Deputy Prime Minister Le Thanh Long: Try to make law compliance automatic

(Chinhphu.vn) - On the afternoon of October 3, the Central Council for Coordination of Law Dissemination and Education held a meeting chaired by Deputy Prime Minister Le Thanh Long, Chairman of the Council. This was the first meeting of the Council after the merger.

The meeting was connected online to the headquarters of the People's Committees of provinces and cities across the country. In the general context of the country, the institution of the Coordinating Council for Dissemination and Education of Law (PBGDPL) has also innovated its functions and tasks to suit the policy of streamlining and reducing focal points.

Organized more than 216,000 direct propaganda activities

In August 2025, the Prime Minister issued Decision No. 26/2025/QD-TTg stipulating the composition, tasks and powers of the Legal Aid Coordination Council towards merging the Legal Aid Coordination Council and the Inter-sectoral Coordination Council on Legal Aid (LAYA) in litigation activities.

This helps the Council expand its functions and tasks of advising the Government and the Prime Minister in directing and managing not only the work of legal dissemination and education but also the field of legal aid; legal support for small and medium enterprises, business households, and individual businesses; and management and operation of the National Law Portal.

Deputy Minister of Justice Nguyen Thanh Ngoc, Vice Chairman of the Council, said that in the first 9 months of 2025, the dissemination and education of law across the country achieved many outstanding results. Ministries, branches and localities issued 40 directives and instructions; organized more than 216,000 direct propaganda activities, attracting nearly 24 million participants; deployed nearly 5,000 legal competitions with more than 2.2 million participants; published over 16 million legal propaganda documents. Nationwide, 16,630 legal aid cases were carried out (an increase of 21% over the same period).

Minister of Justice Nguyen Hai Ninh said that when operating a two-level local government, the workload is large, especially at the commune level, which has many new tasks and new legal documents. "In the past, we have provided training, fostered, issued handbooks, and sent officials directly to the grassroots level, but this work needs to continue, especially at the commune level, to effectively enforce the law, so that people and businesses can grasp the regulations and conveniently exercise their rights and obligations according to the law," said Minister Nguyen Hai Ninh.

From a local perspective, according to a representative of Dong Nai province, in the context of implementing a two-level local government, digital transformation is a prerequisite. A representative of Dong Nai province proposed the theme of this year's Vietnam Law Day as digital transformation in law, in propaganda, dissemination, and legal education; developing applications for looking up information, legal regulations, etc.

From the business perspective, Mr. To Hoai Nam, Permanent Vice President and General Secretary of the Vietnam Association of Small and Medium Enterprises (SMEs), emphasized that information and dissemination of laws to SMEs must be "simplified, easy to understand", and have diverse transmission channels (laws reach SMEs through many different channels, suitable to their habits such as some people like to watch video clips on Youtube, some like to read printed handbooks...). SMEs need a place to ask when they do not understand and agencies and organizations need to listen to their feedback, Mr. To Hoai Nam suggested.

How to make compliance with the law automatic

Concluding the meeting, Deputy Prime Minister Le Thanh Long said that the Politburo recently issued Resolution No. 66, which is considered a revolution in the work of building and organizing law enforcement. In it, it clearly stated the content of focusing on building a culture of law compliance.

According to the Deputy Prime Minister, "we must strive to make compliance with the law become natural in life and behavior." A highlight in legal dissemination is digital transformation and the application of information technology. The Ministry of Justice - the Standing Body of the Council has advised the Prime Minister to approve the Digital Transformation Project in legal dissemination for the period 2025-2030. And the National Law Portal has been in operation for 4 months. In three months, from June 1 to the end of August, there were nearly 660,000 visits to the National Law Portal; and it answered (thanks to AI applications) 156,000 different questions related to the law.

Another highlight is that policy communication has directly entered life. A huge volume of legal documents has been amended and supplemented by different methods in a very short time to operate the two-level local government organization. "Comrades have provided written instructions and gone to the place to organize implementation", this has made a practical contribution to the operation of the two-level local government. Another highlight is that legal aid has increased compared to the same period. The number of legal aid cases successfully participating in litigation is about 3,800 cases.

However, according to the Deputy Prime Minister, there are still some limitations. The implementation of legal education at training establishments, legal aid and legal support for small and medium enterprises is not close enough. Guidance on the dissemination, education and application of law is sometimes not timely. The application of information technology still has many points that need to be further improved.

In the coming time, Deputy Prime Minister Le Thanh Long requested the Ministry of Justice - the Standing Body of the Council, to propose plans, introduce experts, and determine financial mechanisms for the development and implementation of policy communication columns on key national press agencies. "How to reach people's hearts in a short time", the Deputy Prime Minister suggested.

The Ministry of Justice shall preside over the research, development, and submission to the Prime Minister for promulgation of the Project on Building a Culture of Law Compliance among Officials, Civil Servants, and People under the direction of the Prime Minister.

The Ministry of Justice presides over and closely coordinates with relevant ministries and branches to successfully organize the Ceremony to respond to Vietnam Law Day 2025. Continue to effectively operate the National Law Portal.

The Ministry of Home Affairs focuses on developing a training program and updating legal knowledge for officials, civil servants, and public employees, and implementing it from 2026. The Ministry of Education and Training studies the content of the Constitution, law, and the rule of law in the training and development program.
