A series of educational facilities were flooded and had landslides. Localities are quickly approaching schools affected by storms and floods to come up with solutions to help students return to school safely and promptly.

Severe impact

Due to the impact of storm Bualoi, a series of schools in Son La province were flooded and had landslides. According to statistics from the Department of Education and Training of Son La, heavy rains caused flash floods, landslides, and rockfalls, affecting a series of schools in the districts of Van Ho, Moc Chau, Phu Yen, Bac Yen, Yen Chau and Muong La (old), disrupting students' study time.

Specifically, at some schools in the villages of Co Tang, Pa Kha, Suoi Lin, Muong Men, Na Pa (Van Ho commune), water flooded in, causing deep flooding. Two kindergartens in Khoang Tuong and Khong villages (To Mua commune) are at risk of landslides. Many kindergartens in To Mua, Chieng Sai, Long Sap communes were flooded, with landslides on the positive slope; Van Ho Continuing Education Center was submerged in mud and water.

The rain and floods also caused the water level in streams to rise, flow rapidly, and cause landslides and flooding, severely affecting educational facilities such as Van Ho Continuing Education Center; Muong Do Primary and Secondary Boarding School for Ethnic Minorities; Moc Chau Boarding School for Ethnic Minorities; Tan Phong Primary and Secondary School; Tan Lap Primary and Secondary School; Suoi To Primary Boarding School for Ethnic Minorities; Muong Men Primary and Secondary School.

Mr. Sa Duc Toan - Chairman of Suoi To Commune People's Committee said: "The flood has severely affected the Primary Boarding School for Ethnic Minority Students. The school yard and boarding area are flooded. Currently, the commune has mobilized the police force, militia and self-defense forces along with teachers to clean up the mud. Students have returned to school as usual."

Similarly, floodwaters flowing down from high hills flooded the entire yard of Muong Do Primary and Secondary Boarding School, Muong Bang commune, causing the fence in front of the school gate to collapse completely, with a total length of about 50m; some teaching equipment such as:

TVs, refrigerators, and wallpaper were damaged by flooding. “To overcome the consequences of the flood, teachers, parents, and youth union members quickly cleaned up tables and chairs, cleaned the entire school, and dried students' blankets... Therefore, the educational activities of teachers and students soon returned to normal,” said Mr. Tran Hai Thanh - Chairman of the People's Committee of Muong Bang commune.

In Cao Bang, according to statistics from the Department of Education and Training, due to the impact of the storm causing heavy rain, local flooding, and landslides, the whole province has 231 educational establishments allowing students to stay home from school, including 214 schools in 35 communes, 11 high schools, 6 Continuing Education Centers (Ha Quang, Trung Khanh, Bao Lam, Quang Uyen, Thach An and Provincial Continuing Education).

In Xuan Truong commune, the flood has seriously affected the school system. The whole commune has 3 schools from kindergarten to junior high school that were severely affected. Of which, Xuan Truong Primary Boarding School suffered the greatest damage.

Ms. Lanh Thi Nham - Principal of the school said: "The floodwaters were deep, causing significant damage. Many devices such as amplifiers, speakers, pianos, photocopiers, documents... were damaged, the total damage is estimated at nearly 250 million VND".

In Be Van Dan commune, Hong Dai Primary and Secondary School was also seriously affected. Floodwaters rose from the night of September 28, causing about 20m of the fence to collapse, and the school yard was flooded to a depth of 80cm. Many equipment such as photocopiers, refrigerators, and boarding school supplies were submerged and unusable.

Mr. Phung Ngoc Vuong - Principal of the school shared: "When the water started to flood the yard at around 11pm, the teachers tried to save their belongings. However, because the water rose very quickly and a strong current appeared through the school yard, we were forced to prioritize safety and withdraw from the dangerous area. By the morning of October 1, the water receded, and all teachers were mobilized to clean up to stabilize the school soon."

The storm also caused heavy damage to Tuyen Quang province, according to statistics, about 50 schools were damaged or seriously damaged. Currently, the water level in Tuyen Quang has leveled off and is showing a slight downward trend. However, the old Ha Giang area is still deeply flooded and isolated due to lack of electricity and phone signal.

The area of ​​Ha Giang Specialized High School and Ha Giang Boarding School for Ethnic Minorities is still deeply flooded. The dormitory area of ​​Lao Chai Primary and Secondary Boarding School for Ethnic Minorities was completely eroded...

As of the morning of October 1, 65 schools in Lao Cai were damaged by storm No. 10 (Bualoi), specifically: 27 kindergartens; 13 primary schools; 8 primary & secondary schools; 3 secondary schools; 11 high schools and 3 vocational and continuing education centers. The estimated damage is about 30 billion VND. Fortunately, storm No. 10 did not cause any human loss at educational facilities in Lao Cai province.

Proactively overcome consequences

Faced with the complicated and unpredictable flood situation, the Department of Education and Training of Son La has directed schools in flooded areas to evacuate students and teaching equipment to safe places. Mr. Quang Van Lam - Deputy Director of the Department requested the Board of Directors of educational institutions to continue to review, count the damage, and make initial repairs to soon stabilize the lives and studies of students.

The Department also recommends that schools absolutely not be subjective, need to closely monitor weather information and comply with instructions from authorities to ensure safety of lives and teaching equipment...

“We have instructed schools that are severely affected in terms of facilities and cannot repair or organize for students to attend class to immediately report to the department and local authorities. From there, we will have timely support solutions to avoid affecting the students' learning,” said Mr. Lam.

To proactively respond to storms and floods, the Department of Education and Training of Tuyen Quang has issued a document directing educational institutions in the province to focus on responding to storm No. 10 and floods, landslides, flash floods, and landslides.

The Department of Education and Training of Tuyen Quang directed schools to monitor the movement of staff, teachers and students to ensure the safest plan. Based on the rain and flood situation in the locality, leaders of units proactively suspend classes to ensure safety and arrange make-up classes at an appropriate time after the rain and flood end.

Ms. Mai Thi Thanh Binh - Deputy Director of the Department of Education and Training of Tuyen Quang informed: "We have not been able to contact the schools due to lack of electricity and phone signal. The Department of Education and Training of Tuyen Quang has sent delegations to the schools to grasp, review and have support plans. However, due to the situation of floods and landslides, access to the facilities is still difficult. The good news is that all students are safe because they were evacuated in time."

Faced with the severe damage caused by the storm, the Department of Education and Training of Cao Bang has issued a document requesting units to continue to strictly implement the directives of the Ministry of Education and Training, the Provincial People's Committee, and the Department of Education and Training on responding to and overcoming the consequences of natural disasters caused by the storm.

At the same time, actively direct subordinate units to coordinate with local authorities to organize disaster recovery. Up to now, all schools in the province have carried out cleaning, repairing facilities, inventorying damage and rearranging classrooms.

Lao Cai Provincial People's Committee has also directed affected schools to coordinate with the People's Committees of communes, wards and relevant agencies to mobilize resources to immediately repair damaged or blown-off schools to ensure safety and soon restore educational activities as soon as the facilities are safe.

Ms. Nguyen Ngoc Thu - Director of the Department of Education and Training of Cao Bang said: "The Department has directed schools to temporarily let students stay home when necessary, and to closely coordinate with local authorities and parents to bring students to a safe place to avoid unfortunate situations. Schools are also ready to become temporary shelters for people when requested."
