On the morning of September 25, in Hanoi, the Ministry of Culture, Sports and Tourism organized the 4th Patriotic Emulation Congress, period 2021-2025.
This is an important political and cultural event to summarize and evaluate the achievements of the emulation movement of the whole industry in the past 5 years, and at the same time commend and honor typical advanced collectives and individuals with many outstanding contributions.
The Congress is also an opportunity for the entire industry to launch a new emulation movement, arousing the spirit of creativity and dedication of all cadres, civil servants, public employees, artists, athletes and coaches.
This Patriotic Emulation Congress gathered more than 300 outstanding delegates, representing nearly 7,000 cadres, civil servants, public employees and workers of the industry.
Vice President Vo Thi Anh Xuan sent a flower basket to congratulate the Congress.
Attending the Congress were Mr. Le Thanh Long, member of the Party Central Committee, Deputy Prime Minister; comrades in the Central Emulation and Reward Council and representatives of leaders of central and local departments, ministries and branches.
Speaking at the Congress, Deputy Prime Minister Le Thanh Long emphasized that emulation has profound and broad significance, awakening people's creative potential, while promoting patriotism and international spirit towards a common goal.

Contributing to the emulation movement and those achievements of the country is the active role of the Ministry of Culture, Sports and Tourism with many important achievements, notably: continuing to strongly transform the mindset from "doing culture" to "state management of culture." Institutions, mechanisms and policies on culture, sports and tourism are supplemented, newly developed, increasingly perfected, comprehensive and profound; the system of legal documents is relatively complete with 433 legal documents.
The work of preserving, embellishing and promoting traditional cultural values and cultural heritage has achieved many results. Many major cultural events have been successfully organized, mobilizing the participation of the masses.
Cultural industries continue to develop. Foreign activities in culture, sports and tourism, promoting the image of the country, people and Vietnamese culture and arts abroad continue to be promoted.
Mass sports continue to develop strongly, spreading to all ages and regions. High-performance sports have achieved some positive results. The 2025 happiness index increased by 8 places compared to 2024; Vietnam's Human Development Index (HDI) has improved significantly, much higher than that of countries with the same income level.
In particular, the Ministry has successfully coordinated the organization of many major events of the country such as: the 70th anniversary of Dien Bien Phu Victory, the 50th anniversary of Southern Liberation and National Reunification Day, the 80th anniversary of the successful August Revolution and National Day September 2.
The Deputy Prime Minister requested the culture, sports and tourism sector to continue to preserve and promote the nation's traditional cultural values, build a healthy cultural life; and link the movement "All people unite to build a cultural life" with the national target program on building new rural areas and civilized urban areas.
Focus on drafting the Politburo's Resolution on reviving and developing Vietnamese culture in the new era. Quickly decide on investing in the National Target Program on Cultural Development within authority. Launch and implement creative emulation, spread initiatives on preserving and conserving cultural heritage, create a healthy cultural environment and promote the development of cultural and entertainment industries.
According to Mr. Nguyen Van Hung, member of the Party Central Committee, Minister of Culture, Sports and Tourism, in recent years, the culture, sports and tourism sector has achieved many impressive results and achievements.
In culture, we compete to preserve and foster identity, nurture the national soul, proactively integrate and promote culture to international friends.

In sports, we compete to make our country famous and raise its position in the international arena. In tourism, we compete to innovate and create to make Vietnam a safe, friendly and attractive destination, a bright spot in the socio-economic picture for many years.
The press and media have become "The conduit of knowledge - Connecting the trust between the Party, the State and the People." State management sectors are focusing on the mission of preserving the national soul, arousing the desire for development, spreading the trust, intelligence and Vietnamese mettle.
Minister Nguyen Van Hung requested units to pay more attention to emulation work to create unique works of art, rich in humanity, reflecting the depth of political, economic, cultural and social life of the country and the times.
Compete to build a cultural environment in all fields - from office culture, press culture, business culture, political culture, to cultural life in each residential area and neighborhood group to become increasingly civilized, friendly, and rich in identity; to work towards a professional, humane, and modern press and publishing industry; to create breakthrough policies to strongly develop tourism.
In particular, compete to jointly implement the action declaration of the Ministry and the industry: "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge," contributing significantly to realizing the aspiration to build a strong and prosperous Vietnam...
At the Patriotic Emulation Congress, coach Mai Duc Chung was awarded the title of Labor Hero after years of great dedication with the Vietnam Women's Football Team.
Also at this Congress, 21 collectives and 57 individuals with outstanding achievements in the 2021-2025 period received Certificates of Merit from the Minister of Culture, Sports and Tourism./.
