Tasks and organizational structure of the Ministry of Culture, Sports and Tourism

The Government issued Decree No. 43/2025/ND-CP dated February 28, 2025, stipulating the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism.

Headquarters of the Ministry of Culture, Sports and Tourism .

Accordingly, the Ministry of Culture, Sports and Tourism is a Government agency, performing the function of state management of culture; family; physical education and sports; tourism; press; radio and television; news agencies; publishing, printing, distribution; electronic information; grassroots information and foreign information nationwide; state management of public services in sectors and fields under the state management scope of the Ministry.

Duties and powers

The Ministry of Culture, Sports and Tourism performs its tasks and powers as prescribed in the Law on Organization of the Government, Government regulations on functions, tasks, powers and organizational structure of ministries, ministerial-level agencies and specific tasks and powers such as:

Regarding cultural heritage , the Ministry of Culture, Sports and Tourism submits to the Prime Minister the classification, cancellation of classification, addition and correction of scientific records and approval, decision on boundaries, and adjustment of boundaries of protected areas for special national relics; the proposal to the United Nations Educational, Scientific and Cultural Organization (UNESCO): Recognition, cancellation of recognition, correction of records of historical - cultural relics, scenic spots of Vietnam, of Vietnam in cooperation with other countries as World Heritage; registration, additional registration, support for the protection of intangible cultural heritage, documentary heritage of Vietnam, of Vietnam in cooperation with other countries.

Submit to the Prime Minister the recognition and cancellation of recognition of national treasures; permit the transfer of national treasures and documentary heritages recognized by UNESCO abroad for display, exhibition, research or preservation, and plans for handling cultural heritage assets according to the provisions of law; plans for the recovery, purchase and transfer of relics, antiques, national treasures and valuable documentary heritages of Vietnamese origin abroad to the country; mechanisms and policies for mobilizing, managing and using resources to protect and promote the value of cultural heritage; appraise and submit to the Prime Minister for approval the tasks of planning and adjusting the planning for the preservation, restoration and rehabilitation of world heritages and special national relics.

Issue the National Action Program on the protection of intangible cultural heritage after being recognized by UNESCO; provide guidance on reporting and appraising projects on the protection and promotion of the value of intangible cultural heritage and documentary heritage after being recognized.

To rank and re-rank level I museums; to confirm eligibility for the establishment of public museums; to give opinions on ranking and re-ranking level II and level III museums according to the provisions of law; to give opinions on exhibition outlines, investment projects for construction, renovation and upgrading of architectural works, technical infrastructure and exhibition of public museums; to decide on the transfer of national relics, antiquities and treasures to public museums or State agencies and organizations with appropriate functions and tasks according to the provisions of law.

Granting licenses for archaeological exploration and excavation and approving the person in charge of archaeological exploration and excavation; guiding the procedures for registering relics, antiques and the activities of relic and antique appraisal businesses, relic and antique business establishments; deciding to send antiques abroad for display, research or preservation; deciding to send national treasures for display, research or preservation for a limited period in the country; granting licenses to import relics, antiques and national treasures of Vietnamese origin from abroad; granting licenses to make copies of national treasures; giving opinions on Vietnamese people residing abroad, foreign organizations and individuals conducting research, collecting and documenting intangible cultural heritage and documentary heritage in Vietnam distributed in two or more provinces or centrally-run cities according to the provisions of law...

Regarding performing arts , the Ministry of Culture, Sports and Tourism regulates the organization of competitions and festivals of professional art forms; approves and stops the organization of performing arts, competitions and festivals of performing arts forms; cancels the results of competitions and festivals of performing arts forms within the authority of the Ministry according to the provisions of law;

Receive and deposit audio and video recordings of performing arts for commercial purposes of organizations under central agencies according to the provisions of law; guide the collection, preservation and organization of the introduction and promotion of traditional Vietnamese performing arts values ​​at the national level and the quintessence of world performing arts...

Regarding cinema , the Ministry of Culture, Sports and Tourism organizes national and international film festivals in Vietnam; approves the organization of specialized and thematic film festivals, foreign film days and weeks in Vietnam and Vietnamese film days and weeks abroad; manages the deposit and storage of films and documents and moving images produced domestically; deposits foreign films that are disseminated and released in Vietnam; grants and revokes licenses in the field of cinema within the Ministry's authority according to the provisions of law...

Regarding fine arts, photography, and exhibitions , the Ministry of Culture, Sports and Tourism performs state management of national cultural symbols according to the provisions of law; manages the organization of fine arts creation competitions on a national or regional scale; receives written notices for creative campaigns, creative camps, competitions, and photography festivals in Vietnam organized by ministries, departments, central agencies, organizations, and foreign organizations; receives written notices for bringing photographic works from Vietnam to foreign countries to participate in competitions and festivals in the name of representing the nation of Vietnam; guides the organization and directly organizes the display and exhibition of fine arts and photography works; guides the organization of appraisal activities on fine arts and photography works; grants and revokes licenses in the fields of fine arts, photography, and exhibitions within the Ministry's authority according to the provisions of law.

Regarding copyright and related rights , the Ministry of Culture, Sports and Tourism implements measures to protect the legitimate rights and interests of the State, organizations, individuals and society in the field of copyright and related rights; manages and exploits copyright of works and related rights of performances, audio and video recordings, and broadcast programs of which the State is the representative owner and the State is the representative manager; receives the transfer of copyright and related rights of organizations and individuals to the State in accordance with the provisions of law.

Managing the activities of granting, re-granting, changing, and canceling the validity of Copyright Registration Certificates and Related Rights Registration Certificates; authenticating copyright; building a database system, establishing a national information network on copyright and related rights; managing and organizing the implementation of copyright and related rights appraisal activities; granting, re-granting, and revoking Copyright and Related Rights Appraiser Cards; Certificates of Copyright and Related Rights Appraisal Organizations; managing the activities of collective representative organizations, consulting and service organizations for copyright and related rights; approving the schedule and method of payment of royalties...

Regarding grassroots culture and propaganda , the Ministry of Culture, Sports and Tourism guides and organizes the implementation of regulations on founding days, traditional days, response days, anniversaries, funerals and other rituals under the state management of the ministry or as assigned by the Government; directs, guides and organizes the implementation of propaganda and propaganda content (except for radio and television activities; public bulletin boards) on the Party's guidelines and policies, the State's policies and laws through cultural and artistic activities, visual propaganda, and mobile propaganda according to the provisions of law; regulates the organization of festivals, competitions, mass art performances, mobile propaganda (except for radio and television activities), organizes cultural activities; manages cultural activities, cultural service businesses and entertainment in public places; manages the state on festivals according to the provisions of law; guides the implementation of civilized lifestyles in weddings, funerals, and lifestyle building...

Regarding physical education and sports for all , the Ministry of Culture, Sports and Tourism submits to the Prime Minister a decision on organizing regional, continental and world sports events in Vietnam for people with disabilities; regulating criteria for evaluating mass physical education and sports movements; organizing and guiding the building of a team of instructors and collaborators in mass physical education and sports; propagating and guiding methods of physical education and sports practice; fostering expertise and skills for grassroots physical education and sports collaborators; deciding to organize regional, continental and world-level sports competitions in Vietnam for people with disabilities; national-level mass sports competitions...

Regarding high-performance sports and professional sports , the Ministry of Culture, Sports and Tourism submits to the Prime Minister a decision on organizing regional, continental and world sports events in Vietnam; national sports events; guides and organizes the implementation of regulations on regimes and policies for athletes, coaches and sports referees; decides to organize championship competitions and youth championship competitions for each sport at regional, continental and world levels in Vietnam; organizes annual national championship competitions and national youth championship competitions for each sport at the request of national sports federations...

Regarding tourism business, tour guiding, and tourism promotion , the Ministry of Culture, Sports and Tourism manages and organizes the issuance and revocation of licenses, tour guide cards, and other certification documents on tourism activities; provides guidance on conditions, procedures, and documents for issuance, exchange, re-issuance, and revocation of travel business licenses; provides guidance on standards, procedures, and documents for registration of recognition of tourist accommodation establishment ranks and revocation of decisions on recognition of tourist accommodation establishment ranks; organizes the appraisal and recognition of tourist accommodation establishment ranks and quality inspection of tourist accommodation establishments according to the provisions of law...

Regarding the press (including: printed newspapers, electronic newspapers, radio, television, news bulletins, newsletters, special issues) , the Ministry of Culture, Sports and Tourism organizes information for the press and manages press information; conducts measurement and publication of data related to press activities according to the provisions of law; promulgates regulations on organizing press competitions and festivals; inspects archived press; manages the national archive system of printed press; conducts electronic archives of spoken, visual and electronic newspapers according to the provisions of law; guides and inspects the organization of statements and provision of information to the press by state administrative agencies according to the provisions of law.

The Ministry of Culture, Sports and Tourism issues, amends, supplements, temporarily suspends, suspends, and revokes licenses in the fields of press, radio, and television; issues and revokes press cards; and approves press conferences in accordance with the provisions of the law on the press.

Guide the activities of the press and journalists nationwide, coordinate with relevant agencies to manage the activities of the Vietnamese press related to foreign countries and the press activities of foreigners and foreign organizations in Vietnam; give opinions on the appointment, reappointment, and assignment of leadership of press agencies according to regulations.

Regarding publishing (including publishing, printing, distribution) , the Ministry of Culture, Sports and Tourism issues, extends, amends, supplements, temporarily suspends, suspends, and revokes licenses in the fields of publishing, printing, and distribution according to the provisions of law; confirms and manages publishing registration of publishers, registration of printing establishments, registration of printing activities for products that do not require licensing, registration of publishing distribution activities, registration of electronic publishing activities, and distribution of electronic publications according to the provisions of law.

Organize the appraisal of publications according to the provisions of law; organize the inspection of deposited publications and manage the deposit of publications; organize the ordering and delivery of publications to areas with particularly difficult socio-economic conditions, remote areas, mountainous areas, border areas, and islands; organize national publication fairs and manage the distribution of publications abroad according to the provisions of law.

Decide to suspend, revoke, confiscate, ban circulation and destroy publications that violate the law; grant, extend and revoke editorial practice certificates according to the law; manage publishing support activities according to the law; give opinions on the appointment, reappointment and assignment of leadership positions of publishing houses according to the law.

Regarding electronic information , the Ministry of Culture, Sports and Tourism performs the task of managing online electronic game services, electronic information pages, social networks, information content, and applications providing information online according to the provisions of law.

Grant, extend, amend, supplement, temporarily suspend, suspend and revoke licenses and certificates for online electronic games, establish electronic information pages, provide social networking services and online electronic information in accordance with the provisions of law.

Manage content, quality and price of radio and television services according to the provisions of law.

Regarding grassroots information , the Ministry of Culture, Sports and Tourism develops grassroots information and propaganda content within the functions and tasks of the ministry and guides the organization and implementation.

At the same time, the Ministry guides the construction and operation of grassroots information systems; organizes information provision and manages information content of grassroots information systems nationwide...

Organizational structure

The Ministry of Culture, Sports and Tourism has 25 units including: 1- Department of Organization and Personnel; 2- Department of Planning and Finance; 3- Department of Legislation; 4- Department of Science, Technology, Training and Environment; 5- Ministry Office; 6- Ministry Inspectorate; 7- Department of Cultural Heritage; 8- Department of Performing Arts; 9- Department of Cinema; 10- Department of Copyright; 11- Department of Grassroots Culture, Family and Library; 12- Department of International Cooperation; 13- Department of Fine Arts, Photography and Exhibition; 14- Department of Vietnam Sports and Physical Training; 15- Vietnam National Tourism Administration; 16- Department of Culture of Vietnamese Ethnic Groups; 17- Department of Press; 18- Department of Radio, Television and Electronic Information; 19- Department of Publishing, Printing and Distribution; 20- Department of Grassroots Information and Foreign Information; 21- Vietnam Institute of Culture, Arts, Sports and Tourism; 22- Culture Newspaper; 23- Culture and Arts Magazine; 24- Center for Digital Transformation of Culture, Sports and Tourism; 25- School of Cultural, Sports and Tourism Management Staff.

The organizations specified from 1 to 20 are administrative organizations assisting the Minister in performing state management functions; the organizations specified from 21 to 25 are public service units serving the state management functions of the ministry.

The Minister of Culture, Sports and Tourism shall submit to the Prime Minister for decision to promulgate a list of other public service units under the ministry.

The Minister of Culture, Sports and Tourism prescribes the functions, tasks, powers and organizational structure of the agencies and units under the ministry.

The Department of Planning and Finance has 04 divisions; the Department of Personnel Organization has 04 divisions.

This Decree takes effect from March 1, 2025; replacing Decree No. 01/2023/ND-CP dated January 16, 2023 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism.
