
Member of the Party Central Committee, Head of National Defense, Security and Foreign Affairs, Senior Lieutenant General Le Tan Toi chaired the meeting.
Also attending were: Party Central Committee member, Head of the National Assembly Delegation of Lai Chau province Giang Pao My, member of the National Defense, Security and Foreign Affairs Committee; delegates who are Standing members and members of the National Defense, Security and Foreign Affairs Committee; representatives of the Standing Committee of the Nationalities Council, National Assembly Committees; and representatives of leaders of a number of ministries and branches.

Speaking at the opening of the session, Chairman of National Defense, Security and Foreign Affairs Le Tan Toi said that at the upcoming 10th session, the Government plans to submit to the National Assembly for consideration and approval nearly 50 draft laws. In particular, the areas assigned to the Committee to preside over the review for submission to the National Assembly include 6 draft laws, 1 draft resolution of the National Assembly and 1 report of the President.
In addition, the Committee also reviewed the Government's reports on national defense tasks, national security protection, maintaining social order and safety, and ensuring traffic order and safety in 2025.

Chairman of the Committee Le Tan Toi stated that, in order to prepare the content of the examination and report to the National Assembly Standing Committee, at this session, the Committee will examine 4 draft laws, 2 submissions and 1 report. At the same time, he requested that delegates focus on research; have opinions and participate in speaking deeply, intelligently, openly in the spirit of responsibility and democracy, and accompany the Committee and the Drafting Committee to build draft laws, resolutions... of the best quality.
Speaking at the meeting, Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong stated that many resolutions of the Central Committee have been issued to pave the way for development and require that all of them be promptly institutionalized.

Stating that, with the large workload at the Tenth Session, the National Assembly Committees, ministries and branches of the Government have worked very determinedly, the Vice Chairman of the National Assembly suggested that the meeting should be conducted with the spirit of innovative thinking in law-making, paying close attention to new viewpoints and policies to organize effective examination, reducing the time to complete draft laws.
Because there are 7 new and difficult contents taking place in 2 working days, the Vice Chairman of the National Assembly noted that delegates need to focus on discussing the issues raised by the Committee on National Defense, Security and Foreign Affairs.

Next, under the direction of Deputy Chairman of the National Defense, Security and Foreign Affairs Committee, Lieutenant General Nguyen Minh Duc, the Committee conducted an examination of the draft Law amending and supplementing a number of articles of 10 laws related to security and order (including: Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; Law on Exit and Entry of Vietnamese Citizens; Law on Residence; Law on Identification; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Road Traffic Order and Safety; Law on Roads; Law on Management and Use of Weapons, Explosives and Supporting Tools; Law on Fire Prevention, Fire Fighting and Rescue).

According to the Draft Law Report, the development and promulgation of the Law aims to ensure that the provisions of 10 laws related to security and order are consistent with the results of the reorganization of the state apparatus and two-level local government, meeting urgent practical requirements, in line with the policy of breakthroughs in science and technology development, innovation, national digital transformation, decentralization, delegation of power, reduction of administrative procedures and consistency with the legal system.
The draft Law consists of 12 articles, of which 136/570 articles are amended and supplemented and 2 new articles are added to 10 laws related to security and order.

The Draft Law also amends and supplements a number of other contents to meet urgent practical requirements, in line with the policy of breakthroughs in science and technology development, innovation, national digital transformation, decentralization, delegation of power, reduction of administrative procedures and consistency with the legal system.
The majority of delegates agreed to promulgate the draft Law to ensure that the Party's policies and directions are implemented promptly, synchronously and effectively in practice, especially in arranging and streamlining the political system's apparatus; promoting decentralization and delegation of power; innovating the work of law-making and enforcement, meeting the requirements of national development in the new era; making breakthroughs in science and technology development, innovation and national digital transformation.

Many opinions say that the promulgation of the Law at the present time also aims to ensure compliance with the new functions and tasks of agencies and organizations in performing the task of protecting national security, ensuring social order and safety; promptly removing difficulties, obstacles, and "bottlenecks" caused by legal regulations and law enforcement. At the same time, improving the effectiveness of national governance, the effectiveness of state management in all fields, ensuring national defense and security; simplifying administrative procedures, moving towards building an e-government, improving the efficiency of state apparatus operations and better serving the people.

Regarding the scope of the adjustment, many opinions basically agree with the adjustment content of the draft Law, which mainly focuses on issues related to functions and tasks in the field of security and order affected by the arrangement of organizational apparatus, decentralization, and delegation of powers between agencies and levels of government, and the removal of difficulties, obstacles, and "bottlenecks" caused by legal regulations.

At the meeting, some delegates suggested continuing to review and remove the phrase "identity card" to ensure consistency with the provisions of the Law on Identification in amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens (Article 3). It is necessary to study and fully and comprehensively assess the impact of adding regulations on the type of vehicle that must install imaging equipment in the passenger compartment; study and supplement regulations assigning the Government to specify in detail the licensing, testing areas and legal responsibilities for smart vehicles in amending and supplementing a number of articles of the Law on Road Traffic Order and Safety (Article 7)...

Concluding the meeting, Deputy Chairman of the National Defense, Security and Foreign Affairs Committee Nguyen Minh Duc requested that the drafting agency fully absorb the opinions expressed and complete the draft Law to submit to the National Assembly at the upcoming 10th Session.
