Thang Dien people agree on high-speed railway project

The public consultation on the project took place on the morning of August 14 with the participation of a large number of people in the project area. Implementing the policy of Da Nang city, up to now, Thang Dien commune has conducted a field survey to determine the location of the resettlement area for households in the project area and the expected location of the resettlement areas.

Thorough survey

According to statistics, the total length of the project passing through the commune is more than 2.6km with a recovered area of 32.82ha; specifically, rural residential land is 3.1ha, rice land is 11.1ha and other land is 18.5ha.

The total number of households whose houses are affected is expected to be resettled: 42 households; including 20 households in An Phuoc village, 1 family church, 22 households in An My village, 1 family church and 1 house in the neighborhood. The land fund for resettlement is expected to be 300 lots and a resettlement area of 10 hectares is expected to be built in An My village.

In addition to the concrete traffic route affected by the project, there is also a DH4 route. Also through the review in Thang Dien commune, there are 170 graves affected and planned to be arranged in the people's cemetery.

Mr. Do Ngoc Lanh, Head of An My village, said: “Our people agree with the policy of building a high-speed railway project through the commune; at the same time, we agree with the plan to arrange the construction of a resettlement area in An My village. If the households agree to hand over the construction site for the project, the state must have a plan to support people in production; at the same time, we wish to arrange resettlement in a way that is suitable for production conditions.”

Mr. Nguyen Huu Son also wishes that the resettlement plot must have an area of 200 square meters; in addition, there must be auxiliary works to ensure that the living standard is higher or equal to the original standard. During the resettlement process, the government must support the process of issuing red books for land to reassure the people.

In the past time, Thang Dien commune has informed and propagated to the people in the area of the planned land clearance to know the policy and boundary area, agree to support the implementation of the project, not to carry out construction works in the area of the high-speed railway project according to regulations. At the same time, strictly manage to prevent illegal construction, taking advantage of policies, affecting people's lives and causing insecurity and disorder.

Create consensus

Mr. Nguyen Thai Hau, Chairman of the Vietnam Fatherland Front Committee of Thang Dien Commune said: “Moving to a new resettlement site also affects the daily life and production habits of the people. However, people also need to know that this is a big project, the affected people will be resettled in new, spacious areas with synchronous infrastructure, improving the quality of life, and having opportunities to change careers and new livelihoods. Therefore, people need to agree on the policy of building a new resettlement area.”

According to Mr. Huynh Van Tung, Vice Chairman of Thang Dien Commune People's Committee, collecting people's opinions on investing in the construction of resettlement areas to serve the work of site clearance and resettlement of the North-South high-speed railway project through the commune is an important step for units to calculate the work of site clearance; compensation and support later. Particularly, opinions on free-mixed resettlement will arise many problems related to planning, land use and land types...

“When the commune has calculated the new resettlement area, of course it will build synchronous infrastructure, trees, and schools to serve people better than the old place. Regarding the affected graves, people also need to consider the planning story. Therefore, it is necessary to move synchronously out of the area affected by the project so that later on they will not have to move again due to other projects,” said Mr. Tung.

At the consultation session of households affected by the High-speed Railway Project, 42 votes were in agreement to build a resettlement area in An My village. In addition, there were 4 votes requesting to build a resettlement area in An Phuoc village; 2 votes for free resettlement.
