Promoting the effectiveness of Cua Dat irrigation works to serve production and people's lives during the rainy and stormy season

Cua Dat Irrigation Project (CTTL) is a large project to exploit Chu River water resources to serve the socio -economic development of Thanh Hoa province. The reservoir has a basin area of ​​5,938 km ² , of which Thanh Hoa is 593 km ² ; the total capacity of the reservoir is 1.45 billion m ³ of water.

Up to this point, Cua Dat Lake is the second largest in the country (after Dau Tieng Lake), with the following tasks: reducing floods with a frequency of 0.6%, ensuring the water level at Xuan Khanh does not exceed the elevation of +13.71m (historic flood in 1962); supplying water for industry and daily life with a flow of 7,715 m ³ /s combined with power generation with an installed capacity of N = 112 MW; supplementing water in the dry season for downstream to push back salinity, improving the ecological environment with a flow of Q = 30.42 m ³ /s.

On February 7, 2017, the Prime Minister signed Decision No. 166/QD-TTg to include Cua Dat Irrigation Project in the list of important projects related to national security; Decision No. 124/QD-TTg dated January 24, 2019 promulgating the list of Cua Dat irrigation dams and reservoirs as especially important dams and reservoirs. The project's beneficiary area is located in 11 districts, towns and cities of Thanh Hoa province, with a total natural area of ​​about 365,182 hectares.

In recent times, Cua Dat Hydropower Plant has effectively served irrigation and drought prevention for more than 86 thousand hectares of crops; cut off floods on Chu River; provided water for industrial production and daily life... However, Cua Dat Lake has a large basin, the main water source is from the mountains of Laos and 2 provinces: Thanh Hoa, Nghe An, combined with a steep riverbed, so floodwater flows in very quickly.

In order for Cua Dat Irrigation Exploitation Company to be safe and effectively serve production and people's lives during the rainy and stormy season of 2024, creating a stable source of irrigation water for 86,862 hectares of cultivated land, in recent months, the Ministry of Agriculture and Rural Development, the People's Committee of Thanh Hoa province, the Provincial Steering Committee for Natural Disaster Prevention and Control (PCTT), Search and Rescue (TKCN) and Civil Defense (PTDS) have directed Cua Dat Irrigation Exploitation Company Limited to proactively carry out preparations for flood and storm prevention and control (PCLB), and mitigate natural disasters according to the "4 on-site" motto. The operation of Cua Dat reservoir reduces floods safely during the flood season and stores water to ensure service for production and people's lives.

The Steering Committee for Disaster Prevention and Control of Cua Dat Irrigation System has assigned specific responsibilities to each member, regularly patrolling and monitoring the progress of the project to detect incidents; proactively checking, repairing and maintaining project items, equipment and machinery to ensure safe operation. Coordinate with relevant units to monitor and observe the hydrology of Cua Dat basin and Thuong Xuan district to have monitoring data, calculate reasonable regulation and operation plans.

The Steering Committee for PCTT-TKCN of Cua Dat Irrigation System has set out a number of bad situations that may occur during the rainy and stormy season for the items. For each of these CT items, the committee has prepared enough reserve materials, vehicles, human resources... to mobilize according to the "4 on-site" plan to handle incidents from the first hour.

For example, the situation that can happen to a concrete-faced rock dam: the concrete face is cracked, the joints are displaced, the water barrier is broken, water seeps through the dam body to the downstream. The initial solution to the problem is to use waterproof fabric to cover the entire cracked dam face, the connection of the fabric panels is done on the top of the dam and the winch is used to lower it down along the dam roof, the lower edge of the fabric is anchored with some rocks to facilitate spreading the waterproof fabric in the water. Then, place sacks of soil and sand on top. According to our survey, at the main dam, downstream of the main dam and the spillway, thousands of sacks and 13,000 ^m3 of rubble have been prepared, with specific plans for human resources and means, proactively handling the problem.

Reserve materials for flood and storm prevention are gathered at Cua Dat irrigation project area.

According to the calculations of consulting units, the water level of Cua Dat lake reaches +105m (alarm I), +110.5m (alarm II), +115m (alarm III), a special alarm level occurs when the water level of the lake reaches over +115m. The Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense (PTDS) of Thanh Hoa province has deployed a plan to ensure the safety of Cua Dat reservoir, a plan to prevent and control floods in the downstream area of ​​Cua Dat. Identify and predict flash flood routes and flood scope; propose specific plans to protect, prevent and mitigate damage to residential areas, economic, security and defense facilities; develop a plan to quickly and thoroughly evacuate residents in the area to a safe place.

The Provincial Steering Committee for Flood and Storm Prevention and Control regularly monitors the development of floods and storms, decides on a regulation plan, and issues orders to operate the reservoir according to regulations; when the water level of Cua Dat reservoir reaches +110m, the flood flow to the reservoir is large, Cua Dat reservoir must operate to discharge flood. Check and supervise the implementation of the reservoir operation order; direct the implementation of flood response measures and handle situations affecting the safety of people in the downstream area. The affected area includes the districts of Thuong Xuan, Tho Xuan, Trieu Son, Thieu Hoa, Dong Son, and Thanh Hoa city. The downstream districts and cities have added plans to respond to emergency situations of Cua Dat reservoir to proactively handle incidents when they occur, promoting the effectiveness of the project to serve production and people's lives during the rainy and stormy season.
