Covering policies to every village and hamlet
Khanh Vinh area has 5 communes (Khanh Vinh, Trung Khanh Vinh, Tay Khanh Vinh, Nam Khanh Vinh and Bac Khanh Vinh), with a total natural area of 1,167km², a population of more than 44,800 people, of which over 70% are ethnic minorities. This is also the main target group to benefit from population support policies, including Decree No. 39. In the above 5 communes, the program was implemented in 13/14 health stations, reaching 92.86%.

According to Khanh Vinh Regional Health Center, in the first 7 months of 2025, 9 poor ethnic minority women in 5 communes received support with a total budget of 18 million VND. It is expected that by the end of the year, there will be 11 more eligible beneficiaries. It is noteworthy that this year, there have been no cases of violations of commitments or withdrawal of funds. Records and procedures from the review and verification stages to budgeting, budget allocation and settlement have all been implemented in accordance with regulations, ensuring publicity and transparency. Ms. Le Thi Kim Lien - Deputy Director in charge of Khanh Vinh Regional Health Center said: "We have directed population specialists and collaborators in communes and villages to directly review, count and guide beneficiaries in completing records. The work is being carried out closely, creating the most favorable conditions for women to access policies."
Along with the support payments, the propaganda and dissemination of policies were also promoted. The contents of Decree No. 39 and the guiding documents were integrated into the population and family planning communication activities in 5 communes. The population staff and collaborators went to each household to mobilize and clearly explain the rights and obligations of women when participating in the policy. In addition, village meetings, commune meetings, and regular meetings also became important channels for policy dissemination. The role of village elders, village chiefs and prestigious people in the community was maximized. They were the bridge, both propagating and mobilizing to gradually eliminate the male-dominated ideology, limiting the situation of having a third child.
Continue to promote policy effectiveness
Ms. Le Thi Kim Lien said that the implementation of population work in 5 communes in Khanh Vinh area achieved results thanks to the efforts of Party committees and authorities at all levels in strengthening the direction of propaganda and mobilization work and the coordination of departments, branches and organizations in the locality. At the same time, socio -economic development programs were effectively implemented, contributing to improving living standards, creating conditions for population policies to take effect and come into life.
In addition to the achieved results, the program still has difficulties. Some people, especially ethnic minority women, have limited awareness, so they are not bold enough to apply. The fear of violating the commitment and having to repay the support money causes many people to miss out on legitimate benefits. In addition, the preference for sons still exists, making the support for cases of only giving birth to girls not really sustainable... To solve the above difficulties, in the coming time, Khanh Vinh Regional Medical Center will continue to guide people working in charge of population in communes to review those in need, identify the right beneficiaries of support for childbirth according to Decree No. 39; coordinate with relevant units to organize communication, counseling, and mobilize women, especially ethnic minority women, to understand correctly about population policies; publicize the list of supported subjects, ensuring transparency; manage and closely monitor the implementation of commitments of beneficiaries...
The effective implementation of Decree No. 39 in the communes of Khanh Vinh area not only helps reduce the economic burden on poor ethnic minority women, but also contributes to changing community awareness, encouraging giving birth in accordance with population policy. Thereby, positively impacting the improvement of maternal and child health, improving population quality and sustainable development of future generations.
