Striving to start construction of Can Tho 2 bridge with capital of 28,500 billion VND in 2027

This is one of the important instructions of the leaders of the Ministry of Construction on the process of preparing the Pre-Feasibility Study Report for the Investment Project to build Can Tho 2 Bridge and the approach roads at both ends of the bridge.

The Ministry of Construction has just issued Notice No. 374/TB-BXD announcing the conclusion of Deputy Minister Pham Minh Ha at the meeting on the Pre-Feasibility Study Report of the Investment Project to build Can Tho 2 Bridge and the approach roads at both ends of the bridge.

Accordingly, Deputy Minister Pham Minh Ha assigned the My Thuan Project Management Board to direct the Consultant to fully absorb the opinions of the units and experts attending the meeting to complete the project dossier.

Regarding the scope, the leaders of the Ministry of Construction requested to study and carefully analyze the economic and technical indicators as a basis for proposing a connection plan with the My Thuan - Can Tho expressway to ensure convenient traffic organization, prioritize vehicles traveling on the expressway, in accordance with the design traffic volume, minimize occupied area, site clearance volume, etc.; at the same time, study and propose necessary procedures to be implemented to ensure implementation in accordance with the planning (including national and local planning), avoid overlap with ongoing projects and make the most of invested items, avoid waste.

Regarding the investment plan, the leaders of the Ministry of Construction agreed on the plan to build the Can Tho 2 expressway bridge in combination with the Hau River overpass project of the Ho Chi Minh City - Can Tho railway line (saving about 5,000 billion VND).

The process of completing the dossier needs to clarify the investment phase plan for railway project items as a basis for preliminary calculation of total investment.

For the main bridge of Can Tho 2 bridge, the leaders of the Ministry of Construction agreed to invest in a scale of 6 lanes, design speed of 100 km/h, lane width of 3.75 m; no emergency lane on the main bridge to save investment costs; clearance for navigation is similar to the existing Can Tho bridge.

The leaders of the Ministry of Construction also agreed to choose a cable-stayed bridge structure with an expected main span length of 450 m, expected span diagram (210 + 450 + 210) m, steel truss structure.

Regarding the longitudinal alignment, the leaders of the Ministry of Construction agreed that the approach road on the Vinh Long side should be low to save on construction investment costs; the approach road on the Can Tho side should be high to enhance people's connectivity; ensure traffic safety; meet the needs of urban development, industrial parks, ports and exploit land funds on both sides of the road.

Regarding implementation progress, the Ministry of Construction plans to start the Can Tho 2 Bridge Construction Investment Project and the approach roads at both ends of the bridge in 2027 and complete the entire project and put it into operation after 5 years.

“This is a large-scale project with complex technical requirements, implemented for the first time in Vietnam, so the My Thuan Project Management Board in coordination with the Railway Project Management Board proactively consulted with foreign consulting units that have experience in the structure of large-span cable-stayed bridges with combined roads and railways,” Deputy Minister Pham Minh Ha noted.

Previously, the My Thuan Project Management Board submitted a request to the Ministry of Construction to review and appraise the Pre-Feasibility Study Report for the Can Tho 2 Bridge Construction Investment Project and the approach roads at both ends of the bridge.

According to the proposal, the Can Tho 2 Bridge Construction Investment Project and the approach roads at both ends of the bridge have the starting point connecting with Cha Va intersection, which is the end point of the My Thuan - Can Tho Expressway Project on the Vinh Long side (about Km129+177 - CT01); the end point connecting with IC2 intersection (intersection with the National Highway 91 - Nam Song Hau connecting road) and is the starting point of the Can Tho - Hau Giang - Ca Mau Expressway Project (about Km146+377 - CT01).

The total length of the Project study is about 17.2 km, of which the approach road and bridge on the Vinh Long side is about 11.9 km long (in the territory of Binh Minh ward, Cai Von ward, Dong Thanh ward); the main bridge is about 1.1 km long; the approach bridge and overpass on the Can Tho side is 4.2 km long (Hung Phu ward).

The project includes the construction of Can Tho 2 bridge across the main channel of Hau river (total navigation width of 300 m, of which the main channel is 110 m x 40 m and the two side channels are 95 m x 31 m from water level H5%), the main span is expected to be a cable-stayed bridge; the approach road (including a number of medium and small bridges on the route) is designed with geometric elements (plan, longitudinal profile) meeting the standards of a class 100 highway.

In this submission, My Thuan Project Management Board still proposed 2 options for implementing the Can Tho 2 Bridge Construction Investment Project and the approach roads at both ends of the bridge.

Specifically, option I: Construction of a highway bridge and independent railway has a preliminary total investment of VND 24,265 billion, of which construction and equipment costs are VND 16,817 billion; project management, consulting and other costs are VND 1,682 billion; contingency costs are VND 3,098 billion; compensation, support and resettlement costs are VND 2,668 billion.

Option II: Construction of a combined road and railway bridge has a preliminary total investment of VND 28,455 billion, of which construction and equipment costs are VND 19,646 billion; project management, consulting and other costs are VND 1,965 billion; contingency costs are VND 3,739 billion; compensation, support and resettlement costs are VND 3,225 billion.

My Thuan Project Management Board proposed to use State budget capital to invest in the Project with the expected implementation time of starting construction in 2026 and basically completing in 2030.

The Can Tho 2 Bridge construction investment project is a connecting section of the My Thuan - Can Tho and Can Tho - Ca Mau expressways, part of the North - South expressway system in the East and is one of two longitudinal routes in the Mekong Delta region.

This is also the route connecting the two horizontal highways Chau Doc - Can Tho - Soc Trang and Ha Tien - Rach Gia - Bac Lieu. The investment in the construction of the new Can Tho 2 bridge contributes to completing the traffic network in the region, connecting economic centers, new urban areas and traffic hubs (airports, river ports, seaports...) in provinces and cities such as Vinh Long, Can Tho and Ca Mau.

At the same time, the project also contributes to reducing traffic congestion on National Highway 1, ensuring traffic safety in the area, creating conditions to promote economic, cultural and social development and ensuring national security and defense in the southwestern region in particular and the whole country in general.

In addition, the Can Tho 2 Bridge Construction Investment Project is the final piece of the North-South Expressway in the East of the Mekong Delta region (connecting the My Thuan - Can Tho Expressway and the Can Tho - Ca Mau Expressway), which is an expressway that plays the role of the national backbone system, ensuring the continuous, high-speed transport of goods and passengers in large volumes.
