The victim, named Sufyan Jaber Abed Jawwad, worked for the United Nations Agency for Palestine Refugees (UNRWA) as a cleaner at the El Far'a refugee camp in the West Bank.

According to UNRWA, he was shot dead by an Israeli sniper while on the roof of his home in the early morning of September 12. UNRWA said he was hit three times in the chest while drinking coffee on the roof.

However, the Israeli military claimed that Jawwad and others killed in the operation were “terrorists.” Israel Defense Forces (IDF) spokesman Lieutenant Colonel Nadav Shoshani said Jawwad had “thrown explosive devices” threatening Israeli forces and was killed to prevent this threat.

The military operation took place amid heightened tensions between Israel and Palestine, particularly in areas such as Jenin and Tulkarem. The nine-day Israeli operation left behind serious human and infrastructure damage, with hundreds of Palestinians killed and refugee camps severely damaged.

Jordan's Foreign Ministry condemned the incident, calling it a "heinous crime." UNRWA said it was the first time in more than 10 years that one of its staff had been killed in the West Bank, and that it had temporarily suspended aid operations in some areas due to the security situation.

Meanwhile, Israel has repeatedly expressed suspicions about some UNRWA staff being involved in Hamas activities. A UN investigation in August this year said that nine of the tens of thousands of staff serving at UNRWA “may” have participated in the Hamas attack on October 7.
