Comrade Nguyen Van Thang, member of the Party Central Committee, Minister of Transport, member of the Government Working Group, has just chaired an online meeting with Binh Thuan and Ninh Thuan on the situation of production, business, construction investment, import and export in the area in the fourth quarter of 2023. Representatives of leaders of central ministries and branches also attended. Vice Chairman of the Provincial People's Committee Nguyen Minh and leaders of provincial departments and branches attended the Binh Thuan bridge point.

Here, after the report of Ninh Thuan Provincial People's Committee, Mr. Nguyen Minh, Vice Chairman of Binh Thuan Provincial People's Committee, briefly reported on the situation of production and business, public investment, infrastructure construction, import and export in the area, as well as pointed out the existing problems, obstacles and proposed solutions to promote development with the working delegation. Accordingly, in 2023, the province's economy continued to record positive growth in 3 pillars: industry, tourism, agriculture. Industrial production value was 40,610.9 billion VND, reaching 98.15% of the yearly plan (up 3.8% compared to 2022). Tourism activities were quite good, estimated to welcome about 8.35 million visitors, reaching 124.26% of the plan, up 45.98% over the previous year; tourism revenue was about 22,300 billion VND, reaching 135.15% of the yearly plan, up more than 63%. Trade, service, transportation, import and export activities are stable and smooth. Total retail sales of goods and service revenue this year is estimated at 95,480 billion VND, reaching 111.8% of the plan, up 28.57% over the previous year. Total state budget revenue this year is estimated at 10,006 billion VND, reaching 100% of the year's estimate.

At the same time, Binh Thuan focuses resources to accelerate the implementation of infrastructure projects and key traffic works in the province such as the coastal axis road DT.719B section Phan Thiet - Ke Ga, Ham Kiem - Tien Thanh road, North - South expressway section passing through the province. Disbursement of public investment capital by mid-December this year accounted for 3,414 billion VND, reaching 70.53% of the plan. In the province, there are 35 projects approved for investment policy with a total registered capital of 35,562.4 billion VND; 13 projects are under construction, 14 projects are put into operation; 21 projects with slow implementation are revoked according to regulations. This year, the province has approved the Son My LNG Port Warehouse project with a total capital of 31,434 billion VND, approved by the Prime Minister for investment policy in construction and business of infrastructure of Son My 2 Industrial Park - phase 1.

Vice Chairman of the Provincial People's Committee Nguyen Minh also stated that, of the 37 recommendations of the province to the previous Government Working Group, 34 were processed and guided; currently, 3 recommendations are awaiting guidance from the Ministry of Natural Resources and Environment and the Ministry of Industry and Trade, such as handling ash and slag of Vinh Tan Power Center; adjusting the investment policy of Phan Thiet Airport project, civil aviation items under the form of BOT contract. At the same time, the province also pointed out a number of new difficulties and problems such as the proposal to build a residential road, lighting system at 7 intersections in 2 sections of Phan Thiet-Dau Giay and Vinh Hao-Phan Thiet expressways.

After listening to the opinions of leaders of relevant ministries and branches at the meeting, comrade Nguyen Van Thang, a member of the working delegation under Decision 435 of the Prime Minister, chaired the meeting and acknowledged that the two provinces of Ninh Thuan and Binh Thuan have achieved encouraging results in economic and social development. Typically, Binh Thuan has high budget revenue, high public investment rate and import and export increased compared to the national average. Regarding the recommendations of the two provinces, comrade Nguyen Van Thang requested the Ministry of Industry and Trade to guide the policy mechanism and implement the VIII power planning, according to the proposal of Ninh Thuan province. Regarding Binh Thuan, comrade Nguyen Van Thang said that he will directly instruct investors and contractors to complete the residential access roads on the two expressways Phan Thiet-Dau Giay and Vinh Hao-Phan Thiet (according to the previous contract) by the end of this year; As for the additional feeder roads (as proposed by the province after the project is completed), the contractor strives to complete them no later than May 30, 2024. The Ba Bau intersection overpass will start construction in the second quarter of next year. The Minister of Transport will also direct the relevant units to promote the upgrading and expansion of National Highway 55, National Highway 28, and DT. 711 as proposed by the province.

At the same time, comrade Nguyen Van Thang requested the Ministry of Natural Resources and Environment to soon issue documents on standards and techniques for restoring ash and slag storage areas, creating conditions for ash and slag consumption of Vinh Tan Thermal Power Plant; the Ministry of Industry and Trade to consider and assess noise and dust in residential areas next to Vinh Tan Thermal Power Plant to have a direction for relocating households living here. Regarding Phan Thiet Airport, the Provincial People's Committee needs to have a report requesting the Prime Minister to preside over working with the Ministry of Transport and the Ministry of National Defense to consider removing obstacles in this dual-use airport project.
