Many problems are solved

Reporting at the meeting, Minister of Home Affairs Pham Thi Thanh Tra said that the implementation of the 2-level local government model continued to achieve many important results, clearly demonstrating the correct policies and decisions of the Party and State; high political determination, close direction of the Central and local governments and consensus of the people. Many difficulties and problems from the time of operating the 2-level local government have been resolved and overcome such as: Problems related to authority when implementing decentralization, delegation of power, and determination of authority; basically overcoming incidents of information technology systems...

According to the Minister, ministries and ministerial-level agencies have promoted the decentralization of administrative procedure handling authority from the central level to localities. Up to now, the rate of decentralized tasks and authority under the central level is 44%, and that of localities is 56%. As of September 15, 741 administrative procedures have been decentralized from the central level to localities, 346 administrative procedures have assigned the authority to handle from the district level to the provincial and commune levels; 298 administrative procedures have been abolished; 14 ministries have fully publicized administrative procedures on the national database with 1,383/1,385 procedures.

465 specialized agencies under the People's Committees of 34 provinces and cities and 9,916 specialized departments under the People's Committees of 3,321 communes, wards and special zones have been put into operation in a disciplined, stable, smooth and effective manner.

Along with that, localities continue to organize in-depth training courses in various fields (internal affairs, finance, digital transformation, justice, land...) for cadres and civil servants and continue to promote the rotation, mobilization, and reinforcement of cadres to the grassroots such as: Hai Phong, Ho Chi Minh City, Da Nang, Bac Ninh...

Regarding the reception and settlement of administrative procedures, technology infrastructure and digital transformation, the Minister of Home Affairs said that 3,139 commune-level Public Administration Service Centers and one-level Public Administration Service Centers (Hanoi, Quang Ninh) have been operating stably and basically smoothly. The rate of receiving and returning online records to people after more than 2 months (from July 1 to September 15, 2025) is about 6.6 million records, with 91% processed on time; more than 3 million online payment transactions with a total transaction amount of 1.7 trillion VND.

Synthesized reports from ministries, branches and localities show that, up to now, the whole country has 141,444 people who have decided to quit their jobs (an increase of 34,732 people compared to the report on September 5, 2025), of which 102,378 people (accounting for 72.38%) have received payment for policies and regimes.

According to the report of the Ministry of Finance, the total number of surplus houses and land that need to be processed is currently 15,927 (a decrease of 195 compared to the report on September 5, 2025). Currently, 296/3,321 commune-level administrative units are still not equipped with cars.

At the meeting, representatives of ministries and branches reported on the results of the implementation of assigned tasks, the remaining difficulties and problems, the main cause of which is still the uneven arrangement of commune-level civil servants, where there are enough or surplus staff but there is a lack of specialized staff in key areas; and the lack of and degradation of facilities. Opinions affirmed to continue to closely coordinate with localities in the operation of the two-level local government to promptly remove difficulties, maintain and strengthen the activities of working groups, hotlines, and arrange permanent staff to receive, handle and promptly respond to recommendations and feedback.

Quickly overcome the situation of 296 communes without cars

Concluding the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh welcomed the Ministry of Home Affairs for compiling the prepared contents to report to the Politburo; saying that over time, the data in the report will change, therefore, the Ministries need to pay attention to updating information and discussing with the Ministry of Home Affairs to have accurate and complete data.

The Deputy Prime Minister requested the Ministries to urgently and proactively organize the implementation of the tasks that have been gathered by the Ministry of Home Affairs according to the plan of the Central Steering Committee. Any completed tasks should be discussed with the Ministry of Home Affairs to confirm their completion. As for the “long-term” tasks, they should wait for more time to be implemented.

Regarding the two decrees on administrative procedure reduction that have not been issued yet, the Deputy Prime Minister directed relevant ministries to complete the issuance process immediately, preferably tomorrow (September 18), so that when reporting to the Politburo, there will be no more decree debt.

Pointing out that the authority to resolve administrative procedures has been assigned to lower levels but many ministries have not yet provided guidance on procedures and publicized the content, the Deputy Prime Minister requested that any ministries that have not yet provided guidance should review to provide guidance; at the same time, he welcomed the ministries that sent working groups to 34 localities; noting that, according to their functions, tasks, and authority, the ministries should guide localities on any remaining issues.

The Deputy Prime Minister directed the Ministry of Finance to urge the resolution of policies, build resources, and arrange facilities and equipment for localities. Of the 3,321 communes, there are currently 296 communes without cars. The Ministry of Finance needs to direct "early remediation, so that this story does not repeat itself".

In addition, the Deputy Prime Minister asked the Ministry of Finance to clarify why so many people have not yet received the regime according to Decree 178, and to provide guidance to localities, noting that "do not let localities reflect on two things: no money and no guidance", because according to the conclusion of the Politburo, it must be resolved by August 31. The Ministries focus on solving and providing solutions for long-term tasks such as staffing, professional training, and headquarters.
