Competition duration: 120 days and nights from March 1, 2024 to June 30, 2024. Competition theme "Year 1: Fastest progress; Best quality; Safest - Most economical; Most creative; Best care for life".
The purpose is to create a vibrant atmosphere, encourage and motivate union members, workers and employees at project sites to promote initiatives, creativity, technical innovation, improve labor productivity and management efficiency, contribute to speeding up construction progress, ensuring the quality of projects; regularly care for and look after the lives of workers at construction sites.
Accordingly, union members, cadres, engineers, workers in units and enterprises that are directly managing, supervising, organizing construction and serving on construction sites will compete to innovate, improve the effectiveness of project management, rationally use human resources, labor efficiency, working time, promote the capacity and strengths of the team of engineers and workers on construction sites; compete to apply science , technology, management solutions to improve the efficiency of using equipment, means, labor tools, production; save raw materials, reduce costs and construction prices; compete to promote initiatives, technical improvements, enhance on-site training to improve skills and expertise, contributing to improving labor productivity for workers directly on construction sites.
Compete to implement well the solutions to ensure technical requirements for construction, build a safe working environment, minimize risks in construction; compete to save, fight waste at construction sites and regularly check and supervise the practice of saving, fight waste during construction.
For union members, cadres, civil servants and public employees in state management agencies of the Central and localities related to the Project, there will be emulation to improve the quality and effectiveness of consulting work on contents related to mechanisms, policies, regulations on site clearance procedures, design, appraisal, approval, supervision, inspection and settlement of projects; emulation to reform administrative procedures, reduce inconvenience and difficulties for contractors participating in project implementation; speed up the progress of submitting and approving documents related to project implementation, especially in site clearance work in localities where the project passes through; emulation to practice thrift and combat waste in management and use of state capital and assets; publicize and transparently inform about new mechanisms and regulations related to the implementation of works and projects; compete to effectively carry out the campaign "Cadres, civil servants and public employees say no to negativity" launched by the Vietnam General Confederation of Labor .
The Vietnam General Confederation of Labor will coordinate with EVN to deploy the Plan and select a suitable location to organize the emulation launch at the construction site in February 2024; assign the Vietnam Electricity Trade Union as the standing unit of the emulation movement and advise on organizing the emulation launch ceremony.
At the same time, mobilize union members, workers, civil servants, and laborers inside and outside the electricity industry to respond and participate in emulation movements launched at construction sites and projects; trade unions at all levels regularly care for, look after, visit, and encourage workers working at the project site.
The Labor Federations of the provinces (Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen) proactively reported to the Party Committees, coordinated with the authorities at the same level to launch emulation movements, mobilized cadres, civil servants, and public employees to compete to perform well in site clearance to serve the Project in the locality; mobilized the masses to support and assist construction activities at construction sites; regularly cared for, encouraged, promptly visited and had the best care and support policies for union members at construction sites, especially union members in difficult circumstances, union members who were sick, had work-related accidents, etc.
Vietnam Civil Servants' Trade Union, sectoral trade unions (industry and trade, construction, agriculture and rural development, transport) mobilized cadres and civil servants of ministries, sectors, and local civil servant trade unions (relevant) to respond and implement emulation contents with specific products.
Vietnam Electricity Group coordinates with the Vietnam General Confederation of Labor to deploy the contents of the Plan and organize the Emulation Launch Ceremony at the construction site; mobilize union members, cadres, civil servants, public employees and workers of the electricity industry, units, enterprises, contractors undertaking construction on works and projects to actively respond and participate in the launched emulation contents with the highest political determination; organize working delegations to encourage, care for, and visit union members and workers at project construction sites.
At the same time, mobilize contractors to organize and respond to emulation contents according to the Plan; launch short-term emulation, peak day-night campaigns to complete and exceed targets and progress of projects with specific targets for each item, have a mechanism to reward and promptly encourage collectives and individuals with many initiatives and solutions that contribute to saving costs, bringing direct benefits to the projects; support and create conditions in terms of time, location, and funding to organize the Emulation Launch Ceremony.
Contractors and related units organized a signing ceremony to commit to responding to the emulation movement launched by the Vietnam General Confederation of Labor in coordination with the Vietnam Electricity Group; coordinated with the grassroots trade union to mobilize union members, officials, workers and civil servants to respond to the emulation movement to ensure safety, progress and quality of the project.
