Ninh Binh approves investment policy for the Project to build a (new) Administrative Center

According to the approved policy, the new centralized administrative center (TTHC) has a scale of about 10.36 hectares, with a total investment of about 3,000 billion VND, and an implementation period of up to 2027 with the goal of building a modern project with synchronous technical infrastructure, meeting the working requirements of provincial administrative agencies in a centralized, interconnected direction, convenient for management and provision of public services.

The construction of new administrative procedures aims to effectively implement the two-level government model, in line with the process of administrative unit arrangement. From July 1, 2025, Ninh Binh officially operates the two-level government model, in which the administrative apparatus is streamlined, professionalism is increased, the number of focal points is reduced and management is more centralized.

The project also contributes to implementing the master plan orientation of Ninh Binh province for the period 2021-2030, with a vision to 2050, creating a highlight in architecture and central urban landscape, in line with the goal of building Ninh Binh into a heritage city and a centrally-run city in the future.

From July 1, 2025, Ninh Binh officially operates a two-level government model, in which the administrative apparatus is streamlined, professionalism is increased, the number of focal points is reduced, and management is more centralized.

When completed, the new centralized administrative procedures will overcome the situation where provincial administrative agencies work in a decentralized manner, causing waste of resources and difficulties in coordination. Instead, the centralized model will save operating costs, effectively use public land funds, and create favorable conditions for people and businesses in carrying out administrative procedures.

Ninh Binh Provincial People's Committee assigned relevant departments and branches to urgently complete investment procedures, design, capital arrangement, site clearance, ensuring progress, quality and avoiding waste. In particular, the Department of Finance, the Department of Construction and functional units advise on a specific and realistic implementation roadmap.

The Ninh Binh Provincial People's Committee also requested agencies and units to uphold their responsibilities, closely coordinate in implementation, ensure unity, synchronization and effectiveness. Strengthen propaganda so that cadres, party members and people clearly understand the meaning and benefits of the project, creating high consensus in the implementation process.

The new centralized administrative procedure project is not only a strategic step in organizing the state administrative apparatus but also an important driving force to promote socio-economic development, improve the investment environment, and enhance the province's competitiveness in the new period. With high political determination, close direction from the province and consensus from the people, we believe that the project will be implemented on schedule and with quality, becoming a model of modern and effective administrative works, practically serving the people and businesses.
