Preparatory session of the 8th Central Party Congress of the Public Security, term 2025-2030

On the afternoon of October 3, at the Hall of the Ministry of Public Security ( Hanoi ), the 8th Congress of Delegates of the Central Public Security Party Committee, term 2025-2030, held a preparatory session.

General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security chaired the preparatory session of the Congress.

The congress convened 350 delegates: 24 ex-officio delegates and 326 delegates elected from the congresses of party committees under the Central Public Security Party Committee.

At the preparatory session of the Congress, delegates elected the Presidium, Secretariat, and Delegate Qualification Examination Board; approved the Congress's Program and Working Regulations; disseminated the Party's Election Regulations; announced the division of Delegate Groups; and provided guidance on the organization and activities of Delegate Groups attending the Congress.

Minister Luong Tam Quang delivered concluding remarks at the preparatory session.

To organize the official session of the Congress which will open on the morning of October 4, Minister Luong Tam Quang emphasized a number of contents; in which it stated: Implementing Directive No. 45 of the Politburo, in recent times, the Central Public Security Party Committee and Party committees at all levels have focused on leading and closely directing the Party congresses at all levels in the Central Public Security Party Committee and in the People's Public Security to ensure compliance with the requirements of the Politburo; at the same time, promoting responsibility, devoting a lot of time and effort to preparing for the 8th Central Public Security Party Congress.

Senior General Luong Tam Quang said: On September 8, the Standing Committee of the Central Public Security Party Committee and the Ministry's leaders reported to the Politburo on preparations for the Congress.

The Politburo highly appreciated the leadership in organizing party congresses at all levels in the People's Public Security; assessed that the Congress documents were carefully prepared, serious, of high quality, and in accordance with the Central Committee's instructions;

The review report of the Central Party Committee of Public Security is highly combative, self-critical and critical.

The Politburo agreed on the personnel plan for the Central Public Security Party Committee for the 2025-2030 term and the personnel of Central Public Security Party Committee delegates to attend the 14th National Party Congress.

At the meeting, General Secretary To Lam highly appreciated the efforts, determination and achievements of the Central Public Security Party Committee and the People's Public Security force during the term; at the same time, he directed the orientation, goals and requirements of the Central Public Security Party Committee and the People's Public Security force in the coming term.

According to the Regulations, the 8th Congress of the Central Public Security Party Committee will carry out 3 contents: Summarizing the implementation of the Resolution of the 7th Congress of the Central Public Security Party Committee; determining the directions, goals, targets, tasks, solutions and strategic breakthroughs of the Party Committee for the 2025-2030 term. Discussing and contributing opinions to the draft documents submitted to the 14th National Party Congress. Electing delegates to the 14th National Party Congress. At the same time, the Congress will also focus on discussing and discussing solutions to effectively implement the Conclusion of General Secretary To Lam at the working session with the Standing Committee of the Central Public Security Party Committee on September 8.
