In 2024, the social insurance sector has focused on and resolutely implemented digital transformation, focusing on the Project on Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 (Project 06) of the Government in the field of social insurance and health insurance (HI), bringing many benefits and conveniences to participants and beneficiaries of policies, which have been recognized and responded to by people and businesses.

When informed about the form of receiving pension through bank account, Ms. Tran Thi Thu, in Dien Sanh town, Hai Lang district, was quite hesitant, because she was not familiar with technology, did not know how to use ATM card or banking application.
However, after many explanations about the benefits of this as well as instructions on how to use it, she agreed to use it and now feels very convenient when every month she no longer has to go to the place, queue to receive money and sign for pension. For all daily expenses, she only needs to pay via QR application on smartphone without having to use cash.
That is one of the many practical benefits that people have enjoyed in the digital transformation process of the Social Insurance industry in recent times. Promoting the payment of monthly pensions and social insurance benefits by non-cash payment methods is considered one of the policies that brings convenience and safety to beneficiaries as well as ensuring publicity and transparency for the payment agency.
In 2024, the provincial Social Insurance paid social insurance benefits to 39,641 people (of which 13,756 people in cash, and 25,885 people via ATM) with an amount of VND 2,058 billion. Non-cash payments to 12,060 people in urban areas accounted for 47%, other areas 13,825 people with a rate of 53%.
Implementing Project 06, Vietnam Social Security has successfully connected with the national population database since the national population database was officially put into operation and is continuing to coordinate with the Ministry of Public Security to share and review demographic information in the national insurance database with the national population database.
As of December 5, 2024, 617,593/620,369 (99.6%) people participating in social insurance, health insurance, and unemployment insurance (BHTN) had their data checked, cleaned, and their personal identification number/citizen identification number (DDCN/ CCCD) updated for authentication and synchronization with the national population database.
The Social Insurance sector has completed and successfully deployed the VssID application - Social Insurance Number, helping users manage and control information about the process of participating in, enjoying social insurance, health insurance, unemployment insurance regimes and policies, and performing public services on social insurance and health insurance in a convenient, easy, fast, time-saving and travel-cost-saving way. Up to now, there have been more than 31.2 million successful queries for social insurance book information to integrate into the VNeID application.
Vietnam Social Security has coordinated with the Department of Administrative Management of Social Order, Ministry of Public Security to adjust and upgrade the VssID application to meet the requirements of connecting and integrating VNeID accounts with the VssID application (login to the VssID application with a VNeID account). Officially deployed from October 19, 2023, to date, there have been more than 18.2 million uses of VNeID accounts to log in to the VssID application. With this deployment of Vietnam Social Security, it has helped people have more options to use their accounts when they need to access information, use health insurance cards, and perform online public services for individuals on the VssID application.
In Quang Tri , as of December 5, 2024, 153/153 medical facilities have deployed health insurance medical services using chip-embedded ID cards with 537,247 successful searches of health insurance card information using ID cards, VssID and VNeID applications to serve health insurance medical procedures. Deploying electronic health books, referral papers, and re-examination appointment papers on VNeID, as of November 5, 2024, the whole province has 1,165,993 times sending data of electronic health books, referral papers, and re-examination appointment papers from health insurance medical facilities to the Vietnam Social Security system.
The provincial Social Insurance has fully implemented measures to ensure information safety and security in accordance with industry regulations. The infrastructure system is quite well equipped, security measures are strictly implemented when accessing the industry's software systems. Standardizing the network system, configuring devices, completing documents and being approved for the security level of the information system "Quang Tri Provincial Social Insurance Internal Network" according to Decision No. 2497/QD-CNTT, dated September 30, 2024 of Vietnam Social Insurance.
Identifying digital transformation as an inevitable and mandatory requirement to fundamentally innovate the industry's operating methods, contributing to the successful construction of a digital government, in the coming time, on the basis of the available information technology infrastructure, the Social Insurance industry will continue to focus, prioritize resources, and resolutely promote the implementation of digital transformation activities in each field of work.
Continue to deploy electronic connection of 2 groups of administrative procedures, guide, monitor, support, inspect, and urge Social Insurance of districts and towns to ensure effective and practical implementation, receive and process complete, timely, and correct records. Coordinate with the Department of Health to direct medical facilities (including medical facilities not covered by health insurance) to implement data connection to ensure data updates for electronic health records in accordance with the motto "correct, sufficient, clean, alive".
Further strengthen communication work with diverse, rich and regular forms, suitable for each target group, aiming at all citizens to grasp and understand the use of online public services in the fields of social insurance, health insurance and unemployment insurance.
