Developing digital government, linking the digital transformation process with administrative reform has helped Ha Tinh improve the quality, effectiveness and efficiency of state management and provision of public services by authorities at all levels, bringing benefits to management agencies, people and the whole society, while at the same time, making an important contribution to improving the investment and business environment, promoting investment attraction and developing economic sectors.

Creating a foundation to promote the administrative reform process in general and digital transformation in particular, Ha Tinh has upgraded and completed the technical infrastructure to ensure the application of information technology within state agencies, developed applications and digital utility services, increased human resources, and aimed at building a modern, professional, effective and efficient administration.

At the Provincial Public Administration Service Center - the place to receive and process administrative procedures (TTHC) for people and businesses (DN) in the past time, the focus has been on investing and upgrading facilities, especially digital equipment to support people. At the same time, synchronously connecting the province's public service portal database with specialized data systems and connecting with the National Public Service Portal to serve people and businesses to submit documents online, and State management agencies to check and verify in handling TTHC.

Mr. Hoang Tung Phong - Deputy Director of the Provincial Public Administration Service Center assessed: "Thanks to the strong implementation of digital transformation, it has contributed to reducing the number of documents submitted directly by people and businesses, and significantly increasing the number of documents submitted online. When submitting documents online, people will have more careful and complete preparation through instructions on the online environment. The staff also reduces the time working directly with people, creating more time to more closely control the quality of input documents."

The rate of applications submitted via Ha Tinh's online public services on the National Public Service Portal as of October 4 was nearly 72%.

Up to now, Ha Tinh has had 500 administrative procedures at 3 levels deployed with full online public services and 1,022 administrative procedures deployed with partial online public services. Synchronous infrastructure along with effective propaganda and mobilization work has resulted in the rate of online application submission in the whole province being 72%, of which full online application has reached 74.02%.

Along with online public services, digital transformation activities in State agencies have also seen many changes and remarkable progress. Up to now, the rate of electronic document exchange between provincial and district-level agencies has reached 100% and between commune-level People's Committees and provincial and district-level agencies has reached 99%. Digital signatures are regularly applied from provincial to commune levels. Up to now, the rate of digital signature application in electronic transactions and sending and receiving electronic documents of provincial and district-level State agencies has reached 100%. 100% of departments, branches, sectors, district-level People's Committees and commune-level People's Committees have electronic information portals/pages, information is continuously and effectively updated.

The online meeting infrastructure system is synchronized from the provincial to the communal level. Strong movements in digital transformation in the activities of state agencies have contributed to improving the effectiveness of leadership, direction, inspection and supervision of the heads of Party committees and authorities and the performance of public duties by cadres, civil servants and public employees.

Commune-level information portals in Thach Ha are regularly updated with data for people to grasp.

Thach Ha is a locality with a strong breakthrough in administrative reform rankings, from 7th place in 2021 to 2nd place in 2022. This result is the result of great efforts of the entire district political system, in which the leadership, urging, inspection and supervision role of the leader is promoted through digital transformation activities.

Ms. Nguyen Thi Lien - Chief of Office of People's Council - People's Committee of Thach Ha district said: "Through the system of monitoring the performance of tasks of departments and offices daily and weekly, district leaders will review and evaluate the progress of tasks and work content and seriously and resolutely discipline units, departments and individuals who have not performed effectively and have not ensured progress. At the same time, difficulties and problems will be quickly grasped and directed to be resolved, not allowing bottlenecks to form."

All departments and branches apply a system for managing documents, work records and executive direction.

At the provincial level, the system of document management, work records and direction and operation on the network environment is also effectively exploited by departments, branches and localities in the area, clearly identifying people, work and progress, improving awareness, spirit and responsibility for civil servants and public employees in performing public duties. Moreover, with a fairly synchronous technology infrastructure platform and a specialized data system that is built and updated regularly, information, figures and data in each field are updated, statistically and reported accurately every day and every week, helping the leadership and direction of Party committees and authorities to be synchronous, focused, key and close to reality.

Localities arrange forces to support people in submitting public service applications online.

Digital transformation is also the driving force for the formation of initiatives and models in administrative reform. Since 2021, there have been more than 80 initiatives on administrative reform widely applied throughout the province, most of which are related to the application of digital transformation to create utilities to serve more effectively the leadership and direction of leaders and the reception and processing of administrative procedures of officials and civil servants. Typical examples include: Innovating the posting of announcement decisions, lists and internal procedures of administrative procedures using QR codes along with posting paper copies at one-stop shops at all levels in the province; applying the mail merge utility in MS Word to print work permits; establishing support points, consulting on registration and providing instructions on using accounts on the National Public Service Portal; applying virtual assistants in searching for administrative procedures; Build and integrate an information system to receive people's feedback and suggestions into the commune's electronic information page, share QR codes to connect to the system via Zalo....

In reality, the movements towards digital transformation in the government system have brought about clear efficiency, better service, and more convenience for people and businesses, contributing significantly to improving the investment and business environment, and promoting investment attraction.

Department of Transport officers issue and renew driver's licenses online for people.

With a synchronized data system, in May 2023, the Department of Transport officially implemented the online issuance and renewal of driver's licenses. With just a smartphone or personal computer, people can issue and renew their vehicle licenses right at home. Mr. Phan Xuan Hoai (Phu Gia commune, Huong Khe) shared: "The driver's license is due for renewal, but I teach far away, so going back to the city to renew it takes a lot of time. Luckily, there are instructions for online renewal at the right time, so I can carry out the renewal steps right on the spot, which is extremely convenient." It is known that since its implementation, the whole province has issued and renewed driver's licenses online for over 2,300 cases. Ha Tinh is one of the top 3 localities in the country in terms of the number of online driver's license renewals.

In Hung Tri Ward (Ky Anh Town), instead of waiting until the day of receiving people to reflect on recommendations and proposals related to the settlement of administrative procedures, people can now immediately send their opinions via QR codes posted at the one-stop transaction department. Mr. Nguyen Dinh Tai - Chairman of Hung Tri Ward People's Committee said: "The application of QR codes in surveys and measuring the satisfaction of organizations and individuals who come to resolve administrative procedures at the reception and return of results department helps people a lot. When people see difficulties, problems or dissatisfaction in the reception and settlement of administrative procedures, people can reflect immediately, without having to make an appointment or wait to meet the ward leaders to reflect directly. Moreover, through the people's assessment, the leaders also grasp the spirit and working attitude of the team of cadres and civil servants".

In addition, many agencies and units have deployed online payment services for public service fees and charges through a number of banks with branches in the province. A number of online payment services are being deployed, integrated and connected to expand online payment for multiple services and products, creating favorable conditions for people and businesses in handling administrative procedures... In particular, businesses enjoy many benefits when State agencies deploy electronic invoices and allow tax obligations to be fulfilled on electronic applications.

In addition to the achieved results, the construction of digital government according to Resolution No. 05-NQ/TU of the Provincial Party Committee on focusing on leadership and direction of digital transformation in Ha Tinh province for the period of 2021-2025, with a vision to 2030, is facing many difficulties. That is, the development of a comprehensive database of sectors and the formation of a large provincial data warehouse is still slow, affecting the efficiency of exploiting and managing information and data in implementing socio-economic development goals. The quantity and quality of information technology specialists in sectors and localities are still lacking and weak, failing to meet the requirements of current digital transformation work, as well as medium and long-term goals. In particular, the capacity to receive and apply IT of people and businesses is still limited, so the team of cadres and civil servants in sectors and localities are having to hold hands, show work, and even do it for them in administrative procedures transactions via the network environment. Ms. Nguyen Le Thuy Hang - Deputy Director of the Ha Tinh City Public Administration Center said: "Although the level of information technology of the people has been somewhat improved, in general, it is still at a low level, while the online public service platform is still quite complicated. It is not easy for people to submit their applications online, leading to people being hesitant and some people still maintaining the habit of direct transactions."

Evaluating the process of building a digital government, Mr. Duong Van Tuan - Deputy Director of the Department of Information and Communications affirmed: "Innovation in the activities of state agencies in recent times has achieved many remarkable results, bringing many benefits to both management and executive agencies and people and businesses. However, to realize the goals and tasks according to Resolution 05 of the Provincial Party Committee, building a professional, modern, effective and efficient administration, there is still a long way to go and requires the synchronous participation and high determination of the entire political system and the entire population. In particular, the heads of Party agencies, government, Fatherland Front, socio-political organizations at all levels must take primary responsibility for the results of digital transformation activities according to their assigned functions, tasks and authorities".
