Risk of landslides and flash floods in the North, Prime Minister issues urgent instructions

(PLVN) - It is forecasted that from tomorrow until July 2, the North will continue to have heavy to very heavy rain, with total rainfall exceeding 500mm in some places, posing a risk of flash floods, landslides, and widespread flooding. In the face of prolonged heavy rain, the Prime Minister requested localities not to be subjective, to urgently review and evacuate people from dangerous areas and immediately deploy response plans according to the level of natural disaster risk.

Deputy Prime Minister Tran Hong Ha has just signed the Prime Minister's Official Dispatch on proactively responding to heavy rain in the North.

The dispatch stated: Since the beginning of June, in the Northern provinces, there have been consecutive heavy to very heavy rains, causing localized flooding in Thai Nguyen, Bac Giang, landslides in Yen Bai ; in some localities, there have been unfortunate cases of human losses due to landslides and carelessness and subjectivity being swept away by floods.

According to the National Center for Hydro-Meteorological Forecasting, from the night of June 26 to 28, the Northwest and Viet Bac regions will continue to have rain with rainfall of 30-80mm, locally over 250mm in some places. From June 28 to July 2, the North may experience heavy rain with rainfall of 100-300mm, locally over 500mm in some places. On the Thao, Lo, Cau, Thuong, Luc Nam rivers and small rivers and streams, there is a possibility of floods with amplitudes of 2-5m, flood peaks at alert levels 1 to 2, some places above alert level 2.

In the conditions of many places having had consecutive heavy rains recently, the soil is saturated with water, there is a very high risk of landslides, flash floods in the midlands, mountainous areas and steep slopes, flooding along rivers and streams, local flooding in low-lying areas and urban areas.

To proactively respond to heavy rains, ensure the safety of people's lives, and limit damage to people's and State's property, the Prime Minister requests the Ministries of Agriculture and Environment, National Defense, Public Security, Construction, Industry and Trade, and Chairmen of People's Committees of provinces and cities in the Northern region not to be negligent or subjective, but to continue to resolutely, seriously, and effectively implement the Prime Minister's direction in Directive No. 19/CT-TTg on strengthening the work of preventing, combating, and overcoming the consequences of natural disasters.

Chairmen of People's Committees of provinces and cities in the Northern region direct, organize and implement promptly, drastically, synchronously and effectively tasks and solutions to prevent, combat and overcome the consequences of rain, floods, landslides and flash floods according to the local disaster response plan, the direction of the Prime Minister and the Minister of Agriculture and Environment. In particular, focus on organizing good communication work, fully updating and promptly providing information on the situation and forecasting the development of natural disasters so that people can proactively respond, not allowing people to not grasp information about natural disasters; Strengthen dissemination and guidance for people to recognize signs of natural disasters and measures and skills to respond to each natural disaster situation, especially landslides and flash floods; Organize inspections of residential areas, especially those along rivers, streams, and slopes to promptly detect areas at risk of being affected by landslides, flash floods, and deep flooding to proactively evacuate and move out of dangerous areas when there is heavy rain.

At the same time, localities organize on-duty shifts, deploy flood prevention and control work, ensure the safety of dykes and dams according to the alarm level; proactively arrange forces and means to control, guide and support traffic safety, especially through overflows, deeply flooded roads and fast-flowing water.

The Ministry of Agriculture and Environment organizes a shift to closely monitor developments, forecast, warn, and promptly inform authorities and people about the situation of floods and natural disasters; proactively coordinates internationally with upstream countries to closely forecast the situation of floods and natural disasters so as not to be passive or confused; proactively directs sectors and localities to deploy natural disaster prevention and control work according to assigned functions and tasks, especially the work of ensuring the safety of dykes, irrigation dams, and limiting damage to agricultural production.

The Ministries of Industry and Trade, Construction and other Ministries and branches, according to their assigned state management functions and tasks, shall proactively direct flood prevention and control work in their fields, paying attention to directing the work of ensuring safety for production, safety of hydroelectric dams, traffic infrastructure and energy.

The Ministry of National Defense and the Ministry of Public Security directed the Military Regions and forces stationed in the area to be ready with forces and means to support flood response and rescue work when requested by the locality.
