Deputy Secretary of the Provincial Party Committee Dang Hong Sy inspected the operations of the government apparatus in D'ran commune.

At the working session, Deputy Secretary of Lam Dong Provincial Party Committee Dang Hong Sy listened to the leader of D'ran commune report on the socio -economic situation in the first 6 months of 2025.

Accordingly, agricultural production activities achieved the set plan. The area of vegetable and flower production in greenhouses, net houses, outside greenhouses, net houses is 462.9 hectares, the area of automatic irrigation and drip irrigation is 1,246 hectares.

Forest protection and management work has been strengthened, there has been no deforestation, encroachment on forestry land, or forest fires.

Secretary of the D'ran Commune Party Committee Nguyen Van Huu reports on the activities of the commune-level government after 1 week of operation.

The management of natural resources and environment was focused on; the inspection of the implementation of regulations on environmental protection, mineral activities, water and land use, leveling and renovating the land, and constructing auxiliary works to serve agricultural production were strengthened. During the period, there were no violations of illegal exploitation and leveling in D'Ran town.

Total state budget revenue in the area in the first 6 months of the year is estimated at over 30 billion VND. Total local budget expenditure is estimated at 45.5%.

Cultural and social tasks are implemented according to plan; in which, health care for the people is given attention, to date over 92% of people participate in health insurance.

Pay attention to organizing sports, entertainment, and recreational activities and inspect and rectify cultural activities, karaoke services, etc. in the area. The education sector has done a good job in teaching and learning. Schools have completed the teaching and learning plan and organized the closing ceremony of the 2024-2025 school year before May 30. The work of meritorious people and social protection has been given attention and resolved promptly, correctly, and fully in accordance with related policies.

The political security situation in the area is basically stable, no complicated problems have occurred.

Regarding the work of reorganizing the apparatus, D'ran commune was established on the basis of merging Lac Xuan commune and D'ran town. Currently, the Party Committee of D'ran commune has directed and deployed meetings of the Standing Committee and the Executive Committee of the Commune Party Committee to deploy related tasks of the Party Committee; directed the People's Council to organize the first session of the 2021-2026 term. The People's Council of D'ran commune held the first session of the 1st term, 2021-2026 term. During the session, the draft Resolutions within the functions and tasks of the Commune People's Council were voted to be approved.

Comrade Dang Hong Sy - Deputy Secretary of Lam Dong Provincial Party Committee inspected the actual operation of the commune-level government apparatus in D'ran communes.

The Commune Party Committee has directed the People's Committee to organize and operate the apparatus from July 1 to handle administrative procedures of people and businesses. The Commune Public Administration Service Center has arranged civil servants and employees to directly receive and handle administrative procedures of people in accordance with regulations.

On July 1, the Commune Public Administration Service Center operated and received administrative procedure settlement files for people who came to contact, the arising files were mainly in the judicial field.

However, currently, the procedures for joint birth registration for children under 6 years old and joint death registration cannot be submitted to the Public Service Portal but must be submitted separately.

D'ran Commune also raised difficulties in operation such as: Currently, the Commune Public Administration Service Center still lacks some technical equipment to support the settlement of administrative procedures. At the same time, it made some recommendations and proposals such as: Provincial specialized departments and branches should develop, complete and guide the process of settling administrative procedures under the authority of the commune level; organize training sessions for civil servants and employees performing tasks at the Commune Public Administration Service Center and civil servants of specialized departments of the commune.

Concluding the inspection session, comrade Dang Hong Sy - Deputy Secretary of Lam Dong Provincial Party Committee highly appreciated the implementation of activities immediately after the merger and suggested that the commune urgently stabilize the organization, perfect the apparatus, clearly assign people, tasks, and responsibilities; at the same time, carefully review arising issues to propose to superiors to promptly resolve them.

Specifically, regarding the Party organization and government apparatus, communes must promptly establish Party organizations and affiliated Party cells, and develop directions and tasks that are close to practical conditions. Comprehensively review the staff and civil servants, ensure the right job positions and standards, and pay special attention to arranging enough specialized staff in information technology, accounting, and land management.

For the semi-professional force, it is necessary to carefully review and continue to contract with qualified people according to the instructions of the Ministry of Home Affairs, to avoid missing out on experienced forces.

Lam Dong Provincial Party Committee Deputy Secretary Dang Hong Sy gave a speech at the working session.

Regarding facilities, equipment, and working offices, they need to be used flexibly. Where they can still be used, they should be utilized, and where they are lacking, they should be boldly proposed. Priority should be given to the arrangement and expansion of the Public Administration Service Center to ensure effective operation and good service to the people.

Regarding finance, public assets, and public land, the Deputy Secretary of the Provincial Party Committee requested that the commune strengthen the management and effective use of finance, public assets, and public land to avoid waste and loss.

The Deputy Secretary of the Provincial Party Committee also requested the commune to continue to focus on organizing political and professional training for cadres and civil servants, especially skills in using information technology and managing electronic records. Launch a movement of self-study, self-training, and changing working mindset to suit the requirements of the commune-level government in the new period. Each cadre and civil servant is encouraged to build a "virtual assistant" to support work, but must take the role of the owner, not dependent on software or technology.
