Achievements in the 2020-2025 term create momentum for a historic turning point
Implementing the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress for the 2020-2025 term, with high political determination, drastic, flexible and creative actions, the Party Committees, authorities and people of the three provinces of Phu Tho, Vinh Phuc and Hoa Binh have achieved many important and comprehensive results in many fields.
Phu Tho province (old), the average economic growth rate reached 8.2% (the 2015 - 2020 term reached 7.86%). The economic scale exceeded 100 trillion VND in 2024, expected to reach 118 trillion VND in 2025 (1.6 times higher than in 2020), GRDP per capita reached 75.9 million VND (1.5 times higher than in 2020). All economic sectors in the province have developed, efficiency has been improved, growth quality has gradually shifted from breadth to depth. Party building and political system building have had many positive changes. The fields of culture, society, health, and education have seen many improvements.
Vinh Phuc province, with the goal of becoming a developed industrial province, one of the industrial, service and tourism centers of the region and the whole country, since 2020, has focused on innovating the economic growth model, focusing on increasing labor productivity based on science and technology; promoting the application of achievements of the Fourth Industrial Revolution in production, business and social management. Promoting the improvement of the investment environment, attracting high-tech industrial investment projects, removing bottlenecks and bottlenecks in economic development, proposing many specific mechanisms and policies, Vinh Phuc province has made a breakthrough in encouraging enterprises to research and develop, forming production capacity, making breakthroughs in productivity, product quality and promoting socio-economic development. As one of the provinces with large contributions to the central budget, the province is in the top group in GRDP per capita and budget revenue. On average, in the 5-year period of 2021 - 2025, the growth rate of the province's gross domestic product (GRDP) increased by 7.5%/year, higher than the average growth rate of the previous 5 years (7.0%/year). The GRDP value at current prices of the province increased from 124 trillion VND in 2020 to about 190 trillion VND in 2025 (an increase of 1.53 times); the average GRDP value per capita reached about 153 million VND/person in 2025. The work of building and rectifying the Party and consolidating the political system created a solid foundation for the province to continue developing in the next period.
Hoa Binh province is always innovative in thinking and doing, making the most of the province's advantages and potentials, striving to overcome difficulties and challenges, being proactive, creative and determined in management. In the period of 2021 - 2025, the average annual GRDP growth rate will reach 6.68%, by the end of 2024, the average GRDP per capita will reach 81 million VND. Investment in socio-economic infrastructure is focused. The fields of culture, society, education and health have made much progress; social security is guaranteed. Party building and political system building have achieved important results; the leadership capacity and fighting strength of grassroots party organizations have been enhanced. The solidarity, unity and synchronous coordination between the Party Committee, the government, the Vietnam Fatherland Front and socio-political organizations have been promoted.
It can be affirmed that in the 2020 - 2025 term, the Party Committee, government and people of the three provinces before the merger and the new Phu Tho province have promoted the tradition of solidarity and unity, always closely followed and strictly complied with the leadership and direction of the Party Central Committee, the Politburo, the Secretariat, the National Assembly and the Government; correctly identified the breakthroughs and key tasks to implement the Resolution of the 13th National Congress of the Party, the Resolution of the Provincial Party Congress for the 2020 - 2025 term; issued many appropriate mechanisms and policies to exploit and promote potentials and advantages; proactively and creatively implemented synchronously and comprehensively the tasks,... achieved many important results, basically completing the targets set by the Congress.
Immediately after the merger, the Phu Tho Provincial Party Committee has shown high political determination to effectively complete a huge amount of work in accordance with the Central's orientation, creating a joyful, exciting atmosphere and trust in the Party Committee and people in the province. The province promptly issued documents to operate the apparatus effectively. Arranged enough key personnel at all levels according to regulations. The apparatus at all levels operated in a connected and synchronous manner. Leaders of the affiliated Party Committees organized to complete the congress for the 2025 - 2030 term the earliest in the country. In the first 9 months of 2025, the gross domestic product (GRDP) growth rate reached 10%; state budget revenue reached 42 trillion VND, equal to 103.9% of the Central's assigned estimate, equal to 93.2% of the Provincial People's Council's assigned estimate. Many large and key projects were started and inaugurated. The economic structure has shifted towards modernization, the investment and business environment has been improved, and economic sectors have developed. The appearance from urban to rural areas has improved a lot. The quality of education and training has continued to be improved; many new jobs have been created; medical services and health care for the people have been focused on; social security and social welfare have been ensured, the poverty rate has decreased rapidly. National defense and security have been consolidated and maintained, international cooperation activities have been enhanced. The income and living standards of the people, especially those of ethnic minorities, people in remote areas, and areas with difficult socio-economic conditions, have been significantly improved. The program of eliminating temporary houses and dilapidated houses has been completed... Being one of the first localities in the country to complete the criteria to ensure the effective operation of the Commune-level Public Administration Center.
After nearly 40 years of implementing the renovation process, the Party Committee, government and people of the three former provinces and Phu Tho province after the merger have achieved great and comprehensive achievements. The work of building the Party and the political system has always been given priority, improving leadership capacity and political mettle. The political system from the province to the grassroots has been streamlined; pioneering in industrialization and modernization. The private economy and the economy with foreign investment capital have developed strongly, many large corporations in the world have invested in the province. The growth model has been strongly shifted from breadth to depth, from traditional industrial production to high-tech processing and manufacturing. Essential infrastructure has been upgraded in a synchronous and modern direction. Culture, education, health, science and technology have made many outstanding advances. Social security has been ensured, people's lives have been constantly improved. National defense and security have been consolidated, international cooperation has been increasingly expanded. People's trust in the Party is built.
From the practical leadership work in the past term, the Phu Tho Provincial Party Committee has assessed and clarified the causes of limitations and shortcomings and drawn 5 lessons, which are: 1 - Focus on doing well the work of Party building and rectification; regularly innovate and improve the leadership capacity and fighting strength of Party committees. Well implement the principles of democratic centralism, self-criticism and criticism. Build and train a contingent of cadres and Party members, especially the heads of Party committees and authorities at all levels to uphold the vanguard and exemplary spirit, with sufficient political mettle, qualities, capacity and prestige, to meet the requirements and tasks. Promote the strength of the political system and the consensus of the people. Strictly comply with and promptly concretize the Party's policies and guidelines and the State's laws in accordance with local realities; 2 - Ensure solidarity and unity within the Party Committee and the political system; expand and promote democracy along with strengthening discipline and order. Improve the capacity and effectiveness of management and administration of authorities at all levels; closely combine the inspection, supervision and monitoring work of Party agencies, authorities and People's Councils at all levels; effectively promote the role of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations; 3 - In leadership work, it is necessary to clearly define goals, have high political determination, be resolute, flexible and creative; set out directions and high goals to strive for, tasks and solutions need to have a long-term and comprehensive vision; focus on summarizing practices, replicating typical examples and new factors; ensure maintaining political stability, creating a favorable environment for socio-economic development; 4 - Rely on the people, promote democracy, proactiveness and creativity of the people, respect and listen to people's opinions; must put the interests of the people first and foremost. Harmoniously combine the interests of the State, enterprises and communities; 5 - Effectively exploit potentials and strengths for development; make good use of external resources, actively integrate internationally, but must rely mainly on internal resources. Pay attention to resolving the relationship between economic growth and ecological environment protection and ensuring social security; care for the material and spiritual life of the people, especially the poor, policy beneficiaries, people in ethnic minority and mountainous areas. Link economic development with socio-cultural development, strengthen national defense and security, maintain political stability, order and social safety.
Historical milestone opens up new development space
The new Phu Tho province has an area of 9,361 km2 (ranked 15th in the country), a population of more than 4 million people (ranked 11th in the country) with 148 commune-level administrative units, including 133 communes and 15 wards. GRDP ranks 6th in the country and first in the Northern Midlands and Mountains region. The merger was implemented synchronously, ensuring stability, maintaining security and order, and not disrupting people's lives. The province's functional agencies and units have actively prepared conditions in terms of facilities, personnel, and organizational plans to ensure good maintenance of state management activities in the newly established administrative units. The arrangement and merger of administrative units in Phu Tho province is an important milestone in the process of streamlining the organizational apparatus, improving the effectiveness and efficiency of the political system, and opening a new stage of development.
The merger and consolidation of Phu Tho, Vinh Phuc and Hoa Binh provinces is not only a merger of administrative units, but also a process of rebuilding the governance model, aiming to reduce intermediate levels, increase the speed of operation, strongly decentralize, associated with digital transformation and building digital government, towards establishing a modern, dynamic provincial-level administrative unit with enough potential to become a new growth pole in the Northern Midlands and Mountains region.
The choice of Phu Tho as the new province name and the placement of the administrative center in Viet Tri was based on science and practice, consistent with the regional development orientation, ensuring the connectivity, potential and strengths of each locality, ensuring historical, geographical, political, socio-economic and national defense and security factors. After the merger, the potential and socio-economic development position of Phu Tho will change, with a large GRDP scale compared to the whole country and leading the Northern Midlands and Mountains region. Phu Tho is also the province bordering the most localities in the country (7 localities), including the capital Hanoi, the vibrant delta region and the potential Northwest region. The combination of plains - midlands - mountains helps Phu Tho converge geographical, economic and cultural attractions, opening up a completely new development space, promoting intra-regional and inter-regional connectivity, creating a strong driving force to effectively implement socio-economic development tasks in the coming time.
The merger of three provinces into Phu Tho province opens up a historic opportunity to reshape the development space of Phu Tho province in a more modern, sustainable and competitive direction, forming a multi-center, highly integrated development model, both ensuring traditional inheritance and aiming towards a modern future, with many potentials and outstanding advantages, such as large-scale development space, located on major economic corridors of the country, accessing large consumer markets; diverse inter-regional connectivity infrastructure (high-speed roads, high-speed railways, inland waterways, near Noi Bai International Airport); rich natural ecosystem, with many rivers, lakes, many scenic spots, historical relics and famous tourist areas and spots nationwide; young population structure, abundant labor resources; a number of key industries have been formed; many new industrial parks and urban areas have been and are operating effectively,... creating a foundation for Phu Tho province to develop comprehensively.
Looking to the future, the merger of the three provinces of Phu Tho, Vinh Phuc and Hoa Binh will unite the potential, strengths and good values of the three lands rich in historical, cultural and revolutionary traditions, creating great resources to realize the goals and aspirations of self-improvement, promoting the combined strength, creating new development momentum for the entire Northern Midlands and Mountains region, connecting with regions nationwide and internationally.
On June 10, 2025, in Phu Tho, General Secretary To Lam chaired a working session with the Standing Committees of the Provincial Party Committees of Phu Tho, Vinh Phuc, and Hoa Binh provinces on the arrangement of local organizational apparatus, emphasizing: Three provinces - three distinct characteristics are gradually converging into a unified whole, blending geography, history, culture, population and economic structure. The connection between the industrial plain - historical midland - ecological mountainous area not only creates favorable conditions in terms of administrative boundaries, but also opens up opportunities to form a multi-center, highly integrated development model, both ensuring the inheritance of tradition and aiming towards a modern future. The merger is not simply an administrative decision, but a strategic shift in national governance thinking, from a fragmented development model to an integrated spatial thinking; from local units to regional linkages with a strategic vision for sustainable development, identity and common prosperity.

Determined to synchronously implement tasks, breakthroughs and solutions
The strategic vision set for the new Phu Tho province today does not stop at rearranging administrative units, but also aims to become an industrial, commercial, logistics, and tourism center of the Northern Midlands and Mountains region and the country. To achieve the above goal, the Phu Tho Provincial Party Committee has agreed on the local development viewpoint for the 2025-2030 term: 1- Building a truly clean Party and political system, "streamlined - compact - strong - effective - efficient - effective". Proactively, flexibly and creatively applying the Party's guidelines, policies and orientations in accordance with local practical conditions; setting high development goals to strive for; high political determination, unity in perception, close and drastic in action, mobilizing the entire political system to participate in order to achieve the highest set goals; 2- Taking development for stability, stability to promote rapid and sustainable development. Promote cultural and human strengths as endogenous resources and driving forces for development. Pioneer in the development of science, technology, innovation and digital transformation. Society develops harmoniously, the ecological environment is clean, the quality of life is improved comprehensively, the people have high income, are civilized and happy. Play a pivotal role in ensuring energy security, national defense, security and regional connectivity. By 2045, Phu Tho will be a centrally-run city; with a modern infrastructure system, a prosperous and prosperous society; people with a high quality of life and happiness; an advanced culture rich in identity; a clean and livable ecological environment; national defense and security are maintained, political security, order and social safety are ensured.

Administrative reform, improving the investment and business environment, focusing on reforming administrative procedures; promoting the development of science, technology, innovation and digital transformation; developing the private economy and building a startup ecosystem; 2- Focusing on developing high-quality, highly qualified human resources associated with attracting, training and employing talents. Building a team of cadres at all levels of the political system, especially key cadres who are truly exemplary, with advanced thinking and management capacity, suitable for the new organizational model and breakthrough development requirements; 3- Building a synchronous and modern socio-economic infrastructure with a focus on rapidly developing digital infrastructure, industrial park infrastructure, new urban infrastructure, tourism infrastructure, logistics infrastructure, intra-regional and inter-regional transport infrastructure.
Four main solutions: 1- Building and rectifying a clean and strong Party and political system in all aspects; 2- Developing the economy, science, technology and protecting the environment, creating a breakthrough for rapid and sustainable growth; 3- Promoting the cultural values and people of the homeland of the Vietnamese people; developing high-quality human resources; paying attention to protecting and taking care of people's health; solving employment and ensuring social security; 4- Ensuring national defense, security, order and social safety; improving the effectiveness of international cooperation activities, promoting regional development linkages
In the journey to realize the aspiration of becoming a new growth pole, a rich, prosperous and happy centrally-run city, besides many great opportunities there are challenges and difficulties, requiring the entire political system, each cadre, party member and all people to strongly promote the revolutionary spirit, love for the homeland and country, with high determination and solidarity. Strongly innovate thinking, promote endogenous strength, take advantage of the country's strong historical transformation opportunities in implementing strategic breakthroughs, key tasks of institutional improvement, infrastructure development, science, technology, innovation, digital transformation, private economic development, revolution in the organization of the political system, lean, strong, efficient, effective, and efficient...
