Joint Circular No. 05/2016/TTLT-BNNPTNT-BTNMT dated May 16, 2016 on guidelines for collection, transportation and treatment of used pesticide packaging stipulates that for every 3 hectares of land for annual crops or 10 hectares of land for perennial crops using pesticides, there must be 1 tank for pesticide packaging.
In 2017, Son La province piloted the management, collection and destruction of pesticide packaging in Chieng Den commune (now Chieng An ward). From 2018 to now, the province has issued many plans and projects to improve efficiency, setting a target of collecting at least 70% of packaging from households, individuals, and cooperatives by 2025; 100% of packaging from agricultural and forestry production enterprises; 100% of groups, villages, sub-regions, cooperatives and concentrated farming areas have tanks; and 100% of waste storage and transfer areas have been completed to meet collection needs.
Ms. Pham Thi Lan, Deputy Head of the Department of Crop Production and Plant Protection, said: Over the past 8 years, the Department has done a good job of advising the Department of Agriculture and Environment and the Provincial People's Committee to issue related projects. Effectively implementing the task of organizing propaganda and training on management and collection; reviewing and proposing the number of tanks and the organization of collection, transportation and destruction of pesticide packaging.
From 2018 to present, the Department of Crop Production and Plant Protection has coordinated with localities to promote propaganda and training, attracting nearly 10,000 farmers to participate; implementing the program "Exchanging pesticide packaging for food" in many communes, creating a widespread impact in collecting and destroying pesticide packaging. The province has mobilized capital from national target programs and socialized the construction of more than 5,500 tanks and warehouses for packaging; collected and destroyed over 155 tons of pesticide packaging, contributing to protecting land, water and public health.
In addition, in many groups and villages, the principles of pesticide use and collection of pesticide packaging are included in the village conventions and regulations, and are followed and enforced by most people, creating a habit of collecting pesticide packaging after use. Especially, in VietGAP growing areas, products are safe and strictly followed, creating a widespread movement in many localities, aiming to not use herbicides in upstream areas.
The communes of Yen Chau, Chieng Hac, Phieng Khoai, Yen Son and Long Phieng have a total agricultural land area of over 33,000 hectares, equivalent to 4-5 tons of pesticide packaging waste released into the environment every year.
Mr. Dao Quoc Khoa, Deputy Head of the Agricultural Technical Station of Region VIII, said: The Station was assigned by the People's Committee of Yen Chau District (old) to collect and destroy pesticide packaging in 2024. Since implementing this task, the situation of indiscriminately dumping packaging into canals and fields has stopped. People proactively classify and bring used packaging to storage tanks. To date, 523 tanks have been installed in the production area, with a total of about 40 tons of recovered packaging.
In Chieng An, Chieng Sinh and Chieng Coi wards, although the agricultural production area is not large, but because it is adjacent to residential areas, the collection and destruction of pesticide packaging is given special priority. Currently, the wards have installed 272 tanks. Thanks to that, since the beginning of the year, about 600 kg of pesticide packaging has been collected and handed over to the Department of Crop Production and Plant Protection for treatment, contributing to reducing pollution in the residential areas of the people.
Mr. Quàng Văn Ngọc, Noong La village, Chieng Sinh ward, said: In my family's production area, there are tanks for storing pesticide packaging, so for nearly 10 years now, I have given up the habit of carelessly throwing pesticide packaging into the environment. Instead, I proactively collect them in these tanks, contributing to protecting the fields and preserving the general environment.
Every year, the collection and treatment of pesticide packaging only reaches about 50% of the actual level. In the two-level government model, the Department of Crop Production and Plant Protection is advising the Department of Agriculture and Environment to submit to the Provincial People's Committee a project for the period 2026-2030, focusing on completing the tank system in the cultivation area, ensuring the safe storage of hazardous waste; at the same time, building a mechanism to stabilize collection activities at the commune and ward levels, replacing spontaneous mobilization with a model with clear resources and budget to preserve a clean ecological environment, contributing to improving production quality and farmers' lives, towards developing green, safe and effective agriculture.
