According to the report, after more than a month of operating the two-level local government model, Dak Mil commune has been proactive, urgent, and determined in leadership, direction, and highly focused on implementing solutions for socio -economic development and ensuring national defense and security.
The Commune Public Administration Service Center has publicly posted all administrative procedures in a complete, clear, and timely manner; invested in initial facilities such as computers and scanners to serve individuals and organizations. Up to now, the commune has received 400 applications, of which 132 have been resolved.
Immediately after successfully holding the 1st Congress, term 2025 - 2030, the Commune Party Committee directed the dissemination and propaganda of the Resolution to cadres, party members and people in many appropriate forms.
At the same time, the commune focused on directing the development and completion of the draft Action Program to implement the Resolution; identifying key tasks that need to be prioritized for implementation in the last months of 2025 and 2026; developing coordination regulations between the Party Committee, government, Fatherland Front, socio -political organizations; drafting inspection and supervision plans...
However, the locality still faces many difficulties in terms of facilities, especially information technology infrastructure at the Public Administration Service Center; office; slow issuance of digital certificates. A number of cadres and civil servants are still limited in expertise, unable to meet the requirements of their tasks.
At the meeting, the Dak Mil Commune Party Committee recommended that superiors pay attention to allocating funds to upgrade facilities and working equipment for Party agencies and purchase essential equipment for the Commune Administrative Service Center. At the same time, there should be a support policy for civil servants who work far from home after the merger to have a place to rest and live.
At the same time, issue specific and detailed instructions on the implementation and application of the provisions of Decree 178 and Decree 67. The province is interested in connecting the one-stop software with the software for business registration, tax and electronic household registration; implementing national target programs...
The competent authority expands the certification authority for the Deputy Director of the Commune Administrative Service Center to create maximum convenience for organizations and individuals; provide training to improve skills, expertise, and professionalism for cadres and civil servants...
In his concluding remarks, Deputy Secretary of the Provincial Party Committee Luu Van Trung commended, acknowledged and highly appreciated the efforts and endeavors of the Dak Mil Commune Party Committee. Although the commune still faces many difficulties, after more than 1 month of implementing the two-level local government model, the commune has ensured that the new apparatus operates smoothly and effectively. At the same time, it works with a high spirit and responsibility to successfully organize the Commune Party Congress for the 2025-2030 term.
Comrade Luu Van Trung noted that one of the contents that the Commune Party Committee needs to prioritize in the coming time is to solve the problem of poverty reduction. In particular, poverty reduction work needs to have appropriate plans and solutions; mobilize the participation of the entire political system; promote propaganda and advocacy to change the way of thinking and working of the people, especially ethnic minorities.
Regarding the economic sector, the Deputy Secretary of the Provincial Party Committee requested Dak Mil commune to focus on guiding and changing the mindset of developing agricultural production for people in the direction of goods, not following trends. Trade and services have developed quite strongly, however, the commune needs to pay attention to maintaining order in the road safety corridor, strictly prohibiting encroachment on sidewalks and roadsides for trading.
Regarding the problem of teacher shortage, comrade Luu Van Trung suggested that the Department of Home Affairs should promptly advise to meet teaching requirements for the new school year.
Comrade Luu Van Trung requested that the Commune Party Committee should closely follow the Resolution of the Congress for the 2025-2030 term to develop a specific and detailed action program so that the resolution can soon be put into practice. Key and breakthrough stages need to have their own action plans and programs in accordance with the Central Committee's direction of "clear people, clear work, clear responsibilities, clear time, clear results".
Regarding the development target of 3% party members/total party members of the entire Party Committee, the Deputy Secretary of the Provincial Party Committee requested that from now on, the commune needs to clearly review the number of admitted and needed party members to have solutions to create appropriate resources.
Regarding the organizational structure, comrade Luu Van Trung said that before the merger, all communes had cadastral officers, civil status officers, office staff, and accountants. Previously, due to the race against time, the assignment of tasks was not appropriate, so some places were lacking and some were redundant. Therefore, the commune needs to urgently rearrange the most appropriate and appropriate cadres possible.
Comrade Luu Van Trung also noted that the Party Committee, the government, and the Fatherland Front of the commune need to review and arrange cadres according to the right job positions. Weak cadres must be trained and fostered, especially in the fields of agriculture, construction, accounting, education, and internal affairs...
In addition, the commune needs to pay attention to and promptly resolve policies for cadres and civil servants strictly, in accordance with requirements and regulations; at the same time, take advantage of the old online meeting room to serve the work.
For small jobs, one officer will hold multiple positions, for large jobs, more people will be assigned to do it. Some jobs can be done by one person, but some jobs require multiple people to do it together. For key and important jobs, officers must be assigned to be proficient, with the right expertise and strengths.
