On December 5, Mr. Le Minh Hung, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Organization Commission and Standing Deputy Head of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" signed and issued Official Dispatch No. 22-CV/BCĐ on implementing the task of summarizing Resolution No. 18.

Official dispatch No. 22-CV/BCĐ sent to the provincial and municipal Party Committees directly under the Central Government clearly states:

The 13th Party Central Committee Conference issued Resolution No. 56-NQ/TW, dated November 25, 2024, determining the highest political determination in implementing the summary of Resolution 18 and basically agreeing on a number of orientations and suggestions of the Politburo for Party committees at all levels, Party organizations, agencies and units under the Central Committee to study and propose to arrange and perfect the apparatus of the political system to be streamlined, operate effectively and efficiently.

Implementing the direction of General Secretary To Lam on the time to organize the Central Conference (expected in mid-February 2025) and the extraordinary National Assembly session (expected in late February 2025); to ensure the time to organize party congresses at all levels towards the 14th National Congress of the Party, the Steering Committee requests party committees, party organizations, agencies, units and localities to focus on leading and directing the immediate implementation of streamlining the organizational apparatus with the following specific tasks:

The Standing Committees of the Provincial Party Committees and the Municipal Party Committees directly under the Central Committee focus on leadership, direction, and resolutely implement the arrangement of focal points within agencies, units, and organizations within the scope of leadership and management to ensure streamlining of the organizational apparatus, suitable to the situation and characteristics of the agencies, units, and localities (implemented from December 2024).

Review and develop plans to arrange and streamline the organization, staffing, and arrangement of cadres, civil servants, public employees, and workers at agencies, units, and organizations within the scope of leadership and management according to the suggestions and directions of the Politburo.

Research and develop a project to end the activities of provincial-level Party delegations, Party executive committees, and Party committees of provincial-level blocs; establish Party committees of Party agencies, mass organizations, People's Councils, and the judiciary at the provincial level (at the same time, establish Party committees/Party cells of People's Councils, People's Courts, and People's Procuracy at the provincial level directly under the Party committees of provincial-level Party agencies, mass organizations, People's Councils, and the judiciary); Provincial-level government Party committees; personnel participating in the executive committee, standing committee, secretaries, and deputy secretaries of Party committees (Party cells) in agencies, units, and organizations that currently have Party delegations and Party executive committees according to their authority:

Establish Party committees of Party agencies, mass organizations, People's Councils, and provincial-level judiciary directly under the provincial Party Committee, including Party organizations in advisory and support agencies, public service units of the Party Committee, People's Councils, Fatherland Front, socio-political organizations, People's Procuracy, People's Court, and provincial-level mass organizations assigned tasks by the Party and State.

The Party Committee of the Party agency, mass organization, People's Council, and justice at the provincial level includes: Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committee. The Standing Deputy Secretary of the Provincial Party Committee acts as Secretary, 1 member of the Standing Committee of the Provincial Party Committee acts as Deputy Secretary, and 1 full-time Deputy Secretary of the Party Committee can be arranged; the full-time Chairman of the People's Council (in places where the Chairman of the People's Council is concurrently arranged, the Standing Vice Chairman of the People's Council), heads of provincial Party Committees, and Chairman of the Fatherland Front participate in the Standing Committee of the Party Committee; the Secretariat prescribes the functions, tasks, organizational structure, and working relationships of the Party Committee of the Party agency, mass organization, People's Council, and justice at the provincial level; the Standing Committee of the Provincial Party Committee appoints the personnel of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committee of the Party agency, mass organization, People's Council, and justice at the provincial level for the 2020-2025 term.

The Party Committee of the Party, mass organizations, People's Council, and provincial-level judiciary is expected to have four specialized advisory and support agencies located at the provincial-level Party Committee, including: the Organizing Committee, the Inspection Committee, the Propaganda and Mass Mobilization Committee, and the Office.

The Party Committee (Party Cell) of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State to perform tasks at the provincial level (currently with a Party delegation), include: the executive committee, the standing committee of the Party Committee (Party Cell), the secretary, and the deputy secretary. The Party Committee (Party Cell) secretary is the secretary (chairman) of the above-mentioned organizations; a deputy secretary (vice chairman) is the deputy secretary of the Party Committee (Party Cell); the deputy secretaries (vice chairmen) and the heads of departments (offices) are responsible for advising on organizational and personnel work of the above-mentioned organizations to participate in the standing committee and the executive committee.

The Party Committee (Party Cell) of the Provincial People's Council consists of: the Executive Committee, the Standing Committee of the Party Committee (Party Cell), the Secretary, and the Deputy Secretary. The Party Committee (Party Cell) Secretary is the full-time Chairman of the People's Council (in places where the Chairman of the People's Council is concurrently the permanent Vice Chairman of the People's Council); one Vice Chairman is the Deputy Secretary of the Party Committee (Party Cell); the heads of the committees and the Chief of Office of the People's Council participate in the Standing Committee and the Executive Committee.

The Party Committee of the People's Court and the People's Procuracy at the provincial level consists of: the executive committee, the standing committee of the Party Committee, the secretary, and the deputy secretary. The Party Committee secretary is the chief justice (chief prosecutor); a deputy chief justice (deputy chief prosecutor) is the deputy secretary of the Party Committee; the deputy chief justices (deputy chief prosecutors) and the heads of departments are responsible for advising on the organization and personnel work of the above organizations and participating in the standing committee and the executive committee.

The Standing Committee of the provincial Party Committee gives its opinion before the subordinate Party Committee appoints the executive committee, standing committee, secretary, and deputy secretary of the Party Committees (Party cells) in the above-mentioned agencies, units, and organizations.

The Secretariat stipulates that the Party Committee (Party cell) performs the functions and tasks of the Party Committee (Party cell) and of the Party delegation and Party executive committee of the above-mentioned organizations at present.

Establish a provincial-level government Party Committee directly under the provincial-level Party Committee, including Party organizations in specialized agencies, public service units under the provincial-level People's Committee, and a number of State-owned enterprises (depending on the scale and importance of the enterprise's Party Committee) (the remaining enterprises will be transferred to the district-level Party Committee). In addition to the functions and tasks of the Party Committee directly under the provincial-level Party Committee, the provincial-level government Party Committee will also include the functions and tasks of the Party Executive Committee as at present; comprehensively lead and direct the activities of the provincial-level People's Committee and its subordinate Party Committees; it is expected to propose transferring a number of Party affairs tasks of the provincial-level government Party Committee to the Party Committees of agencies, units, and enterprises (at the grassroots level), and a number of tasks will be performed by the provincial-level Party Committee.

The provincial government party committee consists of the executive committee, the standing committee, the secretary, and the deputy secretary of the party committee. The chairman of the provincial people's committee acts as the secretary; a member of the provincial party committee's standing committee, the vice chairman of the provincial people's committee acts as the deputy secretary; a full-time deputy secretary of the party committee may be assigned; the vice chairmen and some members of the provincial people's committee participate in the party committee's standing committee; the provincial party committee's standing committee appoints the personnel of the executive committee, the standing committee, the secretary, and the deputy secretary of the provincial government party committee for the 2020-2025 term; the Secretariat stipulates that the standing committee performs the same functions and tasks as the current provincial people's committee's party committee.

The provincial-level Party Committee is expected to have four specialized advisory and support agencies located at the provincial-level People's Committee, including: the Organizing Committee, the Inspection Committee, the Propaganda and Mass Mobilization Committee, and the office (the provincial-level Military Party Committee, Public Security Party Committee, and Border Guard Party Committee directly under the provincial-level Party Committee will remain the same as at present).

Carry out the merger and dissolution to end the tasks of a number of steering committees of provincial and district-level Party Committees, district-level Party Committees (if any); specialized agencies under the provincial and district-level People's Committees according to the regulations of the Party, the State and the practical situation of the locality to ensure specific results and clear effectiveness.

Review, supplement and amend regulations on functions, tasks and organizational structure; arrange, assign and transfer personnel and prepare well the conditions to hold party congresses at all levels.

Carry out the merger and dissolution of a number of committees and agencies of the provincial and district Party Committees according to the Party's regulations. Continue to review, supplement and amend regulations on functions, tasks, organizational structure; arrange, assign and transfer personnel... to ensure the conditions for holding Party Congresses at all levels.

Issue decisions to end the activities of provincial-level Party delegations, Party executive committees, and provincial-level Party committees; establish Party committees after receiving the Central Committee's policy; appoint executive committees, standing committees, secretaries, and deputy secretaries of Party committees: Party committees of Party agencies, mass organizations, People's Councils, judiciary, and provincial-level Party committees for the 2020-2025 term.

Issue decisions on functions, tasks, organizational structure, working relationships and working regulations of Party committees of Party agencies, mass organizations, People's Councils, provincial judiciary and provincial government Party committees after the Secretariat issues the Regulations.

Implementing organization

Party committees, party organizations, agencies, units, and directly the heads must focus on directing and urgently and resolutely implementing tasks, ensuring that agencies, units, and organizations from provincial and municipal Party Committees to grassroots levels can immediately arrange smooth, effective, and efficient operations, without interrupting work, without leaving areas or fields vacant, and without affecting the normal operations of agencies, units, organizations, and society.

Assign specific responsibilities for implementing and developing tasks on arranging, dissolving, and merging agencies and units according to plan and schedule; periodically report on the progress of implementing tasks and projects to the Steering Committee (through the Central Organizing Committee) before 3:00 p.m. every Friday.

In addition to the above tasks, based on practical situations, the Politburo, Secretariat and Steering Committee may supplement and adjust a number of tasks and implementation time accordingly.
