At the Hanoi end, Deputy Prime Minister Bui Thanh Son chaired the conference. At the Lam Dong province end, comrades: Nguyen Hong Dien, Minister of Industry and Trade , comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Lam Dong Provincial People's Committee chaired the conference.
In recent times, the Ministry of Industry and Trade has actively directed Vietnam Electricity (EVN) and localities to implement the Adjustment of the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII) approved by the Prime Minister .

In the first 8 months of 2025, the national power system recorded a record consumption capacity of 54,370 MW (up 11.1% over the same period in 2024), of which the North reached the highest level of 28,167 MW.
Demand for electricity has increased sharply, but the system still basically ensures stable power supply for holidays, New Year and major events.

Despite many efforts, the process of deploying planned power sources still faces many difficulties. For concentrated solar power, rooftop solar power, offshore wind power development, LNG (liquefied natural gas) projects, many localities are still confused in reviewing and updating zoning plans and general construction plans.
Domestic gas-fired power projects (such as Blue Whale and Golden Leopard) have not been implemented due to dependence on the progress of gas exploitation investors.

At the conference, representatives of provinces and cities raised over 30 opinions, proposals and recommendations on a number of difficulties and obstacles in implementing the Adjustment of Power Planning VIII and solutions to ensure power supply in the coming time.

On the Lam Dong side, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi raised issues arising when implementing the Adjustment of Power Planning VIII.
Accordingly, he proposed to the Deputy Prime Minister and the Ministry of Industry and Trade a number of urgent issues regarding the implementation of energy projects in areas where bauxite and titanium minerals have been planned locally.

Chairman of Lam Dong Provincial People's Committee Ho Van Muoi stated: "Lam Dong is different from many other provinces and cities in that the province has about 5 factories related to bauxite processing and mining. By 2030, these 5 factories will account for about 4,000 MW. This is a very good opportunity for Lam Dong to produce and consume on its own. We propose that the Ministry of Industry and Trade's working group consult with the Government to study and supplement Lam Dong's information on this issue."

The Ministry of Industry and Trade is proposing a series of solutions to remove difficulties and speed up the implementation of power projects according to the Power Plan VIII. The focus is on encouraging the development of rooftop solar power and accelerating a number of concentrated solar power projects before 2031.
Speaking at the conference, Deputy Prime Minister Bui Thanh Son said that the Ministry of Industry and Trade's assessment and review of the Power Plan VIII is extremely necessary. This will help to identify the difficulties of localities, especially in decentralizing tasks to provinces. The main reason is that localities do not clearly understand the responsibilities and tasks of decentralization.
The Deputy Prime Minister requested: For projects that already have investors, investors are requested to quickly implement them on schedule according to plan.
The Ministry of Industry and Trade and the People's Committees of the provinces must actively urge the implementation progress, ensuring the process and quality. At the same time, there must be sanctions to handle acts of delay that affect national energy security.
