On September 29, in Tokyo, within the framework of his visit and work in Japan, Member of the Party Central Committee, Vice Chairman of the National Assembly , Senior Lieutenant General Tran Quang Phuong met with Speaker of the Japanese House of Representatives Nukaga Fukushiro and held talks with Vice President of the Japanese House of Councilors Fukuyama Tetsuro.

Also attending the meetings and talks was Vice President of the Japan-Vietnam Friendship Parliamentary Alliance, Representative Aoyagi Yoichiro.
Vice Chairman of the National Assembly Tran Quang Phuong expressed his pleasure to visit Japan in the month of the 52nd anniversary of the establishment of Vietnam-Japan diplomatic relations and nearly two years after the two countries upgraded their relationship to a comprehensive strategic partnership; and at the same time thanked the leaders of the House of Representatives and the Senate for the warm and sincere welcome given to the delegation.

The Vice Chairman of the National Assembly conveyed the regards and letter of National Assembly Chairman Tran Thanh Man thanking Speaker of the House of Representatives Nukaga for sending a congratulatory letter on the 80th anniversary of Vietnam's National Day; congratulating Japan on successfully hosting and organizing EXPO 2025 Osaka, Kansai and thanking the Japanese Government for creating favorable conditions for Vietnam to successfully participate in this event.

Vice Chairman of the National Assembly Tran Quang Phuong assessed that the Vietnam-Japan relationship has developed strongly and substantially, achieving many results after nearly 2 years of upgrading with high political trust, demonstrated through 6 outstanding highlights in the fields of economy, defense - security, science - technology, local cooperation, people-to-people exchange, parliamentary exchange and cooperation. The Vice Chairman of the National Assembly affirmed that Vietnam always considers Japan - a leading important partner, a sincere and trustworthy friend, accompanying in the process of realizing development goals; considering parliamentary cooperation as an important channel to promote the development of the relationship between the two countries in a substantial, comprehensive and effective manner.

Sharing the determination and efforts of the Vietnamese National Assembly in perfecting institutions to realize the country's development goals, the Vice Chairman of the National Assembly proposed to further strengthen exchanges between the two countries' National Assemblies, especially regular exchanges between the two Friendship Parliamentary Groups/Unions, and specialized committees of the two countries' National Assemblies; sharing experiences in legislation and supervision in non-traditional security fields such as cyber security, digital transformation, disaster response, etc.

The Vice Chairman of the National Assembly proposed that the Japanese National Assembly support strengthening the connection of high-quality human resources and creating a favorable environment for Vietnamese workers in Japan.
Speaker of the House of Representatives Nukaga congratulated Vietnam on the occasion of the 80th anniversary of National Day and the success of the Vietnam National Day in early September 2025 within the framework of the EXPO 2025 event; thanked Vice Chairman of the National Assembly Tran Quang Phuong for taking the time to visit localities of Japan, especially for laying a wreath in memory of the atomic bomb victims in Hiroshima city.

Speaker of the House of Representatives Nukaga affirmed that, with the foundation of good relations and sharing many common values, the Vietnam - Japan relationship has great potential to develop further; emphasizing that Vietnam is Japan's leading important partner in implementing policies in the Indo-Pacific region, the strong development of Vietnam and the Vietnam - Japan relationship will contribute to the stability and development of the region; agreed to further strengthen cooperation between the two legislative bodies of the two countries; affirmed that Japan is ready to support an increasingly developed Vietnam.

On this occasion, Vice Chairman of the National Assembly Tran Quang Phuong conveyed the invitation of National Assembly Chairman Tran Thanh Man to visit Vietnam soon to Speaker of the House of Representatives Nukaga.
At the talks with Vice President of the Japanese House of Councillors Fukuyama Tetsuro, the two sides agreed to continue to coordinate effectively in implementing agreements and commitments between the two countries' senior leaders, including the Cooperation Agreement between the Vietnamese National Assembly and the Japanese House of Councillors signed during the official visit to Japan by National Assembly Chairman Tran Thanh Man in December 2024; together promote cooperation in all fields of economy, defense - security, investment, tourism, trade, science, technology, digital transformation, green transformation, AI, semiconductors, etc.

The Vice President of the Japanese House of Councillors agreed on the importance of promoting high-level exchanges and exchanges between parliamentarians of the two countries; emphasizing that the visit to Japan by Vice President of the National Assembly Tran Quang Phuong this time has important significance in the friendship and cooperation between Vietnam and Japan.

At the meetings, Vice President of the Japan-Vietnam Friendship Parliamentary Alliance, Representative Aoyagi shared his sentiments in promoting cooperative relations with Vietnam over the past 18 years; and wished to continue to further promote cultural cooperation, people-to-people exchange, and training of high-quality human resources between the two countries in the coming time.
