Speaking at the opening of the Congress, Provincial Party Secretary Trinh Xuan Truong emphasized: The 1st Congress of the Provincial Party Committee is very important, aiming to objectively and comprehensively assess the achieved results, along with the shortcomings, limitations, causes, and lessons learned in implementing the Resolution of the Congress for the 2020-2025 term; determine the directions, goals, tasks, and development solutions of the Provincial Party Committee in the next 5 and 10 years. At the same time, review the activities of the Provincial Party Committee Executive Committee for the 2020-2025 term; discuss the documents of the 14th Party Congress and especially give opinions on 17 key projects of the Lao Cai Provincial Party Committee Executive Committee, term I, term 2025-2030.

Presenting the Political Report at the Congress, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Huy Tuan said that implementing the Resolution of the Congress for the 2020 - 2025 term, Lao Cai has made many innovations, gradually becoming a growth pole, a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region of China, affirming its position as a developed province of the Northern Midlands and Mountains; rising to become a fairly developed province of the Region with the goal of "green, harmonious, unique, happy" development.

Lao Cai's economy has developed quite comprehensively, implementing three strategic breakthroughs, restructuring the economy associated with growth model innovation with positive results. At the Congress, delegates heard the announcement of the Politburo's and the Secretariat's decisions on appointing the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Provincial Party Secretary, and the Deputy Secretary of the Lao Cai Provincial Party Committee for the 2025-2030 term; and on appointing delegates to attend the 14th National Congress of the Party.
