The delegation surveyed the entire route from the intersection of National Highway 28B with National Highway 20, Ta Hine commune to Luong Son commune and worked with local authorities and related units.

According to the report of the Department of Construction, by September 8, 2025, the project had cleared 94% of the area, equivalent to 64.4/68.49 hectares. The site along the construction route has been handed over to the investor for 62km/68km (reaching 91.1%), with 6km remaining. At the construction site, contractors have deployed 41/68km of crushed stone aggregate and 33/68km of dense asphalt concrete.
However, the construction progress is still slow compared to the requirements. The work of relocating technical infrastructure still has many backlogs, only 7,676/12,021m of water supply pipes and 30/81 medium voltage power positions, 3 low voltage poles, 42 residential power poles have been completed... Meanwhile, some sections of the route have the ground but have not been constructed in time.

Localities where the project passes through said that the biggest difficulty at present is the slow payment of compensation, and some households have not agreed to hand over the land. In addition, the determination of land boundaries related to the Dai Ninh Hydropower Project has not been completely resolved, causing difficulties in compiling compensation records.
Commune authorities also reported that the coordination between the construction unit and the locality was not close. The construction plan was unclear, leading to difficulties in propaganda, mobilizing people and supporting the implementation of site clearance.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep assessed that compared to last month, the project had some positive changes but had not yet met the requirements. The Vice Chairman of the Provincial People's Committee pointed out that the progress of implementing the items was "extremely slow". There was a lack of vehicles and human resources, and contractors had not yet organized synchronous construction along the entire route.

Regarding site clearance work, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep requested that this is the main responsibility of the local authorities where the project passes through, but there must be close coordination between the investor, consulting and supervising units.
The land price appraisal and approval has been completed, units must urgently develop compensation plans in September. Payments must be made to people by October 30, 2025 at the latest, of which at least 30-40% of households must receive money before October 15.

For investors and contractors, the Vice Chairman of the Provincial People's Committee requested to immediately overcome the limitations. Organize construction right on the handed-over area, work neatly as you go, quickly complete the constructed sections to put them into operation, not to affect people's lives.
The Vice Chairman of the Provincial People's Committee directed to review the progress of each contractor, assign responsibility for the quality and safety of the project. At the same time, arrange traffic controllers at the construction sections to ensure safety.
