Sustainable development of the movement to encourage learning and talent

(Baothanhhoa.vn) - Through many practical and effective ways, the Association for the Promotion of Learning (AEL) at all levels has been mobilizing the cooperation of the whole society, bringing the movement for promoting learning and talents (KH, KT), building a learning society (XHHT) in the province to develop widely and sustainably with important contributions to the cause of "growing people" of the homeland and country.

Representatives of the Provincial Party Committee's Propaganda Department, the Provincial Association for Promotion of Education, and the Department of Education and Training signed a program of coordination to develop the science and technology movement (2024).

With the attention and direction of the Party Committee, the government, and the coordination of mass organizations, the science and technology movement in the province has developed strongly from favorable areas to difficult areas. And, through many diverse and rich forms of propaganda, the Science and Technology Association at all levels has created a profound change from awareness to action of cadres, party members and people of all walks of life in building a cooperative society, promoting the Science and Technology movement. According to statistics of the Provincial Science and Technology Association, currently, the Science and Technology Association at all levels has attracted more than 1.1 million members, accounting for nearly 30% of the province's population. The massive participation of people of all walks of life has brought the science and technology movement of the province to develop widely, creating a strong influence in the community.

The Associations at all levels have also spent a lot of time, dedication, perseverance, effort and creativity in modeling, standardizing and socializing learning promotion activities, such as: Building a learning promotion fund (QKH); models of learning citizens, learning families, learning clans; organizing activities and developing community learning centers (TTHTCĐ)... creating a premise for building a learning society from the grassroots. The Provincial Association of Learning has proactively developed coordination programs with departments, branches, sectors, and socio- political organizations, bringing about many results.

According to Chairman of the Provincial People's Committee Vuong Van Viet, from the coordination program, the units not only thoroughly grasp and concretize the policies, mechanisms and policies of the Central Government and the province on science, technology, and building a learning society in their units, but also create favorable conditions for cadres, civil servants, public employees and workers to regularly study and improve their professional qualifications. Many units such as the Provincial Fatherland Front, the Provincial Border Guard... have successfully and effectively built the model of "Learning Unit", especially in building QKH and supporting in schools.

In addition, the grassroots association and the HKH branches in residential areas have also been creative in managing students by using drums, gongs, loudspeakers to encourage learning; building study corners, bookshelves to encourage learning; mobilizing teachers to organize charity classes and tutoring for poor students without collecting fees. Mobilizing students to attend classes at the right age, providing both material and spiritual support to prevent students at risk of dropping out, mobilizing students who have dropped out to return to class... In particular, to continuously develop the movement of science and technology, HKH branches at all levels in the province always pay attention and actively mobilize agencies, units, businesses, entrepreneurs, and philanthropists to support the construction of QKH and have had many effective forms of building QKH such as: Encouraging learning from the source, saving tubes, raising plastic pigs, piggy banks, "Tet to encourage learning"...

In particular, the program "Tet to encourage learning" every year, all levels of the Provincial Student Association mobilize support from units, businesses, and philanthropists for QKH with an amount of billions of VND. For example, at the program "Tet to encourage learning" of Thanh Xuan At Ty 2025, the Provincial Student Association received support from many businesses and philanthropists for the Provincial Student Association with an amount of nearly 6 billion VND. Also at this program, thousands of students in the province received awards and scholarships from the Le Kha Phieu Science and Technology Fund; "Lifting Dreams" Scholarship Fund; Lam Son Science and Technology Fund. According to the representative of the Provincial Student Association, the goal of the program "Tet to encourage learning" is to create a strong spread of the science and technology movement, building a learning society among the people. This is also an activity for each family, clan, and residential area to encourage, promote, and educate the tradition of studiousness, and commend the academic achievements of the young generation. Thereby, creating motivation for each student, each family, clan, and residential area to continue writing the traditional history of "Thanh land - land of learning".

The results achieved show that the science and technology movement in the province has caught the right source of life, the movement is no longer just for those who promote learning but is becoming a people's movement, with the joint efforts of social forces. Many localities have had good practices and valuable experiences in encouraging education, motivating children to study hard, practice virtue and practice talent. This is the basis and solid foundation for science and technology organizations at all levels to continue to expand the scale and further improve the quality and effectiveness of science and technology activities, lifelong learning, and build a learning society in the province in the new period.
