Today, February 4, the People's Committee of Binh Duong province announced the 10th grade enrollment plan for the 2025-2026 school year. Accordingly, the third exam subject chosen is English. The test time for math and literature is 120 minutes/subject, while the English test time is 60 minutes.

On February 3, the Department of Education and Training of Hai Phong also issued a notice that the Chairman of the City People's Committee agreed to the plan to choose exam subjects for the entrance exam to grade 10 of public high schools next school year according to the request of the Department of Education and Training.

Accordingly, the three subjects tested in this locality are math, literature and foreign language (including one of the following subjects: English, French, Russian, Japanese, Korean and Chinese). Math is a multiple choice test, lasting 90 minutes; literature is an essay test, lasting 120 minutes; foreign language is a multiple choice test, lasting 60 minutes.

Previously, many localities also announced that the third exam subject for grade 10 is foreign language, although the test time and format are different. Nghe An Department of Education and Training conducts the entrance exam for grade 10, including the subjects: math, literature (essay test, test time 120 minutes) and foreign language (including English or French) in the form of multiple choice, test time 60 minutes.

Mr. Thai Van Thanh, Director of the Nghe An Department of Education and Training, said that making English the third subject in the 10th grade entrance exam is to create motivation to improve the quality of teaching this subject in schools. Thereby, gradually reviving the English subject in the whole province, especially at the secondary school level.

In Hanoi alone, where the number of candidates taking the 10th grade entrance exam is the largest in the country and the level of competition is also among the highest, there has not yet been any announcement about the 10th grade admission plan for the next school year.

The regulations on admission to junior high and high school issued by the Ministry of Education and Training took effect from February 14. Accordingly, there are 3 methods of admission to grade 10 of high school, including: entrance exam, selection or a combination of entrance exam and selection. The selection of the admission method is under the authority of the locality.

Regarding the entrance exam method for grade 10 high school, the circular generally stipulates the implementation of 3 subjects and exams, including: math, literature and a third subject or exam selected by the Department of Education and Training.

Notably, the regulations stipulate that the third exam subject is selected from among the subjects assessed by scores in the general education program at the secondary level, ensuring that the same third exam subject is not selected for more than 3 consecutive years. The third exam subject or the combined exam of a number of subjects is announced after the end of the first semester but no later than March 31 every year.

The dissenting opinion is that if a locality only wants to take the third subject of English without "breaking the law", it can take the English subject for 3 consecutive years, then in the fourth year, take another subject (lighter like civics) and then continue taking the English subject for 3 years and then... wait for the Ministry of Education and Training to amend the regulations.
