring safety for people, vehicles and river crossing bridges at key locations on national inland waterways.
Regional maritime and inland waterway port authorities coordinate with Maritime and Waterway Sub-Departments, functional forces and local authorities to inspect, monitor, and not grant operating licenses to vehicles when there is a traffic restriction notice from competent authorities.
No license to operate vessels upon notice
Units continuously monitor the situation of floods, weather, hydrological regime, clearance of river crossings, route and channel situation, and promptly notify captains before granting permits to proactively respond.
Be ready to deploy the disaster prevention and search and rescue plans that have been developed, as well as regularly monitor the developments of storm Matmo to guide ships to avoid entering dangerous areas.
In case ships leave the port, it is recommended that ships do not enter the disaster danger zone, especially for ships with level 3 restrictions and inland waterway vehicles in water areas managed by the Port Authority.
Units also need to check, review, and guide the safe anchoring and sheltering places for vehicles and take measures to tie down, reinforce, and ensure the safety of people and vehicles when an emergency occurs. Require vehicles anchored near river crossings to promptly move to a safe location, and absolutely do not let vehicles collide with river crossing structures.
The Department of Construction of provinces and centrally-run cities is requested to coordinate with Maritime Port Authorities and Inland Waterway Port Authorities in the region in ensuring safety of maritime and inland waterway traffic and protecting maritime and waterway infrastructure assets according to regulations.
Instruct the subordinate Inland Waterway Port Authorities to pay attention when granting permits for inland waterway vehicles (especially inland waterway vehicles with VR-SB class) to leave ports and inland waterway wharves to avoid entering areas affected by storms.
The Vietnam Maritime Search and Rescue Coordination Center is responsible for arranging 24/24h staff to monitor the developments of storm Matmo and promptly handle any situation that may arise. In addition, it directs regional Maritime Search and Rescue Coordination Centers to maintain their forces and means to be ready to participate in PCTT&TKCN when required.

Temporarily block the area through the navigation compartment of Thai Ha bridge
Due to a sunken vessel in the area, the Northern Maritime and Waterways Department announced a ban on all vessels passing through the Thai Ha bridge navigation area, on the national inland waterway of the Red River.
The river section has an inland waterway route from Km 90+000 - Km 100+000; the left bank belongs to Tan Hung, Long Hung, Le Quy Don communes, Hung Yen province; the right bank belongs to Bac Ly, Tran Huong, Nhan Ha communes, Ninh Binh province.
Traffic restrictions will be in place from 8:30 a.m. on October 3 until further notice. Only watercraft carrying out tasks such as disaster prevention, search and rescue, traffic regulation, anti-collision, and traffic safety guidance are allowed to operate.
All watercraft are warned when going to the above river section to absolutely follow the instructions of the authorities and the forces regulating and ensuring safety of inland waterway traffic in the area, and strictly comply with the Law on Inland Waterway Traffic.
