Developing OCOP products towards large scale and high value

The Resolution of the 15th Provincial Party Congress, term 2020-2025, set out the goal of developing and enhancing the economic value of OCOP products in the direction of concentrated, large-scale, modern agricultural production, and specialized areas for high-quality goods. In that spirit, many approaches and solutions have been implemented, creating momentum for the Quang Ninh OCOP program. Many 4-star and 5-star products are highly appreciated by domestic and international markets, contributing to the sustainable development of the rural economy.

Mr. Tran Van Dieu's family in Quang Long 9 village, Duong Hoa commune is one of the local long-term tea growers. In recent years, under the guidance of the commune, his family and many tea growers in the village have switched from traditional farming methods to VietGAP care processes with stricter care requirements. Mr. Dieu said: Working together to build VietGap tea growing areas produces quality, safe products, which are prioritized by purchasing facilities.

The policy of building concentrated, high-quality, safe tea areas in the direction of organic, VietGAP has been identified by Duong Hoa commune as an important direction in recent times, aiming to gradually enhance the value of the OCOP brand of Tra Duong Hoa. Currently, the commune has about 200 hectares of organic tea. OCOP Tra Duong Hoa products are certified to meet the 4-star standards of Quang Ninh province.

Mr. Tran Duc Dung, Chairman of Duong Hoa Commune People's Committee said: In addition to developing the tea material area in an organic and safe direction, the commune also encourages people to apply science and technology to the tea production process; convert and introduce new high-quality tea varieties into cultivation... Along with that, it is to encourage and motivate production and processing households to continue to preserve and promote the tea area, exploiting strengths to develop eco-tourism.

In the period of 2021-2025, the whole province has been granted 63 growing area codes with a total area of ​​over 1,528 hectares and 9 packaging facility codes. The whole province has about 1,100 hectares of crops maintaining production according to good agricultural production processes; 90 hectares of rice and 329 hectares of cinnamon are granted organic production certificates. To achieve this result, Quang Ninh has issued many plans, programs, and policy mechanisms related to the development of OCOP products associated with the implementation of the new rural construction program. Typical examples include: Resolution No. 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee on sustainable socio -economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas; Resolution 115/NQ-HDND dated July 9, 2022 of the Provincial People's Council on the national target program on new rural construction; Decision 1038/QD-UBND dated 2022 approving the Project on developing a chain of key agricultural products at the provincial level for the period 2022-2025, with a vision to 2030; Decision No. 3398/QD-UBND dated November 16, 2022 of the Provincial People's Committee approving the Project on One Commune, One Product Program in Quang Ninh province until 2025. On that basis, the province has directed sectors and localities to review and plan the development of raw material areas, promote the issuance of codes for growing areas, aquaculture areas, and disease-free livestock facilities.

In addition to focusing on developing concentrated production areas in the direction of large scale, to improve the quality and value of products, the province also encourages and guides OCOP subjects to promote the application of VietGAP and organic processes in the production of OCOP products; invest in modern technological lines, apply closed, environmentally friendly processes in the production and processing stages of products to enhance the value and competitiveness of each product. At the same time, the province organizes competitions for creative packaging and product labels; trade promotion fairs and conferences; and at the same time, strengthens guidance for production subjects to promote promotion and consumption on e-commerce platforms Postmart, Voso, Shopee... and online sales channels, bringing OCOP products closer to consumers and partners at home and abroad.

Ms. Vu Thi Thu Huong, Director of Duc Hau Agricultural, Forestry, Fishery, Trade and General Service Cooperative, Quang Yen Ward, said: We often participate in the province's OCOP fairs such as: September 2 fair, spring fair, summer fair on April 30... Thanks to that, our products reach more customers, and the output is also more open.

According to the report of the Department of Agriculture and Environment of the province, as of June 30, the whole province has developed 432 OCOP products of 3 stars or higher, including 8 national 5-star OCOP products. From now until 2030, the province aims to continue to increase the added value and economic efficiency of key provincial agricultural products and OCOP products; making the OCOP Program an important economic program of the province, creating more income for people, promoting the development of the rural economy towards modernization and integration.
