On behalf of the Party and State leaders, the Deputy Prime Minister sent respectful greetings, warm regards and best wishes to the Party Committee, government, armed forces and people of all ethnic groups in Dien Bien province.
The Deputy Prime Minister acknowledged and highly appreciated the efforts of the Party Committee, government, army and people of all ethnic groups in Dien Bien over the past year, who have been proactive, flexible and creative in managing, operating and developing the socio -economy, achieving many positive results, contributing to the successful implementation of the country's socio-economic plan. By the end of 2023, the poverty rate in the whole province according to the average poverty standard will decrease by 4.17% per year.

Emphasizing and promoting the nation's fine traditions and ethics, over the years, the Party and State have always paid attention to, cared for, and supported the poor and policy beneficiaries to overcome difficulties and stabilize their lives, Deputy Prime Minister Le Minh Khai said, we have mobilized the strength of the entire people and the entire political system to take care of and do well this work. In particular, the Party Committee and government of Dien Bien province have done a good job of taking care of the lives of policy families and poor households, mobilizing many resources to do so.

According to the Deputy Prime Minister, on the occasion of the Lunar New Year, the Secretariat issued Directive No. 26-CT/TW and the Prime Minister issued Directive No. 30/CT-TTg requesting to strengthen measures to ensure that people have a happy, healthy, safe and economical New Year. Most recently, the Prime Minister issued Official Dispatch No. 03/CD-TTg on taking care of people's lives and ensuring social security for people and workers.
Deputy Prime Minister Le Minh Khai hopes that Dien Bien province will continue to well implement the Directive of the Secretariat, the Prime Minister and Official Dispatch No. 03, prepare conditions for Tet, ensure social security, take care of the material and spiritual life of the people, especially policy families, meritorious people, poor households, people in especially difficult circumstances, and people in mountainous and border areas.

Urgently complete housing support for poor households so that people have solid houses, absolutely do not let people go hungry during Tet, ensure every family and every person can enjoy Spring and celebrate Tet.
Authorities at all levels have strengthened their direction, inspection, and close supervision of food safety, environmental sanitation, and disease prevention during Tet. They have strengthened market management, stabilized prices, and ensured essential goods.
The armed forces, especially those in border areas, must proactively and well perform their tasks of ensuring national defense, security, order and social safety; strengthen their grasp of the situation, prepare plans to prevent and effectively handle complicated situations, and avoid being passive or being surprised.

Actively fight against wrong viewpoints and distorted arguments, foil all sabotage plots of hostile forces; raise people's awareness in implementing regulations on traffic safety, use of alcohol, beer, firecrackers and explosives, etc.
Visiting, encouraging and wishing a Happy New Year to officers and soldiers of Si Pha Phin Border Guard Station (Si Pa Phin Commune, Nam Po District), Deputy Prime Minister Le Minh Khai sent his warm regards and best wishes to the Border Guard soldiers; acknowledged that Si Pha Phin Station had achieved comprehensive success in all fields in the past year, firmly protecting 37.3 km of border and 13 landmarks; actively coordinating with local Party committees and authorities to prepare for the New Year for the people.

Deputy Prime Minister Le Minh Khai requested Si Pha Phin Border Guard Station to continue promoting its achievements, fulfill its political tasks, and contribute to protecting the country's territorial sovereignty and borders. At the same time, better prepare conditions to care for officers and soldiers, and coordinate with other forces to care for the lives of local people during the Spring Festival and Tet.
Visiting, presenting gifts and wishing a Happy New Year to policy families, poor households, workers and laborers in difficult circumstances in Nam Po and Muong Cha districts, Deputy Prime Minister Le Minh Khai shared the difficulties of the locality, which is a border district, mountainous area, isolated area, unsynchronized infrastructure, high poverty rate; requested central ministries, branches and provincial leaders to continue to pay attention and support so that the districts can overcome difficulties and exploit development resources in the coming time.

Deputy Prime Minister Le Minh Khai also acknowledged that Muong Cha district has well implemented the program of building great solidarity houses, completing 100% of the set plan with 679 houses, demonstrating the efforts and determination of the district leaders in directing, operating, and coordinating the implementation of the project of building great solidarity houses for poor households in Dien Bien province and the Northwest region, towards the 70th anniversary of Dien Bien Phu Victory.

Deputy Prime Minister Le Minh Khai and the delegation attended the ceremony to attach the Great Solidarity house sign to two poor households, the family of Giang A Long, Che Nhu village, Si Pa Phin commune, Nam Po district and the family of Ly A No, Huoi Mi village, Ma Thi Ho commune (Muong Cha district), wishing the families a happy and warm Tet in their new homes.
Also during the working program in Dien Bien, earlier, on the afternoon of January 27, Party Central Committee Secretary, Deputy Prime Minister Le Minh Khai and the Government delegation offered incense and flowers to commemorate heroic martyrs at the Martyrs' Temple at Dien Bien Phu Battlefield and A1 Martyrs' Cemetery, visited the Dien Bien Phu Victory Museum and visited and presented gifts to policy families.

The heroic feats and sacrifices of comrades are shining examples of ardent patriotism, steadfast and indomitable revolutionary will, beautifying our nation's tradition of fighting and defending the country; affirming, always being proud of and vowing to live up to that noble sacrifice and great contribution, vowing to unite, overcome all difficulties, determined to fulfill the noble mission and great responsibility assigned by the Party, State and people.

Visiting and presenting gifts to two families of Dien Bien soldiers, including Mr. Hua Van Phong, 99 years old, 77 years of Party membership, and Mr. Duong Van Lam, 65 years of Party membership, in Dien Bien Phu city on the occasion of the Lunar New Year of Giap Thin, Deputy Prime Minister Le Minh Khai wished them good health and to join the whole country in celebrating the 70th anniversary of Dien Bien Phu victory (May 7, 1954 - May 7, 2024).
On this occasion, the Provincial Party Committee, People's Council, People's Committee of Dien Bien province, the Bank for Social Policies, and the Vietnam General Confederation of Labor also presented gifts to policy families, poor households, workers, and laborers in difficult circumstances in Dien Bien./.
