The project to build a nursery and kindergarten in Nguyen Khe commune (formerly Dong Anh district), now Phuc Thinh commune, is expected to bring spacious and modern school facilities to local children. However, 13 years after winning the bid, although the investor has completed site clearance and fulfilled all financial obligations, the project still exists only on paper.
Pursuant to Decision No. 2345/QD-UBND of Dong Anh district (old) dated August 21, 2012 on approving the results of the bidding to select investors to implement the nursery and kindergarten project in the land auctioned for land use rights of Nguyen Khe commune (old), Ha Thanh Concrete Joint Stock Company was assigned as the investor to implement this project.
The project has a scale of 4,460m², construction floor area of 1,430m², total investment of more than 13 billion VND. Immediately after that, this company cleared the entire land area, completed tax obligations, signed agreements on electricity, water, environment, sent fire prevention and fighting design and construction design to the authorities to demonstrate goodwill and capacity in bringing the project into reality.
However, since 2019, the company's business operations have encountered difficulties, causing the project to stagnate. After overcoming the difficult period, the investor sent a document requesting the Dong Anh District People's Committee to continue implementing the project and provide guidance on the next procedures. The district has approved the project in principle and agreed to let Ha Thanh Concrete Joint Stock Company continue implementing the project. However, since then, the company has not been able to implement it because... it is stuck in a contract.
Specifically, according to the inspection conclusion of the People's Committee of Dong Anh district on March 26, 2021, the company must sign a contract with the District Project Management Board to carry out the project in accordance with the bidding documents. However, over the past 5 years, no agency has provided specific guidance on the contract form, content or signing process.
Every year, Ha Thanh Concrete Joint Stock Company sends a dispatch requesting the district and relevant authorities to provide specific instructions so that the company has a basis to implement the project, the most recent being on March 24, 2025. However, from 2021 to now, the relevant authorities of the district have remained silent.
Ms. Do Thi Phuong Thuy, Head of Administration Department of Ha Thanh Concrete Joint Stock Company expressed: “We have invested many steps and money to clear the land, design and complete legal documents, so there is no reason to give up. However, because we have not been guided to sign the contract, we cannot continue to carry out the next steps such as fire prevention and fighting approval, feasibility design or applying for a construction permit…”.
To continue implementing the project, the company also requested the Finance and Planning Department of Dong Anh district to promptly recalculate the costs to be paid to the state budget due to the scale and land use structure having changed according to the planning... However, these contents have not yet received a response.
While waiting for coordination from the authorities, the land for the kindergarten and nursery school remains abandoned. Some local people take advantage of it for farming.
Ms. Nguyen Thi Lien, a resident of Nguyen Khe commune (old) now Phuc Thinh commune, shared: “Although the locality has met the standards for building advanced new rural areas, there is still no kindergarten for the children while the authorities have arranged land and organized bidding to build the school. I don’t understand why the school has not been built for more than 10 years.”
Hopefully, when implementing a two-level local government, the leaders of Phuc Thinh commune will have more drastic solutions, together with businesses, to remove difficulties and obstacles so that the project to build a nursery and kindergarten can soon continue to be implemented.
