Mr. Trinh Viet Hung was appointed to hold the position of Secretary of Lao Cai Provincial Party Committee.

On the morning of September 29, at the Lao Cai Provincial Conference Center ( Yen Bai ward), the Lao Cai Provincial Party Committee opened its first Congress for the 2025-2030 term with the participation of 440 official delegates representing over 119,000 party members in the entire Party Committee.

This is the first Congress after the merger of the two provinces of Lao Cai (old) and Yen Bai; demonstrating the will, belief and aspirations of over 1.7 million ethnic people in Lao Cai province.

Attending the congress were comrades: Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Le Hoai Trung, Secretary of the Party Central Committee, Acting Minister of Foreign Affairs; former Standing Member of the Party Central Committee Secretariat Tran Quoc Vuong; former Vice Chairman of the National Assembly Phung Quoc Hien; representatives of leaders and former leaders of ministries, departments and branches of the Central Government; representatives of Tuyen Quang, Thai Nguyen, Lai Chau, Khanh Hoa provinces; former leaders of Lao Cai and Yen Bai provinces through the periods.

Opening the Congress, Secretary of the Provincial Party Committee, Chairman of the Lao Cai Provincial People's Council Trinh Xuan Truong affirmed that in the 2020-2025 term, in the context of many difficulties and challenges, the Party Committee, government and people of all ethnic groups in Lao Cai and Yen Bai provinces have been maximizing their internal strength; proactively and flexibly mobilizing and taking advantage of all resources for socio-economic development, consolidating national defense and security, strengthening foreign relations, and building the homeland to achieve many important achievements in all fields.

With the motto "Solidarity-Democracy-Discipline-Creativity-Development", the Party Committee, government and people of all ethnic groups in Lao Cai province are determined to successfully implement the goal of "Building a clean and strong Party and political system in all aspects; creating a breakthrough in building Lao Cai province into a growth pole, a center for international economic trade connections, developing in a green, harmonious, unique and happy direction"...

At the opening session, Mr. Phan Thang An, Deputy Head of the Central Organizing Committee, announced the Politburo's decisions to appoint members of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of Lao Cai Provincial Party Committee for the 2025-2030 term.

The Politburo assigned and appointed Mr. Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Thai Nguyen Provincial Party Committee, to join the Executive Committee, Standing Committee, holding the position of Secretary of the Lao Cai Provincial Party Committee for the 2025-2030 term; assigned and appointed Mr. Trinh Xuan Truong, Secretary of the Lao Cai Provincial Party Committee, to join the Executive Committee, Standing Committee, holding the position of Secretary of the Thai Nguyen Provincial Party Committee for the 2025-2030 term.

Mr. Trinh Viet Hung, 48 years old, from Hai Duong, is an alternate member of the 13th Party Central Committee; political theory level: Senior; professional level: Doctor of Business Administration, Master of Agriculture, Land Management Engineer.

Mr. Trinh Viet Hung worked in Thai Nguyen for many years, holding the positions of Chief of Office of the Provincial People's Committee, Secretary of Dong Hy District Party Committee, and Permanent Vice Chairman of the Provincial People's Committee.

Since December 2020, Mr. Trinh Viet Hung has held the position of Chairman of the Provincial People's Committee. In July 2024, he was elected as Secretary of the Thai Nguyen Provincial Party Committee. In June 2025, after Thai Nguyen merged with Bac Kan, the Politburo appointed comrade Trinh Viet Hung to continue as Secretary of the Thai Nguyen Provincial Party Committee.

According to the announced Decision, the Lao Cai Provincial Party Executive Committee, term I, 2025-2030, consists of 65 comrades; the Standing Committee consists of 17 members. The appointed Deputy Secretaries of the Lao Cai Provincial Party Committee for the term 2025-2030 include comrades Hoang Giang, Tran Huy Tuan, Nguyen Tuan Anh and Giang Thi Dung.

On behalf of the Politburo, Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, presented decisions to the comrades assigned and appointed by the Politburo.

Speaking at the Congress, Mr. Le Hoai Trung, Acting Minister of Foreign Affairs, acknowledged and commended the efforts and achievements of the Party Committee, government and people of Lao Cai province in the past term; at the same time, highly appreciated the preparations for the Congress, and presented a strategic vision with 17 key projects.

Mr. Le Hoai Trung noted that the Lao Cai Provincial Party Committee needs to deeply understand the special strategic position of Lao Cai - a borderland, a solid "fence" of the Fatherland, and at the same time an international trade gateway on the Kunming-Lao Cai-Hanoi-Hai Phong economic corridor to always put the province's development in the common development of the region and the whole country; urgently establish a new growth model, restructure economic sectors based on science and technology, innovation, digital transformation to create a breakthrough strong enough for Lao Cai to achieve the double-digit development target...

The political report of Lao Cai province presented at the Congress showed that the local economy continued to grow and had many improvements. The average GRDP growth rate in the 2020-2025 period reached 6.92%/year; the economic scale reached nearly 143 trillion VND, 1.63 times higher than in 2020.

The province's new rural construction has achieved many important results. After the merger, Lao Cai has 37/89 communes meeting new rural standards.

Tourism has grown rapidly. By 2025, it is expected to welcome over 10 million visitors, with revenue from tourism services estimated at VND 46,455 billion; the poverty reduction rate in the province is on average 4% per year (the remaining poverty rate in the province is 5.71%).

National defense and security were maintained, politics were stable, social order and safety were ensured; foreign relations and international integration were effectively implemented./.
